1.A charging device for an electric or hybrid vehicle, characterized by comprising:a charging socket (1) provided with a channel for insertion of a charging plug thereinto;a locking device (2) comprising a locking element (21) and a driving device (22) for driving the locking element (21) , wherein the locking element (21) is configured to be moved by the driving device (22) between a locked position and an unlocked position, and wherein in the locked position, the locking element (21) extends into the channel to lock the charging plug with respect to the charging socket (1) , and in the unlocked position, the locking element (21) releases the charging plug; anda sealing component (23) provided at the locking element (21) and configured to seal around the locking element, so as to prevent water from entering the driving device (22) .2.The charging device according to claim 1, characterized by further comprising a water gathering and draining device (3) arranged between the charging socket (1) and the locking device (2) , wherein the charging socket (1) is further provided with a draining opening (11) communicating the channel with the water gathering and draining device (3) .3.The charging device according to claim 2, characterized in that the charging socket (1) is provided with a first opening (12) through which the locking element (21) passes to enter the channel, and a housing of the driving device (22) is provided with a second opening (221) for the locking element (21) to pass through; the sealing component (23) comprises a flexible bellows (231) sleeved outside the locking element (21) and extending between the first opening (12) and the second opening (221) , a first end of the bellows (231) surrounding the first opening (12) and a second end opposite to the first end surrounding the second opening (221) .4.The charging device according to claim 3, characterized in that the sealing component (23) further comprises a securing ring (232) arranged radially outside the first end of the bellows (231) for securing the bellows (231) to the locking element (21) .5.The charging device according to claim 3 or claim 4, characterized in that the water gathering and draining device (3) comprises a housing (31) and a drainage pipe (32) integrated with the housing (31) .6.The charging device according to claim 5, characterized in that the second end of the bellows (231) comprises a flange (2311) fixed between the housing (31) of the water gathering and draining device (3) and the housing of the driving device (22) .7.The charging device according to any one of claims 2-4 and 6, characterized by further comprising a seal (4) arranged at an interface between the charging socket (1) and the housing (31) of the water gathering and draining device (3) .8.The charging device according to any one of claims 3-4 and 6, characterized in that the locking element (21) is formed with a groove (211) and the bellows (231) is provided with a protrusion (2312) inserted into the groove.9.The charging device according to any one of claims 1-4 and 6, characterized in that the locking device (2) is disposed below the charging socket (1) .10.The charging device according to claim 9, characterized by meeting the North American Charging Standard (NACS) .
