A communication method executed by a network node, comprising the steps of: receiving a first message including configuration information related to an energy efficiency policy from a first network node; receiving a second message including subscriber information including information related to energy efficiency from a second network node; deriving rules related to policy and charging control and an energy efficiency level value related to energy efficiency of access management based on the configuration information and the subscriber information; and transmitting a third message including the rules related to policy and charging control and the energy efficiency level value to a fourth network node having access management function via a third network node having session management function.
