2. The method of claim 1, wherein each output picture includes an output picture derived for a GFV supplemental enhancement information (SEI) message with a GFV base picture flag (gfv_base_pic_flag) equal to 1.
3. The method of any of claims 1-2, wherein an output order of GFV-output pictures corresponding to GFV SEI messages in a picture unit with a same GFV identification (gfv_id) value and different GFV count (gfv_cnt) values shall be in increasing order of the gfv_cnt values.

The method of any of claims 1-3, wherein for any two pictures (picA and picB), wherein the picA precedes the picB in the output order, any GFV-output picture corresponding to a GFV SEI message with a particular GFV identification (gfv_id) value and associated with the picA shall precede, in the output order, any GFV-output picture corresponding to a GFV SEI message with the particular GFV identification (gfv_id) value and associated with the picB.
