The low-VOC acrylate polymer emulsion comprises the following raw material components in parts by weight: 80-180 parts of a soft monomer; 15-50 parts of a hard monomer; 1-5 parts of a functional monomer; 0.5-2 parts of an emulsifier; adding 0.3 to 1.5 parts of an initiator; 0.2-1 part of a molecular weight regulator; 0.1 to 1 part of a pH regulator; 80 to 300 parts of deionized water; and 1-5 parts of ammonia water. The segmented emulsion polymerization adopted by the invention is easy to operate and implement, and does not cause the complexity of the process; according to the acrylate pressure-sensitive adhesive prepared by the invention, the VOC content of the pressure-sensitive adhesive is effectively reduced while the adhesive property is maintained, so that the acrylate pressure-sensitive adhesive is more in line with the environment-friendly requirement; the interpenetrating polymer network structure designed by the invention is different from the traditional cross-linking, and can meet certain application requirements under the condition of reducing or not adding a cross-linking agent.
