To provide an exterior material for a power storage device which is less likely to cause dielectric breakdown even in a high temperature environment (for example, 150°C).SOLUTION: In an exterior material for a power storage device having a structure in which at least a base material layer, an outer layer adhesive layer, a barrier layer, and a sealant layer are laminated in this order, the ratio of the volume resistivity of the base material layer under the 23°C environment to the volume resistivity under the 150°C environment (volume resistivity under the 23°C environment / volume resistivity under the 150°C environment) is 1×100 to 1×103.SELECTED DRAWING: Figure 1
