1.A terminal device, comprising:a processor, configured to cause the terminal device to:determine access control information for a sensing service, wherein the access control information comprises at least one of:one or more access categories for the sensing service,one or more radio resource control (RRC) access establishment / resume causes for the sensing service, orone or more access identities for the sensing service; andtransmit, to a network device, a request for the sensing service based on the access control information.2.The terminal device of claim 1, wherein the one or more RRC access establishment causes are defined in one of an RRC setup request, or an RRC resume request, or an RRC resume request1.3.The terminal device of claim 1, wherein the terminal device is caused to:transmit, to the network device, sensing requirement information for the sensing service.4.The terminal device of claim 3, wherein the sensing requirement information is transmitted in one of:a medium access control control element (MAC CE) ,a RRC message,user equipment (UE) assistance information, orRRC setup complete information.5.The terminal device of claim 3, wherein the sensing requirement information comprises at least one of:a sensing service type,a sensing resolution,a sensing accuracy,sensing target information,sensing target area information, orlatency.6.A terminal device, comprising:a processor, configured to cause the terminal device to:receive, from the network device, information regarding a sensing service which at least comprises an indication for a sensing service for a cell; anddetermine whether a request for the sensing service is allowed based on the information for the sensing service.7.The terminal device of claim 6, wherein the indication comprises a sensing allowed indication.8.The terminal device of claim 7, wherein if the sensing allowed indication is configured as true or present, the request for the sensing service is allowed for the cell, andwherein if the sensing allowed indication is configured as false or absent, the request for the sensing service is not allowed for the cell.9.The terminal device of claim 6, wherein the indication comprises a bar indication for the sensing service.10.The terminal device of claim 9, wherein if the bar indication is configured as true, the request for the sensing service is not allowed for the cell, orwherein if the bar indication is configured as false, the request for the sensing service is allowed for the cell.11.The terminal device of claim 6, wherein the indication for the sensing service is transmitted in a system information block.12.The terminal device of claim 6, wherein the information also comprises at least one of:an intra frequency reselection indication, oran inter frequency reselection indication.13.A terminal device, comprising:a processor, configured to cause the terminal device to:transmit, to a network device, a request for a sensing service for a cell;transmit, to the network device, a request for sensing resource configuration; andreceive, from the network device, the sensing resource configuration.14.The terminal device of claim 13, wherein the request for the sensing service is transmitted using physical random access channel resource.15.The terminal device of claim 13, wherein the request for the sensing service is transmitted using a logical channel identity.16.The terminal device of claim 15, wherein the logical channel identity is dedicated to the request for the sensing service.17.The terminal device of claim 15, wherein the request for the sensing service is transmitted in a MAC CE.18.The terminal device of claim 17, wherein a logical channel identity dedicated to the request for the sensing service is included in the MAC CE.19.The terminal device of claim 17, wherein a priority of the MAC CE is lower than that of MAC CE for cell radio network temporary identifier, or the priority of the MAC CE is lower than that of data from uplink common control channel, andwherein the priority of the MAC CE is higher than that of MAC CE for buffer status report.20.The terminal device of claim 17, wherein the MAC CE further comprises sensing requirement information.
