A product activation device for a whole machine pre-installed mode product, wherein the product activation code generated by the product activation code generation device of claim 4 is configured in the product, comprising: a pre-installed module adapted to receive check information of a serial number, and obtain a whole machine pre-installed product file of a product to be activated from a system image; a check module adapted to check the legality of the serial number according to the whole machine pre-installed product file of the product to be activated, comprising reading a version file and a license file of the whole machine pre-installed product file, comparing whether the signing string in the version file and the signing string in the license file are equal, when the signing string in the version file and the signing string in the license file are equal, comparing whether the key in the decrypted serial number and the key in the version file or the key in the license file are equal, if equal, the legality check is passed, if not equal, the legality check is failed; a communication module adapted to send the serial number to a server end when the legality check is passed, so that the server end checks the serial number with a system activation code of the product to be activated.
