Generally, intra or inter prediction is used to exploit the intra or inter frame correlation, then the differences between the original block and the predicted block, often denoted as prediction errors or prediction residuals, are transformed, quantized, and entropy coded. To reconstruct the video, the compressed data are decoded by inverse processes corresponding to the entropy coding, quantization, transform, and prediction.In the HEVC (High Efficiency Video Coding) video compression standard, motion compensated temporal prediction is employed to exploit the redundancy that exists between successive pictures of a video.To do, a motion vector is associated to each prediction unit (PU). Each CTU (Coding Tree Unit) is represented by a Coding Tree in the compressed domain. This is a quad-tree division of the CTU, where each leaf is called a Coding Unit (CU).Each CU is then given some Intra or Inter prediction parameters (Prediction Info). To do so, it is spatially partitioned into one or more Prediction Units (PUs), each PU being assigned some prediction information. The Intra or Inter coding mode is assigned on the CU level.The embodiments described here are in the field of video coding. This description describes a way to improve the coding efficiency (improving the bitratedistortion (BD) rate, by introducing normative changes in the inter part of the codec. This description presents a way to minimize the redundancy between two inter tools in ECM: the DMVR (Decoder-side Motion Vector Refinement) tool and the MMVD (Merge with Motion Vector Difference) tool.Signaling a motion vector difference to the decoder is expensive in terms of transmitted bits. As much as possible, such a signaling must be avoided. Cheaper means than transmitting motion vectors or motion vectors differences have been developed to apply a correction to a motion vector candidate. At the encoder side, these tools are in competition during the R-DO (Rate-Distortion Optimization) process.For instance, a way to apply a correction to a motion vector candidate is to apply some refinement offsets (or steps) to this candidate. A table of offsets is known at encoder and decoder side. The encoder signals the table index corresponding the correction to be applied. It must also signal information relative to the sign and the direction of the correction. Such a tool is for instance known as MMVD (Merge with Motion Vector Difference) in WC and its successor.Another way to apply a correction to a motion vector candidate is based on motion vector refinements. Instead of transmitting a correction to a motion vector candidate, the encoder and the decoder process a local refinement around this candidate. Such a tool exists in VVC, called DMVR (Decoder-side Motion Vector Refinement), and should be improved in the next generation of codecs.These two tools are introduced below. The goal is not to present these tools in depth, but to understand the context and why some optimizations may be applied when they are jointly used, in competition to minimize the R-DO in the codec.Merge with Motion Vector Difference inter toolAs introduced above, the MMVD inter tool applies offsets around motion vector candidates. During the R-DO, for each candidate in the MMVD candidates list (list of 2 candidates for VVC), the encoder applies offsets defined in a table, in different directions.If a candidate associated with an offset and a direction is selected by the encoder as the best way to encode the current block, the encoder signals that the MMVD tool must be used, signals the MMVD candidate (the index of the candidate in the list) and signals refinement information. In VVC for instance, presented in Figure 1 , this information includes an index specifying the motion vector magnitude (the offset represented by distance IDX), and an index indicating the motion direction (Direction IDX).In this example of WC, the smaller refinement around the candidates for Distance IDX = 0 is a quarter of pixel and can go up to 32 pixels.During the R-DO, the encoder assesses the different offsets with the different directions around each candidate. This may represent many combinations. For this reason, the number of MMVD candidates is reduced (two or three candidates in the list), compared to the merge candidates list.The MMVD candidates list is generally built with the first candidates of the merge candidates list used for DMVR presented below.Decoder-side Motion Vector Refinement inter toolFigure 2 presents the principle of the DMVR tool, based on a bilateral-matching (BM). In bi-prediction operation, a refined motion vector is searched around the initial candidate’s motion vector in the reference picture list LO and the reference picture list L1 . The BM method calculates the distortion between the two candidates blocks in the reference picture list 0 and list 1 : the SAD (Sum of Absolute Difference) between the two blocks (light grey ached blocks Figure 2) based on each motion vector candidate around the initial motion vector is calculated. The motion vector candidate with thelowest SAD becomes the refined motion vector, used to generate the bi-predicted signal.The DMVR process is applied to the current block in merge mode, with some limitations.Some of these limitations may be related to the current block size. For instance in WC, the horizonal block size cbWidth and the vertical block size cbHeight must be greater than or equal to 8. The product cbWidth x cbHeight must be greater than or equal to 128.Some constraints can be related to the motion vector candidate, and more especially to its reference pictures: since DMVR is based on bilateral matching, the candidate must be bi-pred, and both reference pictures in list 0 and list 1 must be STRP (Short- Term Reference Picture). To avoid motion vector rescaling, the POC (Picture Order Count) difference between the current picture and the two reference pictures must be the same (DiffPicOrderCnt( currPic, RefPicList

For instance, in WC, the bi-pred weight index bcwldex of BCW (Bi-prediction with CU-level Weights) must be equal to zero. For both reference pictures, the RPR (Reference Picture Resampling) must not be activated.If the motion vectors of a candidate are too close to another candidate in the list, the encoder may also decide not to apply the refinement on this candidate.These constraints are given here as examples. They illustrate that even if a current block satisfies the conditions (bloc size for instance) to apply the DMVR tool, some conditions on the candidate (reference pictures for instance) must also be met. The encoder checks these conditions before applying DMVR. If they are not met, the encoder (and obviously the decoder) does not apply DMVR for these candidates. It means that for a current block, associated to a list of candidates, the encoder applies DMVR on some candidates, and not on others when processing the R-DO.As previously stated, the DMVR and the MMVD tools are put in competition during the encoder’s R-DO process, as presented Figure 3. This figure illustrates that some candidates processed by DMVR may also be processed by MMVD.In this example of state of art embodiment, the MMVD candidates list is based on the merge candidates list used to apply DMVR, as it is the case in WC.The merge candidates list is for instanced composed of spatial candidates (motion vectors from adjacent blocs), temporal candidates (located at the current bloc position in a previous frame), history-based candidates, ... in the order of decreasing candidate quality (probability for the current bloc to have a motion vector close to the candidate). The MMVD candidate list is generally derived from this merge list: the first merge candidates being put in the MMVD candidates list (the first 2 candidates for VVC). It means that a DMVR candidate in MMVD list is also in the merge list. In this case, this MMVD candidate is processed by DMVR.But the described aspects could also be used in other contexts, where the candidates list for MMVD could be created from scratch (not derived from the merge list used for DMVR). In this case, a DMVR candidate in the MMVD list may be not present in the merge candidate list.The short presentations of these tools show that the smaller offsets applied by MMVD may already be covered by the refinements of DMVR.In the state of art, the DMVR and the MMVD tools are in competition, but there is no relationship between them.The main idea of the general aspects described is to establish a relationship between these tools to minimize the redundancy between them. The MMVD tool is modified to minimize this redundancy: candidates that are not processed by DMVR are preferably added in the MMVD candidates list. In other words, the number of MMVD candidates that are also DMVR candidates is minimized.In this case, when a candidate is refined by DMVR, it is not refined by MMVD. Another candidate can be refined by MMVD. This normative modification is applied to the block 3.1 Figure 3 and described in the section describing Modification of the MMVD candidates list.The goal of the described aspects is to obtain coding gains, in term of BD-rate.As presented in the context of these aspects, the state of art codecs implement several inter tools applying refinements around candidates, with some redundancy. To improve the codec, the described aspects minimize this redundancy. When the DMVR tool assesses some refinements, the MMVD tool may assess others.According to the current described aspects, when processing the current bloc with the MMVD inter tool, instead of refining candidates also processed by DMVR, the encoder can assess other candidates, thanks to a modification of MMVD candidates list. The MMVD candidates list is preferably composed of candidates that are notprocessed by DMVR. This modification of the candidates list is normative since the same candidates list must be built at the encoder and the decoder side.Note that in the following paragraphs, “DMVR candidates” means candidates that are processed with DMVR by the encoder during the rate distortion optimization (RD-O). Conversely, the other candidates are “non-DMVR candidates”.Modification of the MMVD candidates listFigure 4 presents one embodiment of the described aspects, where the MMVD candidates list is optimized to minimize the redundancy with the DMVR tool. Candidates that are not DMVR candidates are preferably added in the MMVD candidates list.Note that Figure 4 presents the encoder’s R-DO, but the modification of the block 4.1 (compared to the state of art bloc 3.1 in Figure 3) is normative and also applied to the decoder.When the MMVD list is built from the merge list as presented in Figure 3 and Figure 4, removing some DMVR candidates allows to add some other candidates not refined by DMVR. In VVC for instance, the MMVD candidates list is composed of 2 candidates, the first 2 candidates of the merge list.According to an aspect of the embodiments, as many DMVR candidates as possible are dropped to minimize the refinement redundancy. But if there are not enough non-DMVR candidates in the merge list to populate the MMVD list, some DMVR candidates must be kept.As stated above, in ECMA / VC state of art, since the MMVD candidates list is built from the merge candidates list, all DMVR candidates in the MMVD candidates list are also processed by DMVR. But in other codec implementations, some MMVD candidates may be not present in the merge candidates list. Consequently, a candidate respecting the DMVR conditions in the MMVD candidates list may be not processed by DMVR if not present in the merge list. That is why the test block 4.1 Figure 4 is “processed by DMVR?”, not “DMVR condition met?”. In the particular case of ECMA / VC, the test may be “DMVR condition met?”.Generally, best candidates (candidates that are likely close to the motion vector of the current block) are put at the beginning of the candidates list. For this reason, it may be preferable to keep a DMVR candidate close to the beginning of the list (likely a good candidate) instead of a non-DMVR candidate close to the end.According to one aspect of the embodiments, a parameter MAX_CAND defines the last candidate of the merge list that can be put in the MMVD candidates list. In the following embodiments describing the building of the MMVD candidates list, only the merge candidates located before this parameter are considered.The following paragraphs detail the way the MMVD list is built from the merge list, according three different strategies. The two first methods preserve the order of the candidates. The last one may modify the order of the MMVD candidates (compared to the initial order in the merge list).First method - Dropping the first DMVR candidates.The signaling cost of a DMVR merge candidate located close to the beginning of the list is pretty low (the closer from the beginning in the list, the lower the signaling cost). And the presentation of MMVD has shown that for this tool, the candidate must be signaled, but also the motion vector magnitude (distance IDX), and an index indicating the motion direction (Direction IDX). For a same refinement, this MMVD signaling is likely more expensive than the signaling of the DMVR candidate. It means that in this case of a DMVR candidate close to the beginning of the list, DMVR will likely win the RD-0 competition. Conversely, signaling a DMVR candidate far in the list is expensive; the MMVD tool may win the RD-0 competition.When building the MMVD candidates list, it may be preferable to keep this candidate for MMVD and drop, or not consider as MMVD candidates, the first ones in the merge list. The parameter MAX_CAND avoids keeping poor quality candidates too far in the merge list.In this case, if there are not enough non-DMVR candidates in the merge list to populate the MMVD list, a first strategy consists in dropping the first DMVR candidates. The following method is applied:The merge list is browsed, from the first candidate to the last candidate, possibly limited by MAX_CAND (obviously, browsing can be stopped as soon as the MMVD list is full).If the current candidate is not processed by DMVR, it is put in the MMVD list.If the current candidate is DMVR, it is dropped only if it remains enough candidates before MAX_CAND to populate the MMVD list.Example 1 illustrates this method, for a MMVD list of 3 candidates, with the parameter MAX_CAND set to 5. Only the 5thfirst merge candidates can be considered to populate the MMVD list.The non-DMVR candidates C5 is too far in the list to be put in the MMVD list. CO can be dropped since 4 candidates are still available in the merge list (need 3 in the MMVD list). C2 can also be dropped since 2 candidates are still available in the merge list (need 2 in the MMVD list). C3 and C4 must be kept to populate the MMVD list.Example 1 - Merge List 1, first candidates:These examples illustrate the importance of the parameter MAX_CAND, preventing keeping candidates too far in the merge list.Second method: Keeping the first DMVR candidates, preserving the candidate’s order.Codecs may use TM (Template Matching) processing to reorder the candidates in the candidates list (technology not used in VVC but that could be integrated in the codecs beyond). With this reordering, the signaling cost of a DMVR candidate initially far in the list may be reduced.In this case, if there are not enough non-DMVR candidates in the merge list to populate the MMVD candidates list, a second strategy consists in keeping the first DMVR candidates, since they are likely better candidates than others. The following method is applied:The first step consists in determining how many DMVR candidates must be kept to populate the MMVD candidates list. It corresponds to the number of MMVD candidates, minus the number of non-DMVR candidates in the merge list, before MAX_CAN D.Then, the merge list is browsed, from the first candidate to MAX_CAND.If the current candidate is not processed by DMVR, it is put in the MMVD list.If the current candidate is DMVR, it is put in the MMVD list only if the number of DMVR candidates that must be kept is not reached.Example 2 illustrates this method. Among the 5 first candidates (MAX_CAND set to 5), only the candidate C1 is not a DMVR candidate. It means that to populate the MMVD list of 3 candidates, 2 DMVR candidates must be kept. CO is put in the list since no DMVR candidate has been kept. C2 is the second candidate that must be kept, it is put in the list.Example 2 - Merge List 2, first candidates:Example 2 - Merge List 2, first candidates:In the following example 3, only 1 non-DRMR candidate must be kept among the 5 first candidates. CO has been kept, as the DMVR candidate to be kept. Since the non-DMVR candidate C4 (the last candidate to consider due to MAX_CAND) can be put in the list, C2 and C3 are dropped.Here again, the parameter MAX_CAND prevents keeping candidates too far in the list.1 Example 3 - Merge List 3, first candidates:Third method: Keeping DMVR candidates first, order modified.In the two methods presented above, non-DMVR candidates were preferably put in the MMVD candidate list, with the constraint that the order of the candidates was not modified. This third method can modify this order, by putting the non-DMVR candidates first in the MMVD candidates list. If the list is not fully filled by non-DMVR candidates, it is completed with DMVR candidates. The following method is applied:The merge list is browsed, from the first candidate to the last candidate, possibly limited by MAX_CAND.If the current candidate in non-DMVR, it is put in the MMVD candidates list.If the MMVD candidates list is not full, the merge list is browsed again to complete with DMVR candidates.Let’s apply this method to the example 3bis, still with MAX_CAND = 5.Example 3bis - Merge List 3, first candidates:As a result, the non-DMVR candidates are put at the beginning of the list. This third method applied to the merge list 3 keeps the same candidates as the second method but modify the order of the candidates. C1 and C4 are now before CO in the MMVD candidates list.Dynamic maximum number of merge candidatesA merge candidates list is built for each coding block. The size of the merge list is fix, but the composition of the list is dynamic for each block. The kind of the candidates populating the list depends on the current block’s neighborhood and depends on the passed blocks.The quality of these candidates may vary. For instance, a merge list can be composed of two spatial candidates provided by the adjacent blocks, all the other candidates being set to null motion vector to populate the list if no more candidates are available. This extreme example shows that dropping the two spatial candidates if they are DMVR candidate, to put 2 null motion vectors as MMVD candidates should be avoided.According to an aspect of the embodiments, the last candidate to consider in the merge list is not set by a constant parameter MAX_CAND, but set for the current block, depending on the composition of the merge list. The type of the candidates defines the last candidate to consider in the merge list.For instance, the following example presents the composition of the merge list, where each candidate is associated with its type. If the last candidate to consider must be a temporal candidate, the MMVD list can only be built with the 4 first candidates.Example 4 - Merge List first candidates:This aspect of the embodiments can be combined with the parameter MAX_CAND. In this case, the maximum number of candidates to consider in the merge list may be the minimum of both.In the previous embodiments, DMVR candidates could be dropped when building the MMVD list. But if a non-DMVR candidate is very close to a DMVR candidate, the DMVR refinement may also be redundant with MMVD applied to this candidate.According to an aspect of the embodiments, a candidate may be considered as processed by DMVR if it is close to a DMVR candidate. In this case, candidates close to DMVR candidates could also be dropped. A threshold may define the maximum difference between the current candidate and a DMVR candidate to drop the candidate. For instance, if the motion vector difference between the current candidate and a DMVR candidate is less than 1 pixel, it can be dropped.One embodiment of a method 500 under the general aspects described here is shown in Figure 5. The method commences at start block 501 and control proceeds to block 510 for determining a list of candidates for a merge with motion vector difference coding mode of a video block, wherein said list of candidates are comprised of candidates from a merge mode list that are excluded from a decoder-side motion vector refinement process. Control proceeds from block 510 to block 520 for encoding the video block using the determined list of candidates.One embodiment of a method 600 under the general aspects described here is shown in Figure 6. The method commences at start block 601 and control proceeds to block 610 for determining a list of candidates for a merge with motion vector difference coding mode of a video block, wherein said list of candidates are comprisedof candidates from a merge mode list that are excluded from a decoder-side motion vector refinement process. A method, comprising: determining a list of candidates for a merge with motion vector difference coding mode of a video block, wherein said list of candidates are comprised of candidates from a merge mode list that are excluded from a decoder-side motion vector refinement process; and, encoding the video block using the determined list of candidates.

An apparatus, comprising: a memory, and a processor, configured to: determine a list of candidates for a merge with motion vector difference coding mode of a video block, wherein said list of candidates are comprised of candidates from a merge mode list that are excluded from a decoder-side motion vector refinement process; and, encode the video block using the determined list of candidates.

A method, comprising: determining a list of candidates for a merge with motion vector difference coding mode of a video block, wherein said list of candidates are comprised of candidates from a merge mode list that are excluded from a decoder-side motion vector refinement process; and, decoding the video block using the determined list of candidates.

The method of any one of Claims 1 or 3, or the apparatus of any one of Claims 2 or 4, wherein said determined list of candidates are further comprised of candidates from a merge mode list but used as a candidate for merge with motion vector difference when there are not enough candidates to populate the merge with motion vector difference candidate list.

The method of any one of Claims 1 , 3, or 5 through 7, or the apparatus of any one of Claims 2, or 4 through 7, wherein the candidates from a merge mode list added to the list of determined list of candidates for a merge with motion vector difference coding mode and said list of determined list of candidates for a merge with motion vector difference coding mode are ordered such that non-decoder-side motion vector refinement candidates are placed at the beginning of said list of determined list of candidates for a merge with motion vector difference coding mode.11 . The method of the apparatus of Claim 10, wherein said candidates from a merge mode list are added up to a defined number of candidates for the merge with motion vector difference coding mode candidate list.
12. A device comprising: an apparatus according to Claim 4; and at least one of (i) an antenna configured to receive a signal, the signal including a video block, (ii) a band limiter configured to limit the received signal to a band of frequencies that includes a video block, and (iii) a display configured to display an output representative of a video block.
13. A non-transitory computer readable medium containing data content generated according to the method of any one of claims 1 , or 5 through 9, or by the apparatus of any one of claims 2, or 5 through 9, for playback using a processor.
14. A signal comprising video data generated according to the method of any one of claims 1 , or 5 through 9, or by the apparatus of any one of claims 2, or 5 through 9, for playback using a processor.
15. A computer program product comprising instructions which, when the program is executed by a computer, cause the computer to carry out the method of any one of claims 1 , or 3 or 5 through 9.
