To provide an illuminating device and a luminaire that can improve workability of assembly work.SOLUTION: A light source unit A1 comprises an LED module 1, a power supply device 2 for supplying power to the LED module 1, a radio communication part 3, and a fitting member 4. The radio communication part 3 performs at least one of transmission or reception of a radio signal using an electromagnetic wave as a medium. In the fitting member 4, the LED module 1 is attached to a first surface 40A, and the power supply device 2 is attached to a second surface 40B opposite to the first surface 40A. The power supply device 2 comprises a lighting circuit 21 for controlling lighting power, and a case 20 housing the lighting circuit 21 and the radio communication part 3.
