Abstract
Description
DIGITAL WALLET SYSTEM FOR E-GOVERNANCE AND METHOD THEREFORBACKGROUND
[0001] The background description provided herein is for the purpose of generally presenting the context of the disclosure. Work of the presently named inventor(s), to the extent it is described in this background section, as well as aspects of the description that may not otherwise qualify as prior art at the time of filing, are neither expressly nor impliedly admitted as prior art against the present disclosure.
[0002] Governments that distribute subsidies to its citizens and other various entities often have difficulty preventing fraud and controlling the products and services purchased by the recipients of the government subsidies. Furthermore, subsidy recipients often do not have the time or wherewithal to monitor digital wallets associated with the government subsidies for fraud prevention and spending irregularities. For instance, a person may be purchasing food with a digital wallet and not want to spend time finding a payment card on the digital wallet to utilize for the purchase, which may lead to an accidental purchase utilizing a payment card that should not be utilized for the purchase. Thus, a need exists to provide systems that improve the user payment transaction experience while ensuring that subsidies are utilized for appropriate purposes.BRIEF DESCRIPTION OF THE DRAWINGS

In some embodiments, a subsidy account authorization request is an electronic authorization message that is sent to sub-wallet-enhanced digital wallet provider 170 of payment processing network computer 150 via acquirer computer 140 to authorize the payment transaction being conducted by user 101. In some embodiments, the subsidy account authorization request may include, in addition to an issuer account identifier that may be associated with a payment device or payment account, a subsidy account identifier that may be associated with a subsidy account associated with a subsidy provided by a subsidy provider of subsidy provider 180. In some embodiments, instead of tapping the sub-wallet-enhanced digital wallet 171 of mobile device 110 against an NFC reader in the access device 120 to initiate the purchase goods and / or services, user 101 may, for example, scan a merchant QR code utilizingmobile device 110 at access device 120, utilize a QR code generated by mobile device 110 scanned by access device 120, utilize a physical card (e.g., debit card) associated with the subwallet-enhanced digital wallet 171, or utilize an inapp payment application on mobile device 110.
[0035] In some embodiments, although subsidy account authorization request includes the subsidy account identifier, the subsidy account authorization request may comply with ISO 8583, which is a standard for systems that exchange electronic transaction information associated with a payment made by a user 101 using a payment device or payment account. In some embodiments, the subsidy account authorization request may include additional data elements corresponding to “identification information”. For example, in some embodiments, subsidy account authorization request may include transaction information, such as, for example, information associated with a current payment transaction, such as the transaction amount, merchant identifier, merchant location, a merchant category code (MCC) for the good / s and / or service / s being purchased, as well as any other information that may be utilized in determining whether to identify and / or authorize a payment transaction. In some embodiments, the subsidy account authorization request may also include other information such as information that identifies the access device 120 that generated the subsidy account authorization request, information about the location of the access device, etc.
[0036] In some embodiments, after receiving the subsidy account authorization request, subwallet-enhanced digital wallet provider 170 of payment processing network computer 150 determines whether the goods and / or services associated with the subsidy account authorization request qualify as approved subsidy-specific goods and / or services allowed by the associated subsidy provider. In some embodiments, the sub-wallet-enhanced digital wallet provider 170determines whether the goods and / or services being purchased qualify as approved subsidyspecific goods and / or services by performing, as part of a subsidy-specific payment transaction assessment, a subsidy-specific MCC assessment of the MCCs associated with the goods and / or services being purchased by user 101. In some embodiments, sub -wallet-enhanced digital wallet provider 170 performs the subsidy-specific MCC assessment by comparing the MCCs associated with the goods and / or services being purchased by user 101 (indicated in the subsidy account authorization request) with subsidy-specific approved MCCs associated with the subsidy provided by the subsidy provider. In some embodiments, when sub-wallet-enhanced digital wallet provider 170 determines that the MCCs of the goods and / or services being purchased match with subsidy-specific approved MCCs, the payment transactions associated with the approved MCCs (e.g., subsidy-specific payment transactions) of the subsidy account authorization request are authorized, an affirmative authorization response is sent to the merchant computer 130 and access device 120, and the subsidy-specific virtual card of the subsidy-specific sub-wallet associated with the approved subsidy-specific MCCs is utilized to purchase the authorized subsidy-specific goods and / services and settle the subsidy-specific payment transactions via payment processing network computer 150.
[0037] In some embodiments, when the MCC of the goods and / or services being purchased does not match with a subsidy-specific approved MCC, the payment transactions associated with the non-subsidy-specific goods and / or services of the subsidy account authorization request are not authorized to utilize the subsidy-specific virtual card and sub-wallet-enhanced digital wallet provider 170 forwards the subsidy account authorization request to the issuer bank associated with a default bank account or payment card associated with the sub-wallet-enhanced digital wallet provider 170. For example, in some embodiments, when sub-wallet-enhanced digitalwallet provider 170 determines that the payment transaction associated with the subsidy account authorization request is not associated with a subsidy authorized by subsidy providers 180, the sub-wallet-enhanced digital wallet provider 170 may utilize a bank account or a payment card of user 101 to complete the payment for the non-subsidy-specific goods and / or services according to standard payment transaction authorization techniques.
[0038] In some embodiments, utilizing either the payment card or bank account selected by the user 101, payment processing network computer 150 forwards the subsidy account authorization request to the corresponding issuer computer 160. In some embodiments, instead of utilizing either the payment card or bank account selected by the user 101, payment processing network 150 may utilize the payment card or bank account selected by sub-wallet-enhanced digital wallet provider 170 or sub-wallet-enhanced digital wallet 171. In some embodiments, after the issuer computer 160 receives the subsidy account authorization request, the issuer computer 160 sends an authorization response back to the payment processing network computer 150 to indicate whether the current transaction is authorized (or not authorized).
[0039] In some embodiments, an authorization response may be an electronic message reply to subsidy account authorization request generated by an issuing financial institution, subsidy provider, or a payment processing network that indicates whether the transaction is authorized or not authorized. In some embodiments, the authorization response may include, by way of example only, one or more of the following status indicators: Approval — transaction was approved; Decline — transaction was not approved; or Call Center — response pending more information, merchant must call the toll-free authorization phone number. In some embodiments, authorization response may also include an authorization code, which may be a code provided to the merchant computer 130 that indicates approval or non-approval of the transaction. In someembodiments, sub-wallet-enhanced digital wallet provider 170 of payment processing network computer 150 may generate or forward the authorization response to the merchant. In some embodiments, payment processing network computer 150 then forwards the authorization response message back to access device 120 via merchant computer and acquirer computer 140 following the traditional authorization process.
[0040] In some embodiments, after the merchant computer 130 receives the authorization response, the merchant computer 130 provides the authorization response to user 101. The response message may be displayed by the access device 120, or may be printed out on a physical receipt.
[0041] In some embodiments, after authorization of non-subsidy-specific payment transactions, a normal clearing and settlement process may be conducted by the payment processing network computer 150. In some embodiments, a clearing process is a process of exchanging financial details between an acquirer and an issuer to facilitate posting to a payment card or bank account of user 101.
[0042] FIG. 2 illustrates a block diagram of a mobile device 110 of FIG. 1 in accordance with some embodiments. In this exemplary embodiment, a more detailed view of components of the exemplary mobile device 110 of FIG. 1 is illustrated. In some embodiments, sub-wallet-enhanced digital wallet generation request 441 may include, for example, subsidy provider sub-wallet-enhanced digital wallet information and user sub-wallet-enhanced digital wallet information.
[0057] In some embodiments, the subsidy provider sub-wallet-enhanced digital wallet information may include, for example, subsidy provider account information, subsidy provider subsidy information, etc. In some embodiments, a subsidy provider account is an account, such as a bank account, that is configured to store a subsidy associated with the subsidy prior to being transferred to or pushed to sub-wallet-enhanced digital wallet 171.
[0058] In some embodiments, the subsidy provider account information is information required to transfer or push funds from a subsidy provider account of the subsidy provider requesting the sub-wallet-enhanced digital wallet 171 to the sub-wallet-enhanced digital wallet 171 requested by the subsidy provider. For example, subsidy provider account information may include an account number of a subsidy provider account (or subsidy provider bank account) associated thesubsidy being provided by the subsidy provider, a routing number associated with the subsidy provider account associated with the subsidy being provided by the subsidy provider, a subsidy identification number identifying the subsidy being provided to sub -wallet-enhanced digital wallet 171, etc. In some embodiments, the subsidy provider account (or associated subsidy provider bank account) may be linked to the sub-wallet-enhanced digital wallet 171 such that a subsidy-specific virtual card (e.g., subsidy-specific virtual card 361, subsidy-specific virtual card 362, and / or subsidy-specific virtual card 363) may be generated in the sub-wallet-enhanced digital wallet 171 when a subsidy is pushed to sub-wallet-enhanced digital wallet 171. In some embodiments, the funds associated with the subsidy may be pushed (directly or indirectly) to the subsidy-specific virtual card, enabling the subsidy-specific virtual card to be utilized to fund the sub-wallet-enhanced digital wallet 171 during the purchase of a subsidy-specific good or service. In some embodiments, an interaction between subsidy providers 190 (and associated subsidies 180), and sub-wallet-enhanced digital wallet 171 may occur utilizing a combination of operations performed by the subsidy computers of subsidy providers 180, payment processing network computer 150, issuer computer 160, sub-wallet-enhanced digital wallet provider 170. In some embodiments, as stated previously, a subsidy provider computer is a computer utilized by a subsidy provider that is configured to communicate and perform subsidy provider operations in payment transaction system 100.
[0059] In some embodiments, the subsidy provider subsidy information is information related to the subsidy being provided by the subsidy provider. For example, the subsidy provider subsidy information may include the type of subsidy being provided (e.g., food-specific subsidy, transportation-specific subsidy, etc.), MCC information (e.g., MCCs of the goods and services authorized by the subsidy provider for the subsidy), the duration of the subsidy (e.g., expirationdate of the subsidy), and any other information a subsidy provider deems necessary for generation of the sub-wallet-enhanced digital wallet 171. In some embodiments, the MCC information is merchant category code information associated with goods and services that the user 101 is authorized to purchase. In some embodiments, as stated previously, the MCC information is utilized by, for example, sub-wallet-enhanced digital wallet provider 170, to limit the goods and services purchased by user 101 using sub-wallet-enhanced digital wallet 171 to goods and services authorized by the subsidy provider providing the subsidy to user 101.
[0060] In some embodiments, for example, when a subsidy-specific virtual card (e.g., subsidyspecific virtual card 361), in a subsidy-specific sub-wallet (e.g., subsidy-specific sub-wallet 351), is associated with an MCC code, then the subsidy-specific virtual card (e.g., subsidy-specific virtual card 361) in subsidy-specific sub-wallet associated with the subsidy (e.g., subsidyspecific sub-wallet 351) may be utilized for purchases matching the MCC (or MCCs for multiple purchases).
[0061] In some embodiments, as stated previously, user sub-wallet-enhanced digital wallet information is information associated with user 101 that is required for sub-wallet-enhanced digital wallet provider 170 to generate the sub-wallet-enhanced digital wallet 171. In some embodiments, the user sub-wallet-enhanced digital wallet information may include, for example, personal information of user 101, bank account information of user 101, and payment card information of user 101, etc., as described previously with reference to FIG. 1. In some embodiments, user sub-wallet-enhanced digital wallet information may be provided directly to sub-wallet-enhanced digital wallet provider 170 from a yet-to-be-configured or a pre-configured sub-wallet-enhanced digital wallet 171 installed on mobile device 110. For example, user 101 may install sub-wallet-enhanced digital wallet 171 and as part of the sub-wallet-enhanced digitalwallet 171 installation process, user 101 may input user sub-wallet-enhanced digital wallet information that is provided directly or indirectly via subsidy providers 180 to sub-wallet- enhanced digital wallet provider 170.
[0062] In some embodiments, sub-wallet-enhanced digital wallet generator 420 of sub-wallet- enhanced digital wallet provider 170 receives the sub-wallet-enhanced digital wallet generation request 441 from a subsidy provider of subsidy providers 180 and generates sub-wallet-enhanced digital wallet 171 for the user 101 indicated in the sub-wallet-enhanced digital wallet generation request 441. In some embodiments, sub-wallet-enhanced digital wallet generator 420 generates the sub-wallet-enhanced digital wallet 171 by generating a subsidy-specific virtual card in a subsidy-specific sub-wallet for use by the sub-wallet-enhanced digital wallet 171 and configuring the sub-wallet-enhanced digital wallet 171, subsidy-specific sub-wallet, and subsidyspecific virtual card for use by user 101. In some embodiments, sub-wallet-enhanced digital wallet provider 170 configures the sub-wallet-enhanced digital wallet 171 for use by user 101 by associating the sub-wallet-enhanced digital wallet 171 with the user 101 and the subsidy provider of subsidy providers 180 that have authorized user 101 to utilize a subsidy for subsidy-specific payment transactions. In some embodiments, sub-wallet-enhanced digital wallet provider 170 configures the sub-wallet-enhanced digital wallet 171 according to instructions and information provided in the sub-wallet-enhanced digital wallet generation request 441.
[0063] For example, in some embodiments, sub-wallet-enhanced digital wallet provider 170 configures the sub-wallet-enhanced digital wallet 171 by associating the subsidy-specific subwallet and the corresponding subsidy-specific virtual card with a user identification number (e.g., a number identifying the user 101), a subsidy identification number (e.g., a number that identifies the specific subsidy), and a subsidy provider account that includes the subsidy (e.g., the fundsassociated with the subsidy) provided by the subsidy provider of subsidy providers 180. Tn some embodiments, the subsidy associated with the subsidy-specific sub-wallet and subsidy-specific virtual card is indicated in the sub-wallet-enhanced digital wallet generation request 441 provided to sub-wallet-enhanced digital wallet generator 420.
[0064] In some embodiments, as part of the configuration process, the sub-wallet-enhanced digital wallet 171 is configured by sub-wallet-enhanced digital wallet generator 420 such that a subsidy provider may push the subsidy to the subsidy-specific virtual card of the subsidy-specific sub-wallet of sub-wallet-enhanced digital wallet 171. For example, in some embodiments, the sub-wallet-enhanced digital wallet 171 is configured such that the subsidy provider may use an Original Credit Transfer (OCT) push to an application programming interface (API) of the sub- wallet-enhanced digital wallet 171 to load the funds associated with the subsidy to a subsidyspecific virtual card of a subsidy-specific sub-wallet of the sub-wallet-enhanced digital wallet 171. In some embodiments, an OCT push is a push transaction that involves the subsidy provider providing the subsidy to the sub-wallet-enhanced digital wallet 171 and the payment processing network computer 150. In some embodiments, the subsidy provider may use an OCT push to the API of the sub-wallet-enhanced digital wallet 171 to load the funds associated with the subsidy to a subsidy-specific virtual card of a subsidy-specific sub-wallet of sub-wallet-enhanced digital wallet 171 based on, as stated previously, an MCC, and optionally a business application identifier (BAI). In some embodiments, a BAI is a standardized code used in payment transactions to categorize and identify a specific business application or purpose of the subsidyspecific payment transaction for record-keeping and reporting. In some embodiments, the subsidy may be loaded into the subsidy-specific virtual cards of the subsidy-specific sub-wallets depending on, for example, different or varying MCCs authorized by the subsidy provider.
[0065] In some embodiments, subsidy-specific virtual cards may be assigned a token bank identification number (BIN) from a token bin range provided by the payment processing network computer 150. In some embodiments, for every subsidy-specific payment transaction, subwallet-enhanced digital wallet provider 170 resolves a token bin value associated with the subsidy-specific payment transaction to generate a PAN number, thus making every transaction an off-us (OFUS) transaction. In some embodiments, an OFUS transaction is a payment transaction that must be processed via the sub-wallet-enhanced digital wallet provider 170 of payment processing network computer 150. In some embodiments, utilizing OFUS ensures that every payment transaction executed using sub-wallet-enhanced digital wallet 171 is processed via the sub-wallet-enhanced digital wallet provider 170.
[0066] In some embodiments, the sub-wallet-enhanced digital wallet provider 170 may be configured to maintain a subsidy-specific ledger. In some embodiments, the subsidy-specific ledger is a ledger of the subsidy-specific payment transactions executed using the sub-wallet- enhanced digital wallet 171. In some embodiments, in addition to the subsidy-specific ledger being utilized by the payment processing network, subsidy providers and issuer institutions associated with the subsidy-specific payment transactions may utilize the subsidy-specific ledger. For example, in some embodiments, use of the subsidy-specific ledger by sub-wallet- enhanced digital wallet provider 170 enables issuers and subsidy providers to utilize sub-wallet- enhanced digital wallet provider 170 as a hub for subsidy-specific payment transactions. In some embodiments, the subsidy-specific ledger may be shared by sub-wallet-enhanced digital wallet provider 170 with an issuer (e.g., bank) via issuer computer 160.
[0067] In some embodiments, when a plurality of subsidies are provided by a subsidy provider or subsidy providers of subsidy providers 180, the subsidy-specific virtual card generation 1process may be repeated for additional subsidy-specific sub-wallets that are created for additional subsidies. For example, in some embodiments, additional subsidy providers may push subsidies to sub-wallet-enhanced digital wallet 171 and multiple subsidy-specific sub-wallets may be generated (e g., subsidy-specific sub-wallet 352 and subsidy-specific sub-wallet 353), each subsidy-specific sub-wallet being associated with a specific subsidy by sub-wallet-enhanced digital wallet provider 170.
[0068] In some embodiments, as stated previously with reference to FIG. 1, after the sub-wallet- enhanced digital wallet 171 is generated by sub-wallet-enhanced digital wallet provider 170 and installed onto mobile device 110, user 101 may utilize sub-wallet-enhanced digital wallet 171 of mobile device 110 to conduct both traditional payment transactions and subsidy-specific payment transactions at a merchant utilizing access device 120. For example, in some embodiments, user 101 taps the sub-wallet-enhanced digital wallet 171 of mobile device 110 against an NFC reader in the access device 120 to purchase goods and / or services. In some embodiments, as stated previously, utilizing sub-wallet-enhanced digital wallet 171, user 101 is able to purchase, in addition to non-subsidy-specific goods or services, subsidy-specific goods or services without having to manually select a payment card or other form of payment on mobile device 110. Instead, user 101 simply utilizes sub-wallet-enhanced digital wallet 171 to purchase the subsidy-specific goods or services, and, a subsidy-specific virtual card of sub-wallet- enhanced digital wallet 171 generated by sub-wallet-enhanced digital wallet provider 170 is utilized to fund the sub-wallet-enhanced digital wallet 171 for the purchase of the subsidyspecific goods or services.
