The operating device according to claim 1 , wherein the surrounding information acquisition unit scans space using a camera, a receiver, or a radar to acquire authentication information of an authentication device owned by an authorized person who has the operating authority, or biometric authentication of the authorized person.

11. The operating device according to claim 1 , wherein the peripheral information acquisition unit outputs the acquired information at predetermined intervals.

12. An operation monitoring system comprising the operation device according to claim 6 or 7 and the external monitoring device.
