In a video conferencing system in which a conference is held in a group with multiple users participating via a network, a group creation unit that accepts creation of individual groups in which some of the users will participate and hold a conference in addition to the overall group; a communication unit that communicates with the plurality of user terminals and acquires speech data and speech times of users participating in the overall group or the individual group; a voice recognition unit that analyzes the voice data and converts it into text data; a minutes creation unit that creates minutes based on the text data; a control unit that controls the group creation unit, the communication unit, the voice recognition unit, and the minutes creation unit, The control unit causes the minutes creation unit to create overall minutes based on text data of comments made by users participating in the overall group, to create individual minutes based on text data of comments made by users participating in the individual groups, and to create minutes in which the individual minutes are distinguishably incorporated into the overall minutes.
