[0003] Wireless communications systems are widely deployed to provide various types of communication content such as voice, video, packet data, messaging, broadcast, and so on. These systems may be capable of supporting communication with multiple users by sharing the available system resources (e.g., time, frequency, and power) . Examples of such multiple-access systems include fourth generation (4G) systems such as Long Term Evolution (LTE) systems, LTE-Advanced (LTE-A) systems, or LTE-A Pro systems, and fifth generation (5G) systems which may be referred to as New Radio (NR) systems. These systems may employ technologies such as code division multiple access (CDMA) , time division multiple access (TDMA) , frequency division multiple access (FDMA) , orthogonal FDMA (OFDMA) , or discrete Fourier transform spread orthogonal frequency division multiplexing (DFT-S-OFDM) . A wireless multiple-access communications system may include one or more base stations, each supporting wireless communication for communication devices, which may be known as user equipment (UE) .

[0053] To support mobility management between cells, a user equipment (UE) may report channel state information for different cells to a network entity that in turn uses the channel state information to select one or more cells for serving the UE. To generate the channel state information for a cell, the UE may measure reference signals from the cell that are conveyed via reference signal resources. As the quantity of cells evaluated by the UE increases, indiscriminate transmission and measurement of reference signals may become overly resource-consuming.

1.An apparatus, comprising:one or more memories storing processor-executable code; andone or more processors coupled with the one or more memories and individually or collectively operable to execute the code to cause the apparatus to:receive a first request to predict, based at least in part on a set of measurement resources associated with a set of cells, one or more quality metrics for a set of prediction target resources;receive a first reference signal via a measurement resource of the set of measurement resources based at least in part on the first request, wherein a predicted quality metric for a prediction target resource is based at least in part on the first reference signal; andtransmit a second request to adjust a transmission rate, of a second reference signal conveyed via a reference signal resource associated with a cell of the set of cells, based at least in part on the reference signal resource being associated with the prediction target resource and based at least in part on the predicted quality metric for the prediction target resource satisfying one or more conditions.2.The apparatus of claim 1, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:receive an indication to report at least a subset of the one or more quality metrics predicted for the set of prediction target resources; andtransmit the predicted quality metric for the prediction target resource based at least in part on the indication.3.The apparatus of claim 2, wherein the predicted quality metric for the prediction target resource is included in a channel state information report that is persistently scheduled, semi-persistently scheduled, or aperiodically triggered.4.The apparatus of claim 1, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:receive information indicating the set of measurement resources, the set of prediction target resources, an association between the set of measurement resources and the set of prediction target resources, or a combination thereof, wherein the predicted quality metric is based at least in part on the information.5.The apparatus of claim 1, wherein the set of cells comprises candidate cells for lower-layer triggered mobility.6.The apparatus of claim 1, wherein the reference signal resource is associated with a same spatial filter as the prediction target resource.7.The apparatus of claim 1, further comprising:receiving an indication of the one or more conditions.8.The apparatus of claim 1, wherein the predicted quality metric comprises an instantaneous reference signal received power (RSRP) , an average RSRP, an instantaneous signal to interference and noise ratio (SINR) , an average SINR, or any combination thereof.9.The apparatus of claim 8, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:generate a determination that the predicted quality metric for the prediction target resource is higher, by a threshold amount, than a highest quality metric measured for the set of measurement resources within a past temporal window, wherein the predicted quality metric is determined to satisfy the one or more conditions based at least in part on the determination.10.The apparatus of claim 8, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:determine, for a set of prediction target resources within a past temporal window, a threshold subset of prediction target resources associated with a subset of predicted quality metrics that are the highest predicted quality metrics within the past temporal window, wherein the predicted quality metric is determined to satisfy the one or more conditions based at least in part on the predicted quality metric being included in the subset of predicted quality metrics.11.The apparatus of claim 8, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:generate a determination that the predicted quality metric for the prediction target resource is higher, by a threshold amount, than a highest quality metric predicted for the set of measurement resources within a future temporal window, wherein the predicted quality metric is determined to satisfy the one or more conditions based at least in part on the determination.12.The apparatus of claim 8, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:determine, for a set of prediction target resources within a future temporal window, a threshold subset of prediction target resources associated with a subset of predicted quality metrics that are the highest predicted quality metrics within the future temporal window, wherein the predicted quality metric is determined to satisfy the one or more conditions based at least in part on the predicted quality metric being included in the subset of predicted quality metrics.13.The apparatus of claim 1, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:determine that a second predicted quality metric for a second prediction target resource associated with a second reference signal resource satisfies the one or more conditions; andtransmit a third request to adjust a transmission rate, of a third reference signal conveyed via the second reference signal resource, based at least in part on the second reference signal resource being associated with the same cell as the reference signal resource.14.The apparatus of claim 1, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:determine that a second predicted quality metric for a second prediction target resource associated with a second reference signal resource satisfies the one or more conditions; andtransmit a third request to adjust a transmission rate, of a third reference signal conveyed via the second reference signal resource, based at least in part on the second reference signal resource being associated with a different cell than the reference signal resource.15.The apparatus of claim 1, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:receive an indication that the prediction target resource is associated with the reference signal resource, wherein the second request comprises an identifier of the reference signal resource.16.The apparatus of claim 1, wherein the second request comprises an identifier of the prediction target resource.17.The apparatus of claim 1, wherein the second request indicates a quantity of times, within a temporal window, that predicted quality metrics for the prediction target resource are higher, by a threshold amount, than a highest quality metric for the set of measurement resources within the temporal window.18.The apparatus of claim 1, wherein the second request indicates, for a temporal window, an average difference between predicted quality metrics for the prediction target resource and a highest quality metric for the set of measurement resources within the temporal window.19.The apparatus of claim 1, wherein the second request indicates a quantity of times, within a temporal window, that the prediction target resource is within a subset of prediction target resources associated with predicted quality metrics that are the highest predicted quality metrics within the temporal window.20.The apparatus of claim 1, wherein the second request indicates a ranking of prediction target resources that are associated with predicted quality metrics that satisfy the one or more conditions.21.The apparatus of claim 1, wherein the second request indicates a transmission periodicity for the reference signal resource.22.An apparatus, comprising:one or more memories storing processor-executable code; andone or more processors coupled with the one or more memories and individually or collectively operable to execute the code to cause the apparatus to:output a first request for a user equipment (UE) to predict, based at least in part on a set of measurement resources associated with a set of cells, one or more quality metrics for a set of prediction target resources, wherein a predicted quality metric for a prediction target resource is based at least in part on a first reference signal output via a measurement resource of the set of measurement resources responsive to the first request; andobtain a second request to adjust a transmission rate, of a second reference signal conveyed via a reference signal resource associated with a cell of the set of cells, based at least in part on the reference signal resource being associated with the prediction target resource and based at least in part on the predicted quality metric for the prediction target resource satisfying one or more conditions.23.The apparatus of claim 22, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:output the reference signal resource an adjusted transmission rate based at least in part on the second request.24.The apparatus of claim 22, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:output an indication for the UE to report at least a subset of the one or more quality metrics predicted for the set of prediction target resources; andobtain the predicted quality metric for the prediction target resource based at least in part on the indication.25.The apparatus of claim 22, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:output information indicating the set of measurement resources, the set of prediction target resources, an association between the set of measurement resources and the set of prediction target resources, or a combination thereof, wherein the predicted quality metric is based at least in part on the information.26.The apparatus of claim 22, wherein the one or more processors are individually or collectively further operable to execute the code to cause the apparatus to:output an indication that the prediction target resource is associated with the reference signal resource, wherein the second request comprises an identifier of the reference signal resource.27.The apparatus of claim 22, wherein the second request comprises an identifier of the prediction target resource.28.The apparatus of claim 22, wherein the second request indicates a transmission periodicity for the reference signal resource.29.A method for wireless communications, comprising:receiving a first request to predict, based at least in part on a set of measurement resources associated with a set of cells, one or more quality metrics for a set of prediction target resources;receiving a first reference signal via a measurement resource of the set of measurement resources based at least in part on the first request, wherein a predicted quality metric for a prediction target resource is based at least in part on the first reference signal; andtransmitting a second request to adjust a transmission rate, of second a reference signal conveyed via a reference signal resource associated with a cell of the set of cells, based at least in part on the reference signal resource being associated with the prediction target resource and based at least in part on the predicted quality metric for the prediction target resource satisfying one or more conditions.30.A method for wireless communications, comprising:outputting a first request for a user equipment (UE) to predict, based at least in part on a set of measurement resources associated with a set of cells, one or more quality metrics for a set of prediction target resources, wherein a predicted quality metric for a prediction target resource is based at least in part on a first reference signal output via a measurement resource of the set of measurement resources responsive to the first request; andobtaining a second request to adjust a transmission rate, of a second reference signal conveyed via a reference signal resource associated with a cell of the set of cells, based at least in part on the reference signal resource being associated with the prediction target resource and based at least in part on the predicted quality metric for the prediction target resource satisfying one or more conditions.
