[0001] The present invention relates to a cosmetic composition comprising a menthol-based and non-menthol-based cooling agent as a cooling ingredient, and more particularly, to a cosmetic composition that exhibits an excellent cooling effect and forms a transparent formulation by stabilizing a high content of menthol-based and non-menthol-based cooling agent through a combination of specific solubilizers.
