1.A user equipment (UE) , comprising:at least one memory; andat least one processor coupled with the at least one memory and configured to cause the UE to:receive a plurality of downlink control information (DCI) indicating a same slot for transmitting a hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook, wherein each of the plurality of DCIs schedules one or more cells with one or more physical downlink shared channels (PDSCHs) on each of the one or more cells;divide the plurality of DCIs into a first set of DCIs and a second set of DCIs, wherein the first set of DCIs comprises all DCIs within the plurality of DCIs that each schedules a single PDSCH and the second set of DCIs comprises all DCIs within the plurality of DCIs that each schedules more than one PDSCH;generate a first HARQ-ACK sub-codebook comprising HARQ-ACK information bits for the first set of DCIs, wherein each DCI in the first set of DCIs corresponds to a first number of HARQ-ACK information bits in the first HARQ-ACK sub-codebook;generate a second HARQ-ACK sub-codebook comprising HARQ-ACK information bits for the second set of DCIs, wherein each DCI in the second set of DCIs corresponds to a second number of HARQ-ACK information bits in the second HARQ-ACK sub-codebook; andtransmit a HARQ-ACK codebook comprising the first HARQ-ACK sub-codebook and the second HARQ-ACK sub-codebook.2.The UE of claim 1, wherein downlink assignment indicators (DAIs) of DCIs in the first set of DCIs are counted independently from DAIs of DCIs in the second set of DCIs.3.The UE of claim 1, wherein the first set of DCIs further includes a DCI which does not schedule any PDSCH but has corresponding HARQ-ACK feedback.4.The UE of claim 1, wherein the first number of HARQ-ACK information bits is determined based on a maximum number of transport blocks (TBs) carried by a single PDSCH schedulable by a DCI in the first set of DCIs.5.The UE of claim 1, wherein the second number of HARQ-ACK information bits is determined based on one of:a maximum number of transport blocks (TBs) co-schedulable by a DCI in the second set of DCIs;a maximum number of PDSCHs on each cell schedulable by a DCI in the second set of DCIs, and a maximum number of codewords per PDSCH and a spatial bundling configuration for a corresponding cell;a maximum number of PDSCHs co-schedulable by a DCI in the second set of DCIs; anda maximum number of cells co-schedulable by a DCI in the second set of DCIs.6.The UE of claim 1, wherein the second number of HARQ-ACK information bits corresponding to a DCI in the second set of DCIs are ordered:firstly based on transport blocks (TBs) indexes of a same PDSCH, then based on start reception times of PDSCHs scheduled on a same cell, and lastly based on indexes of scheduled cells;firstly based on start reception times of PDSCHs scheduled on a same cell, and then based on indexes of scheduled cells; orbased on indexes of scheduled cells.7.The UE of claim 6, wherein the second number of HARQ-ACK information bits corresponding to each DCI in the second set of DCIs are ordered based on DAIs of DCIs in the second set of DCIs.8.The UE of claim 1, wherein the second set of DCIs further includes a DCI schedules one PDSCH and indicates SCell dormancy.9.The UE of claim 1, wherein generating the second HARQ-ACK sub-codebook comprises:adding at least one padding bit to the second HARQ-ACK sub-codebook based on a number of DCIs in the second set of DCIs and the second number of HARQ-ACK information bits;adding at least one padding bit to HARQ-ACK information bits generated for a DCI in the second set of DCIs based on the second number of HARQ-ACK information bits; oradding at least one padding bit to HARQ-ACK information bits generated for a cell scheduled by a DCI in the second set of DCIs based on one of: a maximum number of transport blocks (TBs) co-schedulable on the cell; a maximum number of PDSCHs co-schedulable on the cell and a maximum number of codewords per PDSCH and a spatial bundling configuration for the cell; and a maximum number of PDSCHs co-schedulable on the cell.10.A base station (BS) , comprising:at least one memory; andat least one processor coupled with the at least one memory and configured to cause the BS to:transmit, to a user equipment (UE) , a plurality of downlink control information (DCI) indicating a same slot for the UE to transmit a hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook , wherein each of the plurality of DCIs schedules one or more cells with one or more physical downlink shared channels (PDSCHs) on each of the one or more cells;divide the plurality of DCIs into a first set of DCIs and a second set of DCIs, wherein the first set of DCIs comprises all DCIs within the plurality of DCIs that each schedules a single PDSCH and the second set of DCIs comprises all DCIs within the plurality of DCIs that each schedules more than one PDSCH; andreceive, from the UE, a HARQ-ACK codebook comprising a first HARQ-AC
