Description

[0001] "OPERATIONAL METHOD FOR MANAGING REVERSE LOGISTICS OF ELECTRO-ELECTRONIC WASTE."

[0002] TECHNICAL FIELD OF THE INVENTION

[0003]

[0001] The present invention patent deals with an operational method for reverse logistics management of electronic waste - WEEE - designed to comply with Federal Law 12,305 / 2010, which establishes the National Solid Waste Policy (PNRS) - where, notably, said operational method is implemented by computer integrating interface with: (i) domestic consumer user of electronic equipment and requester of collection of electronic waste(s) - WEEE (ii) licensed social user responsible for selective collection on demand of electronic waste(s) - WEEE; (iii) licensed transshipment user receiving the material collected by the social licensee; (iv) user processing industry collecting the material at the licensed transshipment and carrying out the treatment and final disposal of the collected material.

[0004]

[0002] Said operational method manages all the information collected and necessary controls in relation to the shared responsibility in the execution of reverse logistics, from the electronic waste(s) - WEEE - itself, quality and quantity, preservation of the same during the process, financial control, certification of destination and final disposal, all traceable in real time and auditable, being, therefore, an innovative method both for the general public through accessibility via application to contact the forms of collection and correct disposal of their electronic waste, as well as for the cooperatives, associations and collectors who carry out the collection and measure the content, in addition to the collection centers that receive the material collected by the collectors, measure and store the content until collection by the processing industry and this, in turn, complies with law 12.305 / 10 ending the transformation cycle of electronic waste(s) - WEEE.

[0005] HISTORY OF THE INVENTION

[0006]

[0003] According to Federal Law 12,305 / 2010, which establishes the National Solid Waste Policy (PNRS), reverse logistics is characterized "by a set of actions, procedures and means designed to enable the collection and return of solid waste to the business sector, for reuse, in its cycle or in other production cycles, or other environmentally appropriate final destination" (Art. 3, item XII).

[0007]

[0004] In practice, reverse logistics is carried out through systems that promote the collection, reuse, recycling, treatment and / or final disposal of waste generated after the consumption of various products, whether the product itself is no longer in use or its packaging is discarded.

[0008]

[0005] Law 12,305 / 10 established shared responsibility for the life cycle of products, defining that all actors in production, sales and consumption have their individual responsibility linked to the next stage of the cycle where consumers must return their products after the end of their useful life to traders or distributors; traders and distributors must deliver the products received to manufacturers or importers; manufacturers or importers must ensure an environmentally appropriate destination for the products received.

[0009]

[0006] Among the products listed in the aforementioned Law are electronic products, which are those whose operation depends on the use of electric current or electromagnetic fields and can be divided into four categories, namely: (i) white goods (refrigerators, stoves, air conditioners); (ii) brown goods (monitors and televisions, DVD players, audio players, camcorders); (iii) blue goods (mixers, blenders, irons, drills, vacuum cleaners, coffee makers); and (iv) green goods (computers, computer accessories, tablets and cell phones).

[0010]

[0007] At the end of their useful life, these products are considered electrical and electronic waste (EEE), composed of a variety of materials such as plastics, glass, electronic components, and more than twenty types of heavy metals and others. These materials are often arranged in layers and subcomponents held together by solder or glue. Extracting each of them requires a different procedure. Therefore, separating them for processing and eventual recycling is much more complex than that of aluminum cans, glass bottles, and other materials.

[0011]

[0008] Similarly, all companies are required by law to have a Solid Waste Management Program (SWMP), meaning they must properly dispose of waste from their production processes. Companies can do this by contracting third-party companies specialized in waste treatment. When this happens, the receiving company (which must hold the appropriate licenses) issues the contracting company a Final Destination Certificate. This certificate does not have a standard format but is accepted for verification purposes (accompanied by the appropriate invoices) with environmental agencies.

[0012]

[0009] The fact that a company has a Final Destination Certificate does not exclude the obligation of the Solid Waste Management Program - PGRS -, since they are two different and non-exclusive obligations.

[0013]

[0010] Currently, there are companies on the market that partially perform the operational activities of the solid waste management cycle and whose accessibility is also through virtual platforms.

[0014]

[0011] Although these companies offer the recovery of electronic waste - WEEE - the biggest problem is that these platforms do not provide operations that enable the completion of the full recovery cycle, that is, they either lack legal concern for the correct disposal of waste or lack knowledge or connection with the National Solid Waste Policy (PNRS) and environmental certificate, among other drawbacks.

[0015] ANALYSIS OF THE STATE OF THE TECHNIQUE

[0016]

[0012] In a search carried out in specialized databases, documents were found referring to the operational method for managing reverse logistics of electronic waste, as presented in document no. BR 10.2022.011520-6, which is based on the detailed measurement of the quantity of waste generated from the volume and material discarded by the end consumer, after the consumption of industrialized products, with the registration of collectors, generating establishments, transporters, georeferenced recycling plants. In an adequate flow of proof so that the manufacturer can take advantage of this technology, and the pre-established protocols between manufacturer, collector, transportation, delivery to the recycling plant and, finally, the issuance of proof of reverse logistics must be respected.

[0013] Document no. BR 10.2022.011517-6 reveals that software with a specific algorithm will analyze industry data and sales, the results of which will allow determining a specific location for the installation of large waste disposal bins, considering regional consumption and disposal. The software will allow end users to request collection of products that generate waste, with collectors dispatched to the requested location to collect the waste in bins positioned at georeferenced locations based on waste generation volume. The entire process is controlled by tracking software.

[0017]

[0014] Document no. BR 10 2022 012420-5 reveals a personalized reverse logistics service system, which aims to bring convenience and ease to consumers and e-commerce sellers when they need help returning purchased merchandise, through contact on social networks and applications, providing the day, place and time for collection (as defined by the customer) and not by the service provider, a document that guarantees and safeguards the customer-consumer, store seller and BeWee of which product will be part of the service;carrier identification, this gives the customer security to deliver to us the product he purchased online, the identification of the product and the customer, in the BeWee system, the correct packaging of the product with all the necessary data for posting, the correct identification of the packaging, posting using the post office or not, to return the product defined by the buyer (our customer) to the seller / storekeeper, and finally the sending of the proof to the customer, with this our service will be carried out and finalized.;

[0018]

[0015] Thus, it is a fact that the documents cited in the paragraphs above, despite belonging to the same field of application, do not present all the characteristics of the method now improved, thus ensuring that it meets the legal requirements for patentability.

[0019] OBJECTIVES OF THE INVENTION

[0020]

[0016] The objective of the invention is to present an operational method for managing reverse logistics of electronic waste - WEEE - designed to comply with Federal Law 12,305 / 2010, which establishes the National Solid Waste Policy (PNRS) and which integrates all phases of reverse logistics, connecting all users such as domestic consumers, social licensees, transshipment licensees and processing industries, as well as ensuring the final disposal of the collected material and compliance with Law 12,305 / 10.

[0021]

[0017] Another advantage lies in the fact that the operational method manages all the necessary information and controls regarding shared responsibility in the execution of reverse logistics, from the electronic waste(s) - WEEE - itself, quality and quantity, preservation of the same during the reverse logistics process, financial control, certification of destination and final disposal, all traceable in real time and auditable, being, therefore, an innovative method both for the general public who, through an application, contacts the ways of collecting and correctly disposing of their electronics, as well as for the cooperatives, associations and collectors who carry out the collection and measure the content, in addition to the collection centers that receive the material collected by the collectors, measure and store the content until collection by the processing industry.

[0022]

[0018] Another advantage lies in the fact that the method in question integrates with the licensed social user responsible for the selective collection on demand of electronic waste(s) - WEEE, that is, "collector", enabling real-time route tracking available in the application.

[0023]

[0019] Another advantage lies in the fact that the method in question does not burden the consumer, social licensee (collector) and transshipment licensee (collection center), who are the basic actors in the entire reverse logistics system operation.

[0024]

[0020] Another advantage lies in the fact that the method generates certification of destination and final disposal of waste and traceability of collection data, in addition to allowing auditability of data and processes and privacy of personal data.
