The method comprises: a first network function receiving a data packet carrying neural network data, determining a type of a protocol data unit (PDU) set to which the data packet belongs, adding first indication information in the data packet based on at least the type of the PDU set; the first indication information is used at least for indicating a first quality of service (QoS) processing strategy corresponding to the type of the PDU set; different types of PDU sets correspond to different QoS processing strategies; and the data packet with the first indication information is sent to an access network device.
