and determining, based on the core network user plane tunnel information, access network user plane tunnel information adapted to the user plane protocol information through the access network device, and sending the access network user plane tunnel information to the user plane function device, so as to establish a user plane tunnel between the user plane function device and the access network device. 2.The method of claim 1, wherein the allocating of the adapted core network user plane tunnel information to the user plane function device comprises: sending a first session establishment request to the user plane function device, wherein the first session establishment request carries the user plane protocol information, and the first session establishment request is used to instruct the user plane function device to determine core network user plane tunnel information adapted to the user plane protocol information; and receiving a session establishment response carrying the core network user plane tunnel information fed back by the user plane function device. 3.The method of claim 1, wherein the allocating of the adapted core network user plane tunnel information to the user plane function device comprises: determining core network user plane tunnel information adapted to the user plane protocol information;
