To provide assistance for reducing the possibility of a delivery plan being created that excessively requires movement expenses (fees).SOLUTION: Provided is a delivery plan creation assistance system for assisting in creating a delivery plan that goes from a delivery base to each delivery destination at which to be delivered. This system comprises: a route search unit for performing a route search between the delivery base and each of the delivery destinations using a road that includes a toll road as a candidate route and performing a route search between each of the delivery destinations using a general road that does not include the toll road as a candidate route; and a movement cost acquisition unit for calculating, on the basis of the route obtained by the route search, a movement cost between points in a combination of the delivery base and discretionary delivery destinations and a movement cost between points in a discretionary combination of the destinations.SELECTED DRAWING: Figure 1
