ACCESS CONTROL OF AN NTN CELLTECHNICAL FIELD

[0001] The present disclosure relates to wireless communications, and more specifically to user equipment (UE) and method for supporting access control of a non-terrestrial network (NTN) cell.BACKGROUND

[0002] A wireless communications system may include one or multiple network communication devices, such as base stations, which may be otherwise known as an eNodeB (eNB) , a next-generation NodeB (gNB) , or other suitable terminology. Each network communication devices, such as a base station may support wireless communications for one or multiple user communication devices, which may be otherwise known as UE, or other suitable terminology. The wireless communications system may support wireless communications with one or multiple user communication devices by utilizing resources of the wireless communication system (e.g., time resources (e.g., symbols, slots, subframes, frames, or the like) or frequency resources (e.g., subcarriers, carriers) . Additionally, the wireless communications system may support wireless communications across various radio access technologies including third generation (3G) radio access technology, fourth generation (4G) radio access technology, fifth generation (5G) radio access technology, among other suitable radio access technologies beyond 5G (e.g., sixth generation (6G) ) .

[0003] NTN refers to a network, or segment of networks using Radio Frequency (RF) resources on board a satellite. The satellite in NTN can be a Geostationary Earth Orbiting (GEO) satellite with fixed location to the Earth, or a Low Earth Orbiting (LEO) satellite orbiting around the Earth. The Third Generation Partnership Project (3GPP) Release 17 specifications have provided basic support of NTN features and in Release 18 some essential enhancements were specified. In Release 17 and Release 18, access control for NTN UE is controlled by introducing a first barring indication (represented by cellBarredNTN in NR and cellBarred-NTN in LTE) in system information block type 1 (SIB1) . NTN capable UE ignores a second barring indication (represented by cellBarred) in master information block (MIB) and directly checks the first barring indication in SIB1. The first barring indication in SIB1 can be configured as barred or not barred. If the first  barring indication is absent in SIB1, the UE considers the cell as a terrestrial network (TN) cell, i.e., presence of the barring indication in SIB1 indicates the cell is an NTN cell.

[0004] For Release 19 NR NTN enhancements, new access control requirements emerge from new features including downlink coverage enhancement in NR NTN and Store and Forward (S&F) operation support in Internet of Things (IoT) NTN.

[0005] The downlink coverage enhancements in Release 19 NTN include leveraging the network energy saving (NES) techniques at satellite beam level for flexible power control and resource allocation among satellite beams, which is likely to be implemented by extending a synchronization signal block (SSB) periodicity up to 640ms. If the SSB periodicity is extended to a value greater than 160ms, legacy Release 17 and Release 18 NTN UEs as well as Release 19 NTN UEs incapable of such feature will be severely impacted and access control may be necessary.

[0006] S&F operation is introduced in Release 19 IoT NTN for delay-tolerant, non-real-time services to be offered in areas visited by the satellites but with no need to have NTN gateway infrastructure (e.g. mid-sea, remote areas) . The S&F operation is different from normal operation in that the user data is temporarily stored in the satellite eNB without connection to a core network and forwarded when the connection is available, which needs to be supported by new designed schemes of Quality of Service (QoS) handling and UE awareness. As a result, legacy Release 17 and Release 18 NTN UEs as well as Release 19 NTN UEs incapable of such feature may not be able to initiate such operation and access control may be necessary.

[0007] Therefore, there is a need to study access control (e.g., cell barring) for NTN UEs considering the new Release 19 features.SUMMARY

[0008] The present disclosure relates to UE and method that support access control of an NTN cell. With the present disclosure, access control based on capability of the UE may be achieved.

[0074] Fig. 1 illustrates an example of a wireless communications system 100 that supports access control of an NTN cell in accordance with aspects of the present disclosure. The wireless communications system 100 may include one at least one of network entities 102 (also referred to as network equipment (NE) ) , one or more terminal devices or UEs 104, a core network 106, and a packet data network 108. The wireless communications system 100 may support various radio access technologies. In some implementations, the wireless communications system 100 may be a 4G network, such as an LTE network or an LTE-advanced (LTE-A) network. In some other implementations, the wireless communications system 100 may be a 5G network, such as an NR network. In other implementations, the wireless communications system 100 may be a combination of a 4G network and a 5G network, or other suitable radio access technology including institute of electrical and electronics engineers (IEEE) 802.11 (Wi-Fi) , IEEE 802.16 (WiMAX) , IEEE 802.20. The wireless communications system 100 may support radio access technologies beyond 5G. Additionally, the wireless communications system 100 may support technologies, such as time division multiple access (TDMA) , frequency division multiple access (FDMA) , or code division multiple access (CDMA) , etc.

1.A user equipment (UE) , comprising:a processor; anda transceiver coupled to the processor;wherein the processor is configured to:receive, via the transceiver from a first base station, a configuration associated with a first capability; anddetermine an access status of a non-terrestrial network (NTN) cell based on at least one of the following:determination of whether the UE is capable of the first capability, orthe configuration associated with the first capability.2.The UE of claim 1, wherein the configuration associated with the first capability comprises at least one of the following:a barring indication dedicated for the first capability,an indication that the NTN cell is operating in a cell operation associated with the first capability,at least one parameter for the cell operation associated with the first capability, ora neighboring cell list comprising at least one cell identity associated with the first capability.3.The UE of claim 1, wherein the processor is configured to determine the access status of the NTN cell by:based on determining that the UE is capable of the first capability, ignoring a first barring indication in system information block type 1 (SIB1) which is set to “barred” , or ignoring a second barring indication in master information block (MIB) which is set to “barred” when the first barring indication in SIB1 is absent; anddetermining the access status of the NTN cell based on the configuration associated with the first capability.4.The UE of claim 3, wherein the configuration associated with the first capability comprises a barring indication dedicated for the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as barred based on determining that the barring indication dedicated for the first capability is set to “barred” ; andconsidering the NTN cell as not barred based on determining that the barring indication dedicated for the first capability is set to “not barred” ; orwherein the configuration associated with the first capability comprises a barring indication dedicated for the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as not barred based on determining that the barring indication dedicated for the first capability is present in the configuration associated with the first capability; orwherein the configuration associated with the first capability comprises an indication that the NTN cell is operating in a cell operation associated with the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as not barred based on determining that the indication is present in the configuration associated with the first capability; orwherein the configuration associated with the first capability comprises at least one parameter for a cell operation associated with the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as not barred based on determining that the at least one parameter is configured in the configuration associated with the first capability;wherein the configuration associated with the first capability comprises at least one parameter for the cell operation associated with the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as not barred based on determining that the at least one parameter is greater than a threshold.5.The UE of claim 3, wherein the configuration associated with the first capability comprises a neighboring cell list comprising at least one cell identity associated with the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as not barred based on determining that an identity of the NTN cell is in the neighboring cell list.6.The UE of claim 5, wherein the processor is configured to:consider the NTN cell to have higher priority for cell reselection based on considering the NTN cell as not barred.7.The UE of claim 1, wherein the processor is configured to determine the access status of the NTN cell by:based on determining that the UE is incapable of the first capability, ignoring a first barring indication in system information block type 1 (SIB1) which is set to “barred” , or ignoring a second barring indication in master information block (MIB) which is set to “barred” when the first barring indication in SIB1 is absent; anddetermining the access status of the NTN cell based on the configuration associated with the first capability.8.The UE of claim 4, wherein the at least one parameter comprises at least one of the following:a start time of the cell operation associated with the first capability, ora stop time of the cell operation associated with the first capability, ora time duration of the cell operation associated with the first capability, ora synchronization signal block (SSB) periodicity, ora delivery time for a store and forward operation, ora Quality of Service (QoS) parameter for a store and forward service.9.The UE of claim 7, wherein the configuration associated with the first capability comprises a neighboring cell list comprising at least one cell identity associated with the first capability; andwherein the processor is configured to determine the access status of the NTN cell based on the configuration associated with the first capability by:considering the NTN cell as barred based on determining that an identity of the NTN cell is in the neighboring cell list.10.The UE of claim 1, wherein the configuration associated with the first capability comprises at least one parameter for the cell operation associated with the first capability; andwherein the processor is further configured to:determine a validity duration of the determined access status of the NTN cell based on the at least one parameter for the cell operation associated with the first capability.11.The UE of claim 10, wherein the processor is configured to receive the configuration associated with the first capability via system information from the first base station; andwherein the processor is further configured to:apply the validity duration with an offset or extension equal to Round Trip Time (RTT) between the UE and the first base station.12.The UE of claim 1, wherein the processor is further configured to:receive, via the transceiver from the first base station, second information associated with the first capability in a handover command message or a radio resource control (RRC) release message;wherein the second information associated with the first capability comprises at least one of the following:an indication that the NTN cell is operating or about to operate in a cell operation associated with the first capability,a validity duration of the cell operation associated with the first capability, orcause of handover or RRC release, wherein the cause indicates that that the cell operation associated with the first capability or the first capability is not supported by the UE.13.A first base station, comprising:a processor; anda transceiver coupled to the processor,wherein the processor is configured to:determine a configuration associated with a first capability for determination of an access status of a non-terrestrial network (NTN) cell; andtransmit, via the transceiver to a user equipment (UE) , the configuration associated with the first capability.14.The first base station of claim 13, wherein the configuration associated with the first capability comprises at least one of the following:a barring indication dedicated for the first capability,an indication that the NTN cell is operating in a cell operation associated with the first capability,at least one parameter for the cell operation associated with the first capability, ora neighboring cell list comprising at least one cell identity associated with the first capability.15.The first base station of claim 13, wherein the processor is further configured to:transmit, via the transceiver to the UE, second information associated with the first capability in a handover command message or a radio resource control (RRC) release message;wherein the second information associated with the first capability comprises at least one of the following:an indication that the NTN cell is operating or about to operate in a cell operation associated with the first capability,a validity duration of the cell operation associated with the first capability, orcause of handover or RRC release, wherein the cause indicates that that the cell operation associated with the first capability or the first capability is not supported by the UE.16.The first base station of claim 13, wherein the processor is further configured to:receive, via the transceiver from a second base station, first information associated with the first capability; andwherein the processor is configured to determine the configuration associated with the first capability based on the first information associated with the first capability; andwherein the first information associated with the first capability comprises at least one of the following:a barring indication dedicated for the first capability,an indication that a non-terrestrial network (NTN) cell is operating in a cell operation associated with the first capability,at least one parameter for the cell operation associated with the first capability, ora neig
