The method includes: depolymerizing waste polyethylene terephthalate with dimethyl carbonate, adding methanol for transesterification and separating unreacted methanol, and then undergoing transesterification, separation of unreacted dimethyl carbonate, and polycondensation to obtain the recycled polycarbonate polyol. This polyol contains polyester and polycarbonate segments and is prepared by the above method. The polyol can be reacted with diisocyanate, substance X, and catalyst IV to prepare recycled polyurethane materials, where substance X is a small molecule chain extender; or, substance X is a mixture of a small molecule chain extender and water. This invention achieves a short-process upgrade and recycling of waste polyethylene terephthalate, reducing costs, and the obtained product can be directly used in polyurethane synthesis, combining environmental and economic benefits.
