1.An ambient IoT device for wireless communication, comprising:one or more memories; andone or more processors, coupled to the one or more memories, configured to cause the ambient IoT device to:receive a message associated with a contention-based access procedure, wherein the message indicates a set of selection criteria for determining whether the ambient IoT device is an intended recipient, of a group of one or more intended recipients, of the message; andtransmit a response to the message based at least in part on determining that the ambient IoT device is the intended recipient of the message.2.The ambient IoT device of claim 1, wherein the set of selection criteria indicates a device type of the intended recipient.3.The ambient IoT device of claim 1, wherein an identifier associated with the ambient IoT device is used to scramble one or more portions of the message, and wherein the ambient IoT device determines that the ambient IoT device is the intended recipient based at least in part on the identifier associated with the ambient IoT device being used to scramble the one or more portions of the message.4.The ambient IoT device of claim 1, wherein a first portion of the message includes a set of bits indicating an identifier associated with the ambient IoT device and a second portion of the message is scrambled based at least in part on the identifier associated with the ambient IoT device.5.The ambient IoT device of claim 1, wherein the response is frequency shifted with respect to a frequency at which the message is received.6.The ambient IoT device of claim 5, wherein the message indicates a target transmission band for transmitting the responses.7.The ambient IoT device of claim 5, wherein the one or more processors are further configured to cause the ambient IoT device to:receive information indicating a frequency shift value used to determine a frequency at which the response is transmitted.8.The ambient IoT device of claim 7, wherein the message indicates a frequency shift multiplier, and the frequency at which the response is transmitted is determined based at least in part on the frequency shift value and the frequency shift multiplier.9.The ambient IoT device of claim 1, wherein the ambient IoT device is configured to transmit responses for messages received within a time window, and wherein the ambient IoT device transmits the response based at least in part on receiving the message within the time window.10.The ambient IoT device of claim 1, wherein the ambient IoT device is configured to transmit responses for messages received within a time window, wherein the message is received outside of the time window, wherein the message includes a bit set to a first value, and wherein the ambient IoT device transmits the message based at least in part on the bit being set to the first value.11.The ambient IoT device of claim 1, wherein the response comprises a first response, and wherein the message indicates a quantity of subsequent messages that are to be received prior to transmitting a second response.12.The ambient IoT device of claim 11, wherein the one or more processors are further configured to cause the ambient IoT device to:receive another message, wherein the other message is received prior to receiving the quantity of subsequent messages, and wherein the other message includes a bit set to a first value; andtransmit the second response based at least in part on the other message including the bit set to the first value.13.The ambient IoT device of claim 1, wherein the message indicates a resource allocation for transmitting the response.14.The ambient IoT device of claim 13, wherein the resource allocation comprises a single resource allocation for a plurality of types of ambient IoT devices.15.The ambient IoT device of claim 1, wherein the message indicates a first resource allocation for a first type of ambient IoT device and a second resource allocation for a second type of ambient IoT device that is different from the first type of ambient IoT device.16.The ambient IoT device of claim 1, wherein the message indicates a first resource allocation for an ambient IoT device associated with a first target reception power and a second resource allocation for an ambient IoT device associated with a second target reception power that is different from the first target reception power.17.The ambient IoT device of claim 1, wherein the message includes a value that is used to randomize transmission of responses from a plurality of ambient IoT devices, wherein the ambient IoT device is included in the plurality of ambient IoT devices.18.The ambient IoT device of claim 1, wherein the message further includes a query signal and a resource allocation for transmitting the response, and wherein the set of selection criteria, the query signal, and the resource allocation are transmitted as a single message corresponding to a one-stage indication of the set of selection criteria, the query signal, and the resource allocation.19.A wireless communication device for wireless communication, comprising:one or more memories; andone or more processors, coupled to the one or more memories, configured to cause the wireless communication device to:transmit a message associated with a contention-based access procedure to a group of ambient internet of things (IoT) devices, wherein the message indicates a set of selection criteria for determining one or more intended recipients of the message; andreceive one or more responses to the message from one or more ambient IoT devices corresponding to the one or more intended recipients of the message.20.A method of wireless communication performed by an ambient internet of things (IoT) device, comprising:receiving a message associated with a contention-based access procedure, wherein the message indicates a set of selection criteria for determining whether the ambient IoT device is an intended recipient, of a group of one or more intended recipients, of the message; andtransmitting a response to the message based at least in part on determining that the ambient IoT device is the intended recipient of the message.
