An information processing system comprising: an information acquisition unit that acquires location information indicating at least one of the starting point of a user using a mobile device, the user's destination, and intermediate points between the starting point and the destination; and a control unit that creates content targeted at the user by inputting input information based on the location information acquired by the information acquisition unit into artificial intelligence.
