Further discussion2.1 Video coding standards
[0023] Video coding standards have evolved primarily through the development of International Telecommunication Union (ITU) telecommunication standardization sector (ITU-T) and International Organization for Standardization (ISO) / International Electrotechnical Commission (IEC) standards. The ITU-T produced H.261 and H.263. ISO / IEC produced motion picture experts group (MPEG)-1 and MPEG-4 Visual, and the two organizations jointly produced the H.262 / MPEG-2 Video and H.264 / MPEG-4 Advanced Video Coding (AVC) and H.265 / high efficiency video coding (HEVC) [1] standards. Since H.262, the video coding standards are based on the hybrid video coding structure wherein temporal prediction plus transform coding are utilized. The Versatile Video Coding (WC) standard (ITU-T H.266 | ISO / IEC 23090-3) [2] and the associated Versatile Supplemental Enhancement Information for coded video bitstreams (VSEI) standard (ITU-T H.274 | ISO / IEC 23002-7) [3] are designed for use in a maximally broad range of applications, including both the simple uses such as television broadcast, video conferencing, or playback from storage media, and also more advanced use cases such as adaptive bit rate streaming, video region extraction, composition and merging of content from multiple coded video bitstreams, multiview video, scalable layered coding, and viewport-adaptive 360° immersive media.2.2 SEI messages in general and in WC

However, an neural -network post-processing filter (NNPF) can only be activated by an neural-network post-filter activation (NNPFA) SEI message, therefore in an SPO SEI message it w ould never be useful to indicate an SEI message type corresponding to an NNPFC SEI message. Therefore, the SEI payloadTy pe value of the NNPFC SEI message should not be included in these lists.

In other words, the payloadType value of the FPA SEI message is included in the lists SeiProcessingOrderSeiList and SpoProcessSeiList. a. In the context of WC, HEVC, or AVC the payloadType value 45 is included in the lists SeiProcessingOrderSeiList and SpoProcessSeiList. b. In one example, it is specified that, when an SPO SEI message includes an SEI message type corresponding to an FPA SEI message, the prefix indication shall be present to include at least the complete syntax element of the frame packing type (i.e., fp arrangement type), and the value of syntax element of the frame packing type shall be equal to 3 or 4 (i.e., disallowing type 5, the temporal interleaving packing type to be indicated by an SPO SEI message). c. In one example, it is specified that, when an SPO SEI message includes an SEI message type corresponding to an FPA SEI message, the FPA SEI messages associated with pictures in the persistence scope of the SPO SEI message shall have the syntax element of the frame packing type (i.e., fp arrangement type) equal to 3 or 4 (i.e., disallowing type 5, the temporal interleaving packing type to be present when the FPA SEI pay loadType is indicated by an SPO SEI message).3) To solve problem 3, in one example, it is specified that, when an SPO SEI message includes a first SEI message type (say, the i-th SEI message type) corresponding to an ERP SEI message and a second SEI message type (say, the j-th SEI message type, with i and j being two different non-negative integer values) corresponding to a RWP SEI message, it is required that po_sei_processing_order[ i ] shall be greater than po_sei_processing_order[ j ]. a. In one example, furthermore, it is specified that, when an SPO SEI message includes a first SEI message type (say, the i-th SEI message type) corresponding to an ERP SEI message, a second SEI message type (say, the j-th SEI message type) corresponding to an FPA SEI message, and a third SEI message type (say, the k-th SEI message ty pe, with i, j, and k being three different non-negative integer values) corresponding to a RWP SEI message, it is required that po_sei_processing_order[ i ] shall be greater than po_sci_proccssing_ordcr[ j ] and po_sci_proccssing_ordcr[ j ] shall be greater than po_sei_processing_order[ k ]. c. In one example, furthermore, it is specified that, when an SPO SEI message includes a first SEI message type (say, the i-th SEI message type) corresponding to a GCMP SEI message, a second SEI message type (say, the j-th SEI message type) corresponding to an FPA SEI message, and a third SEI message type (say, the k-th SEI message type, with i, j, and k being three different non-negative integer values) corresponding to a RWP SEI message, it is required that po sei processing orderf i ] shall be greater than po_sei_processing_order[j ] and po_sei_processing_order[ j ] shall be greater than po_sei_processing_order[ k ]. d. In one example, furthermore, it is specified that, when an SPO SEI message includes a first SEI message type (say, the i-th SEI message type) corresponding to an ERP SEI message and a second SEI message type (say, the j-th SEI message type, with i and j being two different non-negative integer values) corresponding to an FPA SEI message, it is required that po_sei_processing_order[ i ] shall be greater than po_sei_processing_order[ j ]. e. In one example, furthermore, it is specified that, when an SPO SEI message includes a first SEI message type (say, the i-th SEI message type) corresponding to a GCMP SEI message and a second SEI message type (say, the j-th SEI message type, with i andj being two different non-negative integer values) corresponding to an FPA SEI message, it is required that po_sei_processing_order[ i ] shall be greater than po_sei_processing_order[ j ]. f. In one example, furthermore, it is specified that, when an SPO SEI message includes a first SEI message type (say. the i-th SEI message type) corresponding to an SEI message for projection and a second SEI message type (say, the j-th SEI message type, with i andj being two different non-negative integer values) corresponding to an SEI message for packing, it is required that po_sei_processing_order[ i ] shall be greater than po_sei_processing_order[j ]. ) To solve problem 4, in one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to a particular SEI message for which the sy ntax includes a persistence cancel flag, po_sei_prefix_flag[ i ] is equal to 1, and the SEI prefix indication for this SEI message type includes the persistence cancel flag, it is required that the value of the persistence cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0.a. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to an NNPFA SEI message, po_sei_prefix flag [ i ] is equal to 1 , and the SEI prefix indication for this SEI message type includes nnpfa cancel flag, it is required that the value of nnpfa cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0. b. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to an FPA SEI message, po_sei_prefix_flag[ i ] is equal to 1, and the SEI prefix indication for this SEI message type includes fp arrangcmcnt canccl flag, it is required that the value of fp arrangement cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0. c. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to a film grain characteristics SEI message, po_sei_prefix_flag[ i ] is equal to 1. and the SEI prefix indication for this SEI message type includes fg characteristics cancel flag, it is required that the value of fg characteristics cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0. d. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to a colour transform information SEI message, po_sei_prefix_flag[ i ] is equal to 1, and the SEI prefix indication for this SEI message type includes colour transform cancel flag, it is required that the value of colour transform cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0. e. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to a content colour volume SEI message, po_sei_prefix_flag[ i ] is equal to 1, and the SEI prefix indication for this SEI message type includes ccv cancel flag, it is required that the value of ccv cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0. f. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to an ERP SEI message. po_sei_prefix_flag[ i ] is equal to 1, and the SEI prefix indication for this SEI message type includes erp cancel flag. it is required that the value of erp cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0. g. In one example, it is specified that, when an SPO SEI message includes an SEI message type (say, the i-th SEI message type) corresponding to a GCMP SEI message, po_sei_prefix_flag[ i ] is equal to 1, and the SEI prefix indication for this SEI message type includes gcmp cancel flag, it is required that the value of gcmp cancel flag included in the SEI prefix indication for this SEI message type shall be equal to 0.h.
