Claims

1. A terminal device comprising: a communication unit having the function of performing wireless communication in a first capability state and the function of performing wireless communication in a second capability state higher than the first capability state; and a communication control unit that causes the communication unit to perform wireless communication in the first capability state when notification information received by the communication unit from an access network device includes information indicating a specific area, and causes the communication unit to perform wireless communication in the second capability state when the notification information does not include information indicating the specific area.

The terminal device of claim 1, wherein the communication control unit causes the communication unit to transmit first capability information indicating the capability of the communication unit in the first capability state to the access network device when the notification information includes information indicating the specific area, and causes the communication unit to transmit second capability information indicating the capability of the communication unit in the second capability state to the access network device when the notification information does not include information indicating the specific area.

The terminal device of claim 2, wherein the communication control unit, when the notification information includes information indicating the specific area, transmits the first capability information to the access network device, and causes the communication unit to perform wireless communication in the first capability state, on condition that instruction information to perform wireless communication in the first capability state is received from the access network device; and, when the notification information does not include information indicating the specific area, transmits the second capability information to the access network device, and causes the communication unit to perform wireless communication in the second capability state, on condition that instruction information to perform wireless communication in the second capability state is received from the access network device.

A terminal device as described in any one of claims 1 to 3, wherein the specific area is an area where information regarding the location of the terminal device is provided, and the communication control unit causes the communication unit to transmit location information of the terminal device in the first capability state when the notification information includes information indicating the specific area.

5. The terminal device according to claim 4, wherein the specific area is an area in which information regarding risks in the vicinity of the terminal device is provided.

6. The terminal device according to claim 4 or 5, wherein the terminal device is movable together with traffic participants, and the specific area is an area in which information regarding traffic risks around the terminal device is provided.

7. The terminal device according to claim 6, further comprising a warning control unit that performs control to output warning information to the traffic participants when the communication unit receives information indicating that a traffic risk exists around the terminal device.

A terminal device as described in claim 6 or 7, wherein the communication control unit causes the communication unit to start wireless communication in the second capability state when the risk around the terminal device exceeds a predetermined height while the communication unit is performing wireless communication in the first capability state.

A terminal device described in any one of claims 4 to 8, wherein the communication control unit, when transmitting information with a larger data volume than the location information of the terminal device while the communication unit is performing wireless communication in the first capability state, causes the communication unit to transmit information with a larger data volume than the location information in the second capability state.

10. A terminal device described in any one of claims 1 to 7, wherein the communication control unit causes the communication unit to perform intermittent communication in the first capability state when the notification information includes information indicating the specific area.

The terminal device described in claim 10, wherein the specific area is an area where information regarding risks in the vicinity of the terminal device is provided, and the communication control unit, when intermittent communication is being performed by the communication unit in the first capability state, changes the communication interval in the intermittent communication to a shorter interval the higher the risk in the vicinity of the terminal device.
