[0001] Various example embodiments relate to the field of communication and in particular, to methods, devices, apparatuses and a computer readable storage medium for measurement reporting.BACKGROUND

[0002] A communication network can be seen as a facility that enables communications between two or more communication devices, or provides communication devices access to a data network. A mobile or wireless communication network is one example of a communication network.

[0040] In 3GPP release 19, the enhancements for NR and MR-DC RRM requirements is studied. The objective is frequency range 2-1, FR2-1, synchronization signal block, SSB based layer 3, L3, measurement delay reduction. To this end, carrier specific scaling factor (CSSF) optimization is to be considered for UE not in multiple-Rx simultaneous reception mode. The CSSF values are derived to scale the measurement delay requirements when UE is configured to monitor multiple measurement objects in NR CA or MR-DC scenarios. Taking NR carrier aggregation, CA, as example as below, the CSSF values for Secondary Component Carrier (SCC) are determined based on the number of configured secondary cells, SCells with L3 measurements. That is, the higher number of SCCs are configured with L3 measurements, the more time UE needs to measure the configured SCCs and hence a longer measurement delay is expected. The reason behind is that a UE is only required to have a limited searcher capacity and assumed using single searcher for the measurements on all SCCs hence the searcher needs to be shared.

[0041] In order to reduce the CSSF, the most popular idea is to minimize the measurements on serving CCs e.g. to measure only one serving CC per band. There are different candidate solutions how to determine the CC to be measured on one band e.g. predefined CC or up to UE implementation, or up to network configuration. In any case, this CSSF optimization implies new UE measurement behavior and will impact the radio resource management, RRM requirements relevant to the UE measurements.

[0043] While optimized CSSF is targeted in release 19, this introduces new measurement behaviour by measuring a smaller number of serving CCs in a band e.g. only measure one serving PCC (primary CC) per FR2 band. According to TS 38.331, the measurements on serving cells are configured by the network via measConfig and servingCellMO. In particular, if a UE is configured with servingCellMO on a SCell, it is expected to measure the associated measObjectID as indicated in measConfig. Otherwise, the UE is not expected to measure on the SCell. Hence the optimized CSSF can be achieved by network configuration e.g., only one servingCellMO is configured on one SCC and no MOs are configured on the other SCCs, if multiple serving or secondary CCs are in the same band.

[0044] However, while this enables reduced measurement delay, the UE cannot trigger any measurement reporting for the carriers not configured with MOs, as the measurement reporting configuration configured by reportConfig needs to be linked with a measurement object (MO) by a Measurement identity (MeasId) . The UE will trigger the measurement reporting for each of the MeasId. Since for example a handover is likely to be based on the measurement reporting from the UE including the potential target cell, and the UE requirements are conditioned on UE having sent a measurement report for the target cell, there is benefit in having UE being able to trigger the measurement reporting for the carriers not (being) measured or not configured with MOs, in order to ensure the mobility performance. Additionally, there is another network benefits in still ensuring UE to report from Objects (serving or not) even if they are not measured. Having UE triggered reports from such not measured Objects ensures that minimum impact on the network side as there would be no need to change the already implemented HO algorithms and procedures to adapt to performing HO to cell for which a measurement report has not been received. Hence, there is a need to both reduce the UE measurement burden and requirements for the scenario under discussion (e.g. intra-band collocated Objects (serving or not) ) , while minimizing the network implementation impact and the system performance (e.g. HO interruption delay) .

orthe first cell is determined as the reference cell.9.The terminal device of any of claims 1-8, wherein the first cell is determined as the reference cell based on a network configuration.10.The terminal device of any of claims 1-8, wherein:the second cell is a secondary cell of the terminal device;the first cell and the second cell are neighbor cells of the terminal device; orone of the first cell or the second cell is a primary cell or secondary cell of the terminal device, and the other one of the first cell or the second cell is a neighbor cell of the terminal device.11.A network device comprising:at least one processor; andat least one memory storing instructions that, when executed by the at least one processor, cause the network device at least to:transmit, to a terminal device, configuration information for (i) performing a measurement on a first cell and (ii) transmitting a measurement report for a second cell based on at least one measurement result of the first cell, wherein the second cell is not to be measured by the terminal device; andreceive, from the terminal device, the measurement report for the second cell.12.The network device of claim 11, wherein the first cell is determined as a reference cell, and at least one measurement result of the reference cell is to be reused for the second cell which is not measured, the configuration information comprises:first information for configuring performing a measurement on the first cell including a first measurement object for the first cell;second information for configuring a second measurement object for the second cell, wherein the second information further indicates that no measurement is to be performed on the second measurement object.third information for configuring a measurement identity for the second cell by linking the second measurement object with a reporting configuration.13.The network device of claim 11, wherein the first cell is determined as a reference cell, and at least one measurement result of the reference cell is to be reused for the  second cell which is not measured, the configuration information comprises:first information for configuring performing a measurement on the first cell including a first measurement object for the first cell;second information for configuring no second measurement object for the second cell; andthird information for configuring a measurement identity for the second cell by linking the first measurement object and / or a carrier index or cell identity of the second cell with a reporting configuration.14.The network device of claim 11, wherein the configuration information comprises:first information for configuring performing a measurement on the first cell including a first measurement object for the first cell;second information for configuring the first cell as a reference cell to the second cell, wherein the second information is inside or outside the first measurement object and at least one measurement result of the reference cell is to be reused for the second cell which is not measured; andthird information for configuring a measurement identity for the second cell by linking the first measurement object and / or a carrier index or cell identity of the second cell with a reporting configuration for the second cell.15.The network device of claim 11, wherein:the configuration information comprises a reporting configuration for the second cell, andthe reporting configuration indicates that the measurement report for the second cell is to be transmitted based on the at least one measurement result of the first cell.16.The network device of any of claims 11-15, wherein the network device is further caused to:receive, from the terminal device, capability information indicating that the terminal device is capable of an optimized carrier specific scaling factor (CSSF) or capable of transmitting the measurement report for the second cell which is not measured.17.The network device of any of claims 11-16, wherein the first cell and the second  cell are on a same band and the first cell is a primary cell or a secondary cell of the terminal device; and / orthe first cell is determined as the reference cell.18.The network device of any of claims 11-17, wherein the first cell is determined as the reference cell based on a network configuration.19.The network device of any of claims 11-18, wherein:the second cell is a secondary cell of the terminal device;the first cell and the second cell are neighbor cells of the terminal device; orone of the first cell or the second cell is a primary cell or secondary cell of the terminal device, and the other one of the first cell or the second cell is a neighbor cell of the terminal device.20.A method comprising:performing a measurement on a first cell to obtain at least one measurement result; andtransmitting, based on the at least one measurement result of the first cell, a measurement report for a second cell which is not measured.21.A method comprising:transmitting, to a terminal device, configuration information for (i) performing a measurement on a first cell and (ii) transmitting a measurement report for a second cell based on at least one measurement result of the first cell, wherein the second cell is not to be measured by the terminal device; andreceiving, from the terminal device, the measurement report for the second cell.22.An apparatus comprising:means for performing a measurement on a first cell to obtain at least one measurement result; andmeans for transmitting, based on the at least one measurement result of the first cell, a measurement report for a second cell which is not measured.23.An apparatus comprising:means for transmitting, to a terminal device, configuration information for (i) performing a measurement on a first cell and (ii) transmitting a measurement report for a second cell based on at least one measurement result of the first cell, wherein the second cell is not to be measured by the terminal device; andmeans for receiving, from the terminal device, the measurement report for the second cell.24.A computer readable medium comprising program instructions that, when executed by an apparatus, cause the apparatus to perform at least the method of claim 20 or 21.
