The pressing plate is provided with an outlet through which the toilet paper drawn out from the slit of the packaging bag can be drawn out and taken out in a state where the pressing plate covers the upper surface of the packaging bag. An adhesive is attached to the back surface of the pressing plate so as to be peelably adhered to the upper surface of the packaging bag. A leg body having a predetermined height along the side surface of the packaging bag is vertically provided on the outer peripheral edge of the pressing plate when the pressing plate covers the upper surface of the packaging bag.
