To provide an abnormality determination device capable of more accurately determining abnormality of a heater without using temperature information of the heater.SOLUTION: An abnormality determination device includes an acquisition unit for acquiring a resistance value and a power value of an electric heating element calculated from a voltage across the electric heating element of the heater and a current flowing through the electric heating element, a first determination unit for determining based on the acquired resistance value whether the heater is abnormal, and a second determination unit for determining whether the acquired power value is in a power settled state in which it is within a range of the first target value.
