[0001] Embodiments of the invention relate to wireless communications, including apparatuses, systems, and methods for secondary cell (SCell) activation in Frequency Range 1 (FR1) intra-band non-contiguous carrier aggregation (NCAA) with synchronization signal block-less (SSB-less) operation.DESCRIPTION OF THE RELATED ART

1.An apparatus of a user equipment (UE) , the apparatus comprising:one or more processors, coupled to a memory, configured to:operate with an active reference serving cell in a Frequency Range 1 (FR1) band; andactivate a target secondary cell (SCell) belonging to the FR1 band, when the UE is not provided with a synchronization signal block (SSB-less) configuration in the target SCell and the active reference serving cell is collocated in a same FR1 band as the target SCell;wherein the active reference serving cell and the target SCell provide non-contiguous component carriers (CCs) used for intra-band non-contiguous carrier aggregation (NCCA) .2.The apparatus of claim 1, wherein the one or more processors are further configured to:use an SSB-less activation delay requirement specified for an FR1 inter-band carrier aggregation (CA) .3.The apparatus of claim 1, wherein the target SCell is a target SSB-less intra-band NCCA SCell.4.The apparatus of claim 1, wherein the one or more processors are further configured to:activate the target SCell when the UE uses a single Fast Fourier Transformation (FFT) or a single FFT timing for reception of signals and when a receiving time difference (RTD) between the target SCell and the active reference serving cell is less than or equal to a cyclic prefix (CP) of a maximum sub-carrier spacing (SCS) between the active reference serving cell and the target SCell.5.The apparatus of claim 4, wherein the one or more processors are further configured to:activate the target SCell when the UE uses separated FFTs or separated FFT timings between:the active reference serving cell and the target SCell, oran active servicing cell and the target SCell; andwherein the RTD is less than a CP corresponding to an SCS of the target SCell.6.The apparatus of claim 1, wherein the one or more processors are further configured to:encode, at the UE, an indication for transmission from the UE to a network indicating implementation of a Fast Fourier Transformation (FFT) or an FFT timing of the UE as single or separated for reception of signals.7.The apparatus of claim 1, wherein the UE is predefined to implement either a single Fast Fourier Transformation (FFT) or separated FFTs or separated FFT timings for intra-band NCCA.8.The apparatus of claim 1, wherein the one or more processors are further configured to:determine, at the UE, to utilize a single Fast Fourier Transformation (FFT) timing or separated FFTs or separated FFT timings based on a frequency separation between the active reference serving cell and the target SCell.9.The apparatus of claim 8, wherein the one or more processors are further configured to:use a single FFT for reception of signals from the active reference serving cell and the target SCell when the frequency separation is less than a threshold value.10.The apparatus of claim 1, wherein the one or more processors are further configured to:determine, at the UE, to utilize a single Fast Fourier Transformation (FFT) timing or separated FFTs or separated FFT timings based on a condition of collocation or non-collocation between the active reference serving cell and the target SCell.11.The apparatus of claim 10, wherein the one or more processors are further configured to:use a single FFT when the active reference serving cell and the target SCell are collocated.12.The apparatus of claim 1, wherein the one or more processors are further configured to:activate the target SCell when the UE uses separated radio frequency (RF) chains between:the active reference serving cell and the target SCell, oran active serving cell and the target SCell; andwhen an energy per resource element (EPRE) or power difference between the target SCell and the active reference serving cell is less than or equal to an inter-band (CA) case.13.The apparatus of claim 12, wherein the EPRE or power difference is less than or equal to 9dB or 12dB.14.The apparatus of claim 12, wherein the one or more processors are further configured to:activate the target SCell when the UE uses a single RF chain for the active reference serving cell and the target SCell, and when the EPRE or power difference between the target SCell and the active reference serving cell is less than or equal to 6dB.15.The apparatus of claim 12, wherein the one or more processors are further configured to:encode, at the UE, an indication for transmission from the UE to a network indicating implementation of a single RF chain or separated RF chains of the UE.16.The apparatus of claim 12, wherein the UE is predefined to implement either a single RF chain or separated RF chains implementation for intra-band NCCA.17.The apparatus of claim 12, wherein the one or more processors are further configured to:determine, at the UE, to utilize a single RF chain or separated RF chains implementation based on a magnitude of a blocker or an interference between the active reference serving cell and the target SCell.18.The apparatus of claim 12, wherein the one or more processors are further configured to:encode, at the UE, an indication for transmission from the UE indicating support of SSB-less SCell operation with an EPRE or power difference.19.The apparatus of claim 18, wherein the indication indicates support of SSB-less SCell operation with an EPRE or power difference of 6dB, 9dB or 12dB.20.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, a primary cell (PCell) as the reference serving cell when the PCell is in a same band with the target SCell, and when a reference cell is not explicitly indicated by a network.21.The apparatus of claim 20, wherein the one or more processors are further configured to:select, at the UE, a primary secondary cell (PSCell) as the reference serving cell when the PSCell is in a same band with the target SCell, and when the PCell is not in the same band with the target SCell.22.The apparatus of claim 21, wherein the one or more processors are further configured to:select, at the UE, an active SCell as the reference serving cell when the active SCell is in a same band with the target SCell, and when neither PCell nor PSCell is in the same band with the target SCell.23.The apparatus of claim 22, wherein the one or more processors are further configured to:select, at the UE, a QCL-typeC source inter-band cell as the reference serving cell when there is only one QCL-typeC source inter-band cell configured, and when no active SCell is in the same band with the target SCell.24.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, an active serving cell with a QCL-typeC relation to the target SCell as the reference serving cell when a reference cell is not explicitly indicated by a network.25.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, an intra-band active serving cell as the reference serving cell when intra-band and inter-band active serving cells have a QCL-typeC relation to the target SCell, and when a reference cell is not explicitly indicated by a network.26.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, a closest intra-band SCell on a frequency domain (FD) with the reference serving cell when multiple active SCells are in the same band and which have a QCL-typeC relation to the target SCell, and when a reference cell is not explicitly indicated by a network.27.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, a reference serving cell based on a network indication when multiple active SCells are in the same band and which have a QCL-typeC relation to the target SCell.28.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, a reference serving cell randomly when multiple active SCells are in the same band and which have a QCL-typeC relation to the target SCell, and when a reference cell is not explicitly indicated by a network.29.The apparatus of claim 1, wherein the one or more processors are further configured to:select, at the UE, a reference serving cell based on a smallest physical cell identifier (PCI) or a latest measured SCell, when multiple active SCells are in the same band and which have a QCL-typeC relation to the target SCell, and when a reference cell is not explicitly indicated by a network.30.A method of activating a target synchronization signal block-less (SSB-less) intra-band secondary cell (SCell) for Frequency Range 1 (FR1) non- contiguous carrier aggregation (NCCA) at a user equipment (UE) , the method comprising:operating with an active reference serving cell in a Frequency Range 1 (FR1) band; andactivating the target SSB-less SCell belonging to the FR1 band, when the active reference serving cell is collocated in a same FR1 band as the target SSB-less SCell;wherein the active reference serving cell and the target SSB-less SCell provide non-contiguous component carriers (CCs) used for intra-band non-contiguous carrier aggregation (NCCA) .31.The method of claim 30, further comprising:using an SSB-less activation delay requirement specified for an FR1 inter-band carrier aggregation (CA) .32.The method of claim 30, wherein the target SCell is a target SSB-less intra-band NCCA SCell.33.The method of claim 30, further comprising:activating the target SCell when the UE uses a single Fast Fourier Transformation (FFT) or a single FFT timing for reception of signals and when a receiving time difference (RTD) between the target SCell and the active reference serving cell is less than or equal to a cyclic prefix (CP) of a maximum sub-carrier spacing (SCS) between the active reference serving cell and the target SCell.34.The method of claim 33, further comprising:activating the target SCell when the UE uses separated FFTs or separated FFT timings between:the active reference serving cell and the target SCell, oran active servicing cell and the target SCell; andwherein the RTD is less than a CP corresponding to a SCS of the target SCell.35.The method of claim 30, further comprising:encoding, at the UE, an indication for transmission from the UE to a network indicating implementation of a Fast Fourier Transformation (FFT) or an FFT timing of the UE as single or separated for reception of signals.36.The method of claim 30, wherein the UE is predefined to implement either a single Fast Fourier Transformation (FFT) or separated FFTs or separated FFT timings for intra-band NCCA.37.The method of claim 30, further comprising:determining, at the UE, to utilize a single Fast Fourier Transformation (FFT) timing or separated FFTs or separated FFT timings based on a frequency separation between the active reference serving cell and the target SCell.38.The method of claim 37, further comprising:using a single FFT for reception of signals from the active reference serving cell and the target SCell when the frequency separation is less than a threshold value.39.The method of claim 30, further comprising:determining, at the UE, to utilize a single Fast Fourier Transformation (FFT) timing or separated FFTs or separated FFT timings based on a condition of collocation or non-collocation between the active reference serving cell and the target SCell.40.The method of claim 39, further comprising:using a single FFT when the active reference serving cell and the target SCell are collocated.41.The method of claim 30, further comprising:activating the target SCell when the UE uses separated radio frequency (RF) chains between:the active reference serving cell and the target SCell, oran active serving cell and the target SCell; andwhen an energy per resource element (EPRE) or power difference between the target SCell and the active reference serving cell is less than or equal to an inter-band (CA) case.42.The method of claim 41, wherein the EPRE or power difference is less than or equal to 9dB or 12dB.43.The method of claim 41, further comprising:activating the target SCell when the UE uses a single RF chain for the active reference serving cell and the target SCell, and when the EPRE or power difference between the target SCell and the active reference serving cell is less than or equal to 6dB.44.The method of claim 41, further comprising:encoding, at the UE, an indication for transmission from the UE to a network indicating implementation of a single RF chain or separated RF chains of the UE.45.The method of claim 41, wherein the UE is predefined to implement either a single RF chain or separated RF chains implementation for intra-band NCCA.46.The method of claim 41, further comprising:determining, at the UE, to utilize a single RF chain or separated RF chains implementation based on a magnitude of a blocker or an interference between the active reference serving cell and the target SCell.47.The method of claim 41, further comprising:encoding, at the UE, an indication for transmission from the UE indicating support of SSB-less SCell operation with an EPRE or power difference.48.The method of claim 47, wherein the indication indicates support of SSB-less SCell operation with an EPRE or power difference of 6dB, 9dB or 12dB.49.The method of claim 30, further comprising:selecting, at the UE, a primary cell (PCell) as the reference serving cell when the PCell is in a same band with the target SCell, and when a reference cell is not explicitly indicated by a network.50.The method of claim 49, further comprising:selecting, at the UE, a primary secondary cell (PSCell) as th
