A network node having: a control unit that determines a first instruction to an artificial intelligence provided by a communication device which is one of a terminal, a base station, or another network node, using the artificial intelligence provided by the device itself; and a transmission unit that transmits a message including the first instruction to the communication device.

The network node according to claim 1, wherein the control unit determines a second instruction to the artificial intelligence of the communication device within a limited range using a database corresponding to the range and the artificial intelligence of the device itself, and the transmission unit transmits a message including the second instruction to the communication device within the range.
3. A terminal having a receiving unit that receives a message from a network node, which includes instructions determined by the artificial intelligence provided by the network node, and a control unit that applies the instructions to the artificial intelligence provided by the device itself.
