[Solution] The spectral dataset generation method (S1) includes an acquisition step (S11) of acquiring multiple spectral data sets, each containing wavelength and brightness data of reflected sunlight from the ground surface where crops grow, with varying exposure times; a determination step (S12) of determining, for each spectral data set, whether there is a proportional relationship between the exposure time and the brightness data, for each wavelength; and a generation step (S13) of extracting and combining spectral data sets within the range of exposure times determined to have a proportional relationship from the multiple spectral data sets, for each wavelength, to generate a spectral dataset optimized for each wavelength.
