Abstract

A system for searching highway transportation information is provided that has a user interface and a dashboard server with a search application configured for searching a plurality of tagged portions of documents. A website server is configured to generate a dashboard for viewing at the user interface. The website server is configured for receiving communication from the search application and returning searched tagged portions of documents to the user interface. A first one of the tagged portions of documents is a technical service bulletin (TSBS), and a second one of the tagged portions of documents is a regulatory activity. In other embodiments, tagged full documents are used in place of, or in addition to, the tagged portions of documents.

[0001] The subject matter of the present invention relates to a dashboard that is used by the trucking fleets to monitor and search technical service bulletins, and in some additional instances, investigations, recalls, or other activities associated with regulatory information, safety standards, and other requirements. More particularly, the present application involves a dashboard that consolidates transportation regulatory information into one tool for a trucking fleet that can be searched, accessed and displayed for purposes of prioritizing fleet maintenance or assessing and comparing different vehicles.BACKGROUND OF THE INVENTION

[0002] The National Highway Traffic Safety Administration (NHTSA) is a Federal agency of the United States department of transportation. The NHTSA issues Federal Motor Vehicle Safety Standards (FMVSS). This regulatory information is designed to improve safety and prevent or reduce vehicle crashes in the highway transportation sector. The manufacturers of motor vehicles and motor vehicle equipment, and those who import and put these items into commerce are required by law to comply with certain product requirements, make certain reports to NHTSA, execute market actions, and apply required product labels.

These documents are distributed over various websites and databases that each have their own way of presenting and searching these documents. The documents on one website or database cannot be linked to those of another, and using different documents from various sources cannot provide the researcher with an overall picture of the regulatory landscape of a particular topic. There is no tool available for one to easily search, sort, filter, and summarize information pertinent to a fleet of diverse makes, models, and model years to understand the regulatory activity of fleet vehicles.

The dashboard 10 provides the user with a single point source of transportation regulatory information for viewing activity by manufacturer, model, model year, and activity type. The dashboard 10 can be used by a fleet manager of a trucking fleet to better manage the fleet such as by using it for prioritizing preventative maintenance. The system consolidates all of this information into one tool, and uses tags to organize and search the information of various sources. The system saves time and avoids blind spots that could otherwise be present if one were required to navigate to and search different sites to collect the necessary information.

Graphical displays of regulatory activities 12 are shown on the upper half of the dashboard 10 and are searchable and sortable transportation regulatory matters. The bottom left hand side of the dashboard shows a product display 14 which is a graphical display of products that have been selected by the user and from which the various regulatory activities 12 are shown. The products can be different types of power units (tractors) that are each identified by a manufacturer and by a model and year. The issues reported by technical service bulletins address a range of issues, and customers could be charged by the service center for these repairs. Technical service bulletins can be used for preventative maintenance reasons in that the truck or trailer can be repaired at a convenient time, and at a time before a break down due to that particular issue occurs. The service bulletin display 20 illustrates the number of technical service bulletins issued on each one of the products. The service bulletin display 20 is formatted the same as the recall display 16 and complaint display 18 in that it is constructed as a bar graph with the identification indicia from the product display 14 used to make an identification of the particular product. The bars of the bar graph are further organized within the service bulletin display 20 by manufacturer so that the products of one manufacturer are grouped together and separate from the products of a different manufacturer which are separately grouped together. The user may use the service bulletin display 20 to visualize the amount of technical service bulletins each product has been given.

Investigations can be initiated based on a variety of inputs or indicators, and during the investigation NHTSA will conduct a thorough assessment to determine if corrective action is required. The products in the product display 14 that are the subject of an investigation will be graphically illustrated in the investigation display 22. The investigation display 22 identifies the particular product by the identification indicia assigned to it, and organizes the products so that they are grouped according to manufacturer.

This display 24 provides a breakdown of the information from the service bulletin display 20. In particular, the information in the service bulletin breakdown display 24 does not organize the information by manufacturer. Instead, the products are grouped according to NHTSA components, which in this instance are portions of the truck and trailer. There can be a large number of NHTSA components that are included in the display 24. Some examples include electrical system, engine and engine cooling, equipment appliance air conditioner, equipment, equipment adaptive mobility, structure, electrical system software, steering, suspension, equipment electrical, powertrain, engine and engine cooling exhaust system, service brakes, service brakes air, fuel system diesel, visibility power window devices and control, latches locks linkages, seat belts, visibility, exterior lighting tail lights, speed control, electrical system ignition, seats, and others. This listing is not exhaustive, and others are possible. The technical service bulletins are classified into one or more of the NHTSA components based upon which one or ones of the NHTSA components they relate. The products are identified by their identification indicia and are grouped into the particular NHTSA component that includes the particular technical service bulletins so that the user can see how many technical service bulletins of a particular product fall within a particular NHTSA component category. The information is presented as a horizontal bar chart, and a scroll down bar can be present to allow one to view additional NHTSA categories that contain a lesser number of product counts as the service bulletin breakdown display 24 may not be large enough to easily accommodate all of the NHTSA categories on one page. The service bulletin breakdown display 24 thus provides an additional breakdown of the technical service bulletins so that their NHTSA category can be identified, as opposed to the service bulletin display 20 that identifies the amount and associated manufacturer of the technical service bulletins.

[0028] The dashboard 10 includes filtering selections 28 that can be used by the user to filter the content that is displayed in the dashboard 10. The filtering selections 28 may include a vast number of vehicles such as trucks, automobiles, and otherwise. The user may select only those vehicles that are then presented into the product display 14 and consequently in the other areas of the dashboard 10. The vehicles that are not selected in the filtering selections 28 are not presented on the dashboard 10. The filtering selections 28 may be variously configured to filter the data presented in the dashboard 10. For example, the filtering selections 28 may include a text filter such that a keyword or words that are entered will then filter the data displayed in the dashboard 10 to present only those items in the various displays 14, 16, 18, 20, 22, 24, 26 that include those keyword or words. The filtering selections 28 may also include a date selection that can be utilized to cause information to be presented on the dashboard 10 that is within a particular date range, or is before or after a particular date. The filtering selections 28 are provided so that the user can further refine the volume or type of data that is displayed in the dashboard 10.

[0029] Tabs 30, 32, 34 are included at the bottom of the dashboard 10 that allow one to reconfigure the dashboard 10. Fig. 1 shows tab 30 actuated which is the power unit dashboard 10 that has selected products that are power units instead of trailers. One could modify the search criteria on the dashboard 10 so that trailers were instead selected instead of power units so that the products that are shown on the power unit dashboard 10 are trailers and no power units. Naming tab 30 as the power unit tab 30 is for sake of convenience as the information presented can always be changed, but it may be the case that the dashboard defaults to power units that are selected when the user first picks the power unit tab 30. If the user selects the trailers tab 32, the dashboard changes to present data related to trailers as shown for example in Fig. 2. A horizontal scroll bar can also be present to allow the user to see portions of the summary that are not able to be visualized entirely within the complaint display 18. Additionally three additional columns are present in the complaint display 18 that cannot be seen in Fig. 3 but would be seen if the user continues to scroll horizontally within the complaint display 18. These include the year the complaint was made, the quarter of the year the complaint was made, and the month in which the complaint was made. Inconsequential Petitions (IPs) Receipts are regulatory activities 12 that are petitions for inconsequential noncompliance of manufacturers in which they submit a petition to NHTSA for a determination that a previously declared non-compliance is inconsequential to vehicle safety and therefore does not require a recall. In these instances, the manufacturer will identify the specific regulatory information or standard that is not met, and provide an explanation as to why such noncompliance is inconsequential to motor vehicle safety. These petitions could be allowed by NHTSA to excuse the manufacturer from the obligation to execute a recall, or denied based upon the particular facts of the matter.

One such type of information are articles, which are articles published by the National Highway Traffic Safety Administration which is a subagency of the Department of Transportation. An article display 38 that shows a display of articles is shown in Fig. 4 and this article display 38 could be included in the dashboard 10 in the previously described embodiments upon selection of same in the filtering selections 28. These articles are desirable for someone responsible for complying with transportation regulations. The article display 38 does not include graphics but is instead presented in a text based chart format. The article display 38 shows only those articles that have been selected by the user as per his or her selected search criteria. To further filter the articles displayed, the filtering selections 28 can be made to select a type of article that is displayed such types including advanced notice of proposed rulemaking, final rule, notice of proposed rulemaking, other, petition for reconsideration, proposed rule, public hearing, and request for comments. Further filtering of the articles are possible via the filtering selections 28 so that the articles are filtered upon whether the article touches a particular code of Federal regulations (CFR). The code of Federal regulations is the codification of the general and permanent rules published in the Federal register by the departments and agencies of the Federal Government. The filtering selection 28 can be configured so that the presentation of the articles will be further filtered to one or more specific sections of the code of Federal regulations to which the articles in the article display 38 will be limited. Examples of specific sections of the CFR that can be selected from title 49 that relates to transportation include 49 CFR §501, §509, §510, §511, §573, §574, §575, §595, and §599. Specific ones of these standards can be selected by the user in order to limit the articles shown in the article display 38 to only those that include some discussion or interpretation of the selected FMVSS. Examples of specific ones of the FMVSS that can be selected in the filtering selections 28 include FMVSS 255, 226, 301, 101, 102, 103, 104, 136, 138, and 139. The article display 38 in Fig. 4 is shown by itself, but it is to be understood that it can be included in a portion of the dashboard 10 with other displays as described.

The company types that can be selected include auto manufacturer, child seat manufacturer, heavy vehicle manufacturer, motorcycle manufacturer, National Highway Traffic Safety Administration (NHTSA), off road vehicles, tire manufacturer, power unit manufacturer, and trailer manufacturer. One such search criteria is the various companies that are named in the interpretation letters such as the company requesting the interpretation or a company otherwise listed in the text of the interpretation. Another filtering criteria for the interpretation letters is the particular code of Federal regulations (CFR) that is discussed or mentioned in that particular interpretation letter. The company types could also be selected by the user so that interpretation letters are displayed that are only relevant to those types. As large number of computer inputs must be made to navigate to all of the different transportation regulatory information to access them on different sites, the processing speed and requirements ofPatent ApplicationInventor: John EmersonAttorney Docket No.: 2024PAT00124US such a system are demanding. A dashboard 10 display of all of the various transportation regulatory information is not possible under the current state of the art.

In this regard, the dashboard server 100 can include some entire documents, some abstracts / summaries of documents, and some links to the document. These tagged full documents 106 include the entire text of the interpretation letters. Clicking on one of these documents on the dashboard will cause the document to be displayed without need to consult an external database 76, 82, 88, 94 remote from the dashboard server 100.

For the investigations regulatory activity 12, a summary of the investigation is provided but no link to the full investigation is provided. However, in other embodiments of the system, a link to an external website can be provided that can be followed to obtain the full text of the investigation. For the IP receipt, a summary is provided along with a link to the Federal Register at which the full inconsequential petition report can be viewed, and the docket number is provided but no external link. If the regulatory activity 12 is an EWR, statistics are provided with no detail and no link. For articles, abstracts are provided with a link to the Federal Register to view the article, and a docket number is provided but with no link. All of this may be changed in other embodiments in which links or the full document could be present in the dashboard 10 or located on the dashboard server 100.

Alternatively, the dashboard server 100 can provide a link on the dashboard 10 that if clicked by the user on the dashboard 10 causes a separate window to be opened on the user interface 72 apart from the window in which the dashboard 10 is located and the user display 72 communicates over the network 74 directly to the third database 88 which pulls up the full third document 92 such as the final rule. Upon doing so, the Al module 62 produces a one-half page summary of the .pdf image 98 that is in a searchable format. This half page summary is identified in Fig. 9 as the tagged one-page summary of the technical service bulletin 114 and may allow for better searching than the keyword tagging provided by NHTSA of the technical service bulletin.

The present system reduces the processing burden of all computing devices involved.

The present system uses searching from a single dashboard 10 that allows for these comparisons, and requires but a single search type be used instead of different searching capability from different websites. The dashboard 10 may be optimized for viewing a fleet of vehicles or products, and not just one vehicle or product.

The system as set forth in claim 5, wherein the plurality of tagged portions of documents comprising technical service bulletins (TSBS) and recalls, and wherein the searched tagged portions of documents returned to the user interface comprising the technical service bulletins (TSBS), the recalls, the investigations and the complaints; wherein the dashboard has a complaint display that displays text of a summary of each one of the complaints and identifies the selected products associated with each one of the complaints; wherein the dashboard has a service bulletin display that displays text of a summary of each one of the technical service bulletins (TSBS) andPatent ApplicationInventor: John EmersonAttorney Docket No.: 2024PAT00124US identifies the selected products associated with each one of the technical service bulletins (TSBS); wherein the dashboard has a recall display that displays text of a description, a consequence of having the defect, and corrective action of the recalls and identifies the selected products associated with each one of the recalls; wherein the dashboard has an investigation display that displays text of a summary of the investigations and identifies the selected products associated with each one of the investigations; and a graphical summary display that graphically displays amounts of the complaints, the technical service bulletins (TSBS), the recalls, and the investigations associated with each one of the selected products.

The system as set forth in claim 1, wherein the dashboard server receives a .pdf image of a technical service bulletin (TSBS), and wherein the dashboard server has an artificial intelligence module to process the .pdf image and produce a searchable summary of the technical service bulletin (TSBS) that is the first one of the tagged portions of documents.

A system for searching highway transportation information, comprising: a user interface; a dashboard server comprising: a search application configured for searching a plurality of tagged full documents; a website server configured to generate a dashboard for viewing at the user interface, wherein the website server is configured for receiving communication from the search application and returning searched tagged full documents to the user interface; wherein a first one of the tagged full documents is a technical service bulletin (TSBS) that is searched by the search application and communicated to the website server and returned to the user interface;Patent ApplicationInventor: John EmersonAttorney Docket No.: 2024PAT00124US wherein a second one of the tagged full documents is a regulatory activity that is searched by the search application and communicated to the website server and returned to the user interface.
