Techniques described herein include solutions for event triggered layer 1 / layer 2 triggered mobility (LTM) measurement reporting. A User Equipment (UE) may receive an LTM measurement configuration indicating one or more reference signal (RS) resource sets, and receive an LTM measurement report configuration to configure a report criteria for an LTM measurement report and a content for the LTM measurement report. 1.A baseband processor configured to, when executing instructions stored in a memory, perform operations comprising:receiving a layer 1 / layer 2 triggered mobility (LTM) measurement configuration indicating one or more reference signal (RS) resource sets;receiving an LTM measurement report configuration to configure a report criteria for an LTM measurement report and a content of the LTM measurement report;receiving one or more RSs using the one or more RS resource sets;determining that the report criteria is satisfied based on measurements of the one or more RSs; andin response to the determination, generating the LTM measurement report based on the LTM measurement report configuration.2.The baseband processor of claim 1, wherein the operations further comprise:receiving an LTM measurement report transmission resource configuration indicating a set of transmission resources associated with the LTM measurement report; andproviding, to a radio frequency (RF) interface for transmission, the LTM measurement report based on the LTM measurement report transmission resource configuration.3.The baseband processor of claim 2, wherein the LTM measurement report transmission resource configuration configures the set of transmission resources on a per event basis, or a per user equipment (UE) basis.4.The baseband processor of claim 2, wherein the set of transmission resources associated with the LTM measurement report includes a set of physical uplink shared channel (PUSCH) resources or a set of physical uplink control channel (PUCCH) resources, and wherein the operations further comprise providing the LTM measurement report for transmission on the PUSCH resources or the PUCCH resources.5.The baseband processor of claim 2, wherein the operations further comprise:determining that the set of transmission resources are not available for transmission of the LTM measurement report; andin response to the determination that the set of transmission resources are not available, initiating a random access channel (RACH) procedure or a legacy scheduling request procedure to transmit the LTM measurement report.6.The baseband processor of claim 2, wherein the LTM measurement report is included in a medium access control (MAC) control element (CE) , and wherein the operations further comprise providing multiple repetitions of the MAC CE for transmission.7.The baseband processor of claim 1, wherein the one or more RS resource sets include one or more candidate cell RS resource sets included in an RS configuration list.8.The baseband processor of claim 7, wherein the one or more RS resource sets further include one or more serving cell RS resource sets.9.The baseband processor of claim 8, wherein the one or more candidate cell RS resource sets and the one or more serving cell RS resource sets are included in different RS configuration lists.10.The baseband processor of claim 8, wherein the one or more candidate cell RS resource sets and the one or more serving cell RS resource sets are included in a same RS configuration list.11.The baseband processor of claim 1, wherein the report criteria includes one or more of: a triggering event, a RS type, or a measurement quantity.12.The baseband processor of claim 1, wherein the report criteria includes a periodical configuration or an event triggered periodical configuration.13.The baseband processor of claim 1, wherein the LTM measurement configuration and the LTM measurement report configuration are included in an LTM-Config information element (IE) ; andwherein the LTM-Config IE further includes a measurement identity (ID) configuration indicating an association between the LTM measurement configuration and the LTM measurement report configuration.14.The baseband processor of claim 1, wherein the report criteria comprises a triggering event, wherein the operations further comprise receiving an LTM measurement event configuration to  configure the triggering event, and wherein the LTM measurement report configuration includes an event identity (ID) pointing to the LTM measurement event configuration.15.The baseband processor of claim 14, wherein the LTM measurement report configuration further includes an ID pointing to the LTM measurement configuration.16.The baseband processor of claim 14, wherein the LTM measurement configuration further configures a physical uplink control channel (PUCCH) scheduling request to request physical uplink shared channel (PUSCH) resources for transmitting the LTM measurement report.17.The baseband processor of claim 14, wherein the LTM measurement report configuration is included in a ServingCellConfig information element (IE) of a radio resource control (RRC) reconfiguration message, and wherein the LTM measurement configuration and the LTM measurement event configuration are included in an LTM-Config IE of the RRC reconfiguration message.18.The baseband processor of claim 1, wherein the LTM measurement report includes one or more of:triggered event information;an RS beam and corresponding beam result for one or more a special cells (SpCells) ;an RS beam and beam result of one or more candidate cells which fulfill event criteria of the report criteria; ora cell specific measurement report of an SpCell and candidate cells.19.The baseband processor of claim 1, wherein the LTM measurement report is a fixed size, and wherein the LTM measurement report is included in uplink control information (UCI) .20.The baseband processor of claim 1, wherein the LTM measurement report is a variable size, and wherein the LTM measurement report is transmitted as part of a medium access control (MAC) control element (CE) .21.A method for a User Equipment (UE) , comprising:receiving a layer 1 / layer 2 triggered mobility (LTM) measurement configuration indicating one or more reference signal (RS) resource sets;receiving an LTM measurement report configuration to configure a report criteria for an LTM measurement report and a content of the LTM measurement report;receiving one or more RSs using the one or more RS resource sets;determining that the report criteria is satisfied based on measurements of the one or more RSs; andin response to the determination, transmitting the LTM measurement report based on the LTM measurement report configuration.22.A base station comprising:radio frequency (RF) circuitry; andone or more processors configured to execute instructions stored in a memory to cause the base station to:transmit, via the RF circuitry, a layer 1 / layer 2 triggered mobility (LTM) measurement configuration indicating one or more reference signal (RS) resource sets;transmit, via the RF circuitry, an LTM measurement report configuration to configure a report criteria for an LTM measurement report and a content of the LTM measurement report;transmit one or more RSs using the one or more RS resource sets; andreceive the LTM measurement report based on the LTM measurement report configuration.
