[0025] In some embodiments, the network environment 100 may support carrier aggregation (CA) , whereby the UE 104 can connect and exchange data simultaneously over multiple component carriers (CCs) with the RAN 110. The CCs can belong to a same frequency band, in which case they are referred to as intra-band CCs. Intra-band CCs can be contiguous or non-contiguous. The CCs can also belong to different frequency bands, in which case they are referred to as inter-band CCs. A serving cell can be configured for the UE 104 to use a CC. A serving cell can be a primary (PCell) or a secondary cell (SCell) . Multiple serving cells can be activated via an SCell activation procedure where the component carriers of these serving cells can be intra-band contiguous, intra-band non-contiguous, or inter-band. The serving cells can be collocated or non-collocated.

[0026] Generally, when the UE 104 is configured with one or more SCells, the base station 108 may activate and deactivate the configured SCells. After an SCell is configured, such as via higher layer signaling, the SCell is in a deactivated state. An SCell activation procedure is used to activate the SCell and enable transmission / reception on the SCell. The SCell activation procedure may be triggered when, for instance, there is a need of more data throughput or to load balance traffic on the PCell. The SCell can be activated depending on its channel quality and can be deactivated if its channel quality is low.

[0027] FIG. 2 illustrates an example of an SCell activation procedure 200 in accordance with some embodiments. As illustrated, the UE 104 is in communication with the RAN 110 via a PCell on a primary component carrier (PCC) . The RAN 110 configures the UE 104 to use a secondary component carrier (SCC) of an SCell by sending an RRC connection reconfiguration message at 204, which is followed by an RRC connection  reconfiguration complete message at 208. The SCell is added to the configuration of the UE 104, but is in a deactivated state. To activate the SCell, the RAN 110 can send an SCell activation command, such as a media access control (MAC) control element (CE) activation command, that identifies the SCell. The SCell activation command triggers the UE 104 to activate the SCell, where the activation includes performing various measurements and reporting back to RAN 110. In some embodiments, the UE 104 may generate channel state information (CSI) reports with channel quality indicators (CQIs) with out-of-range (OOR) values. These reports may be transmitted to the RAN 110, at 216, after receipt of the activation command but before the SCell is successfully activated.

[0028] At 220, the SCell may be successfully activated and the UE 104 may generate a CSI report with a CQI having an in-range (IR) value. The UE 104 may select the IR CQI value based on a signal-to-interference-plus noise (SINR) measurement of a reference signal transmitted by the SCell. The reference signal may be channel state information –reference signal (CSI-RS) or a synchronization signal block (SSB) . In some embodiments, as will be described in further detail, the IR CQI value may be randomly selected. This CSI report may be transmitted to the RAN 110 at 224 to indicate successful activation of the SCell. After activation, the RAN 110 may send downlink data transmissions to the UE 104 through a physical downlink shared channel (PDSCH) on the SCell at 228.

[0029] To successfully activate an SCell, antenna gain control (AGC) setting, cell searching, and Time-Frequency (T / F) tracking may be used so the UE 104 can determine the receive (Rx) beam and the relevant time offset / frequency offset (TO / FO) . The AGC setting, cell searching, and T / F tracking rely on the processing of reference signals such as, for example, SSBs and CSI-RSs. This processing may take place within a certain time period that corresponds to an activation delay. 3GPP TS 38.133 V18.6.0 (2024-07-17) defines the delay within which a UE is to be able to activate a deactivated SCell for several conditions / scenarios. 3GPP TS 38.133 defines SCell activation delay requirements for deactivated cell in clause 8.3.2 and fast SCell activation delay requirements for deactivated cell in clause 8.3.16. For example, clause 8.3.2 of TS 38.133 provides that “ [u] pon receiving SCell activation command in slot n, the UE shall be capable to transmit valid CSI report and apply actions related to the activation command for the SCell being activated no later than in slot where: THARQ (in ms) is the timing between DL data transmission and acknowledgement as specified in TS 38.213 [v18.4.0 (2024-09-23) ; ]  Tactivation_time is the SCell activation delay in millisecond [s; and] TCSI_reporting is the delay (in ms) including uncertainty in acquiring the first available downlink CSI reference resource, UE processing time for CSI reporting and uncertainty in acquiring the first available CSI reporting resources as specified in TS 38.331 [v18.3.0 (2024-09-25) ] . ” TS 38.133 goes on to describe the SCell activation delay, in the context of measuring a tracking reference signal (TRS) , for both regular SCell activation and fast SCell activation scenarios in which the SCell is known or unknown.

[0030] Fast SCell activation may be possible when component carriers in a same component carrier group share a same radio frequency (RF) chain at the network side. This may enable leveraging of a set of shared reference signals for AGC setting or T / F tracking purposes. Except as otherwise described herein, fast SCell activation may be similar to that described in clause 8.3.16 of TS 38.133.

[0031] An SCell may be considered known if it meets conditions defined in clause 8.3.2 of TS 38.133. For example, clause 8.3.2 of TS 38.133 defines two conditions that, if satisfied, indicate the SCell is known. The first condition is that “during a period equal to max (5 *measCycleSCell, 5 *DRX cycles) for [frequency range 1] FR1 before the reception of the SCell activation command: -the UE has sent a valid measurement report for the SCell being activated and -the SSB measured remains detectable according to the cell identification conditions specified in clause 9.2 and 9.3. ” The second condition is that “the SSB measured during the period equal to max (5*measCycleSCell, 5*DRX cycles) also remains detectable during the SCell activation delay according to the cell identification conditions specified in clause 9.2 and 9.3. ” If these conditions are not satisfied, the SCell may be considered unknown.

[0032] In some embodiments, the network environment 100 may include inter-band CA in which the PCell is located in a first band that has a carrier bandwidth (CBW) of 5 megahertz (MHz) or greater and the SCell is located in a second band that has a CBW less than 5 MHz. For example, one possible band combination may include the PCell in band n101 with a CBW of 5 MHz or 10 MHz and the SCell in band n100 with a CBW of 3 MHz. Bands having CBW less than 5 MHz may not have radio resource management (RRM) requirements related to, for example, layer 1 (L1) , layer 3 (L3) , radio link monitoring (RLM) , beam failure detection (BFD) , or candidate beam detection (CBD) measurements. This may be due to the limited bandwidth being insufficient for the reference signals to provide an  adequate basis for these RRM operations. Given that SCell activation relies of reference signal measurements, it may be desirable to define SCell activation delay requirements to support less than 5 MHz bandwidth in a target SCell in FR1.

[0033] Embodiments describe various aspects for SCell activation in a band with a bandwidth less than 5 MHz, where a CSI-RS based measurement may not be required. A band having a bandwidth less than 5 MHz may be referred to herein as a less-than-5 MHz (LTF) band. A first aspect describes fast SCell activation using an aperiodic TRS (A-TRS) for activation of an SCell in an LTF band. A second aspect describes inter-band SSB-less SCell activation using TRS for activation on SCell in an LTF band. A third aspect may describe CSI-RS based L1-RSRP measurement / reporting and CQI reporting with respect to activating an SCell in an LTF band.
