QOE BASED NETWORK SELECTIONTECHNICAL FIELD

[0001] The present disclosure relates generally to communication systems, and more particularly, to wireless communications utilizing cell selections.

[0002] INTRODUCTION

[0003] Wireless communication systems are widely deployed to provide various telecommunication services such as telephony, video, data, messaging, and broadcasts. Typical wireless communication systems may employ multiple-access technologies capable of supporting communication with multiple users by sharing available system resources. Examples of such multiple-access technologies include code division multiple access (CDMA) systems, time division multiple access (TDMA) systems, frequency division multiple access (FDMA) systems, orthogonal frequency division multiple access (OFDMA) systems, single-carrier frequency division multiple access (SC-FDMA) systems, and time division synchronous code division multiple access (TD-SCDMA) systems.

[0004] These multiple access technologies have been adopted in various telecommunication standards to provide a common protocol that enables different wireless devices to communicate on a municipal, national, regional, and even global level. An example telecommunication standard is 5G New Radio (NR) . 5G NR is part of a continuous mobile broadband evolution promulgated by Third Generation Partnership Project (3GPP) to meet new requirements associated with latency, reliability, security, scalability (e.g., with Internet of Things (IoT) ) , and other requirements. 5G NR includes services associated with enhanced mobile broadband (eMBB) , massive machine type communications (mMTC) , and ultra-reliable low latency communications (URLLC) . Some aspects of 5G NR may be based on the 4G Long Term Evolution (LTE) standard. There exists a need for further improvements in 5G NR technology. These improvements may also be applicable to other multi-access technologies and the telecommunication standards that employ these technologies.

[0030] Wireless communication networks, such as an LTE network and / or a 5G NR network, among other examples of wireless communication networks, may be designed to support UE mobility. For example, awireless communication system may support the use of RSRP as an indication of signal quality. Based on the signal quality, the network may determine to handover the a UE from one cell to another, which allows the UE to communicate with a new serving cell using higher quality signaling.

[0031] However, basing UE mobility on signal quality without other considerations may lead to scenarios in which this approach does not meet a user's desired experience. Further, in geographic areas for while TDD and FDD cells overlap, signal quality mobility does not account for how TDD and FDD cells may be applied to improve a user's QOE. As an example, gaming and voice calls in mobility may be user sensitive applications, where low latency and high quality bursts of small random size of packets transmission are beneficial in gaming, regular periodicity of unacknowledged mode (UM) packets with very high quality may be important in voice calls. These two applications may benefit from different types of serving cells. As another example, downloading data in mobility may benefit from the highest data rates possible to complete the downloading in short time for power savings, while long travel times in mobility may benefit from keeping aUE in extremely low power modes while waiting for a charging opportunity.

1.An apparatus for wireless communication at a user equipment (UE) , comprising:at least one memory; andat least one processor coupled to the at least one memory and, based at least in part on information stored in the at least one memory, the at least one processor, individually or in any combination, is configured to:obtain a set of cell metrics for a cell associated with the UE, wherein the set of cell metrics includes a reference signal received power (RSRP) and at least one of a potential delay, a number of layers, or a service characteristic; andinitiate or maintain a connection with the cell associated with the UE based on a combined metric meeting a threshold condition, wherein the combined metric is based on the set of cell metrics.2.The apparatus of claim 1, wherein to obtain the set of cell metrics, the at least one processor, individually or in any combination, is configured to:obtain the set of cell metrics from at least one of a quality of experience (QOE) request or at least one measurement associated with the cell;wherein the combined metric is based on the set of cell metrics using a combination of the RSRP and at least one respective weighted representation of at least one of the potential delay, the number of layers, or the service characteristic.3.The apparatus of claim 2, where the at least one processor, individually or in any combination, is further configured to:receive, from a network node or a network entity, and prior to the set of cell metrics being obtained, the QOE request associated with the set of cell metrics; andtransmit, for the network node and prior to the connection with the cell being initiated or maintained, an indication of the cell based on the combined metric meeting the threshold condition.4.The apparatus of claim 2, wherein the QOE request indicates the service characteristic or a service trigger, and wherein the at least one respective weighted representation is associated with the service characteristic or the service trigger; andwherein the service characteristic is at least one of a low latency, a high throughput, or a low power, orwherein the service trigger indicates the service characteristic.5.The apparatus of claim 2, wherein to initiate or maintain the connection with the cell, the at least one processor, individually or in any combination, is configured to:select, prior to the connection being initiated or maintained, the cell from a data structure that is maintained by the UE, wherein the cell is associated, in the data structure, with at least one of an absolute radio-frequency channel number (ARFCN) , a time division duplex (TDD) indication, a frequency division duplex (FDD) indication, or the at least one measurement associated with the cell.6.The apparatus of claim 5, wherein to select the cell from the data structure that is maintained by the UE, the at least one processor, individually or in any combination, is configured to:reorder the cell and at least one additional cell in the data structure that is maintained by the UE based on the combined metric and the QOE request; andselect the cell from the data structure that is maintained by the UE subsequent to reordering the cell and the at least one additional cell.7.The apparatus of claim 2, wherein each of the at least one respective weighted representation is based on first weighting values for an idle mode of the UE or second weighting values for a connected mode of the UE.8.The apparatus of claim 7, wherein the first weighting values include a positive weighting value associated with at least one of the RSRP or the number of layers meeting a throughput threshold or a negative weighting value associated with at least one of the RSRP or the number of layers failing to meet the throughput threshold.9.The apparatus of claim 7, wherein the first weighting values include a positive weighting value associated with the potential delay meeting a delay threshold or a negative weighting value associated with the potential delay failing to meet the delay threshold.10.The apparatus of claim 7, wherein the service characteristic is at least one of a low latency, a high throughput, or a low power;wherein the first weighting values include a positive weighting value associated with the service characteristic meeting a characteristic threshold or a negative weighting value associated with the service characteristic failing to meet the characteristic threshold.11.The apparatus of claim 7, wherein the second weighting values include a positive weighting function associated with at least one of the RSRP or the number of layers meeting a throughput threshold or a negative weighting function associated with at least one of the RSRP or the number of layers failing to meet the throughput threshold.12.The apparatus of claim 7, wherein the second weighting values include a negative weighting function associated with the potential dehy meeting a delay threshold or a positive weighting function associated with the potential delay failing to meet the delay threshold.13.The apparatus of claim 7, wherein the service characteristic is at least one of a low latency, a high throughput, or a low power;wherein the second weighting values include a positive weighting function associated with the service characteristic meeting a characteristic threshold or a negative weighting function associated with the service characteristic failing to meet the characteristic threshold.14.An apparatus for wireless communication at a network node, comprising:at least one memory; andat least one processor coupled to the at least one memory and, based at least in part on information stored in the at least one memory, the at least one processor, individually or in any combination, is configured to:obtain a set of cell metrics for a cell associated with a user equipment (UE) , wherein the set of cell metrics includes a reference signal received power (RSRP) and at least one of a potential delay, a number of layers, or a service characteristic; andinitiate or maintain a connection for the UE to the cell associated with the UE based on a combined metric meeting a threshold condition, wherein the combined metric is based on the set of cell metrics.15.The apparatus of claim 14, wherein to obtain the set of cell metrics, the at least one processor, individually or in any combination, is configured to:obtain the set of cell metrics from at least one of a quality of experience (QOE) request or at least one measurement associated with the cell;wherein the combined metric is based on the set of cell metrics using a combination of the RSRP and at least one respective weighted representation of at least one of the potential delay, the number of layers, or the service characteristic.16.The apparatus of claim 15, wherein the at least one processor, individually or in any combination, is further configured to:receive, from a network entity, and prior to the set of cell metrics being obtained, the QOE request associated with the set of cell metrics; andtransmit, for the UE and prior to the connection with the cell being initiated or maintained, an indication of the cell basedon the combined metric meeting the threshold condition.17.The apparatus of claim 16, wherein the QOE request indicates the service characteristic or a service trigger, and wherein the at least one respective weighted representation is associated with the service characteristic or the service trigger; andwherein the service characteristic is at least one of a low latency, a high throughput, or a low power, orwherein the service trigger indicates the service characteristic that is a default characteristic associated with the network entity.18.The apparatus of claim 15, wherein to initiate or maintain the connection with the cell, the at least one processor, individually or in any combination, is configured to:select, prior to the connection being initiated or maintained, the cell from a data structure that is maintained by the network node, wherein the cell is associated, in the data structure, with at least one of an absolute radio-frequency channel number (ARFCN) , a time division duplex (TDD) indication, a frequency division duplex (FDD) indication, or the at least one measurement associated with the cell.19.The apparatus of claim 18, wherein to select the cell from the data structure that is maintained by the network node, the at least one processor, individually or in any combination, is configured to:reorder the cell and at least one additional cell in the data structure that is maintained by the network node based on the combined metric and the QOE request; andselect the cell from the data structure that is maintained by the network node subsequent to reordering the cell and the at least one additional cell.20.The apparatus of claim 15, wherein each of the at least one respective weighted representation is based on first weighting values for an idle mode of the UE or second weighting values for a connected mode of the UE.21.The apparatus of claim 20, wherein the first weighting values include a positive weighting value associated with at least one of the RSRP or the number of layers meeting a throughput threshold or a negative weighting value associated with at least one of the RSRP or the number of layers failing to meet the throughput threshold.22.The apparatus of claim 20, wherein the first weighting values include a positive weighting value associated with the potential delay meeting a delay threshold or a negative weighting value associated with the potential delay failing to meet the delay threshold.23.The apparatus of claim 20, wherein the service characteristic is at least one of a low latency, a high throughput, or a low power;wherein the first weighting values include a positive weighting value associated with the service characteristic meeting a characteristic threshold or a negative weighting value associated with the service characteristic failing to meet the characteristic th
