AI Technical Summary

Technical Problem

Existing 5G New Radio (NR) networks face challenges in efficiently managing handovers through traditional layer 3 (L3) signaling, which can cause latency and overhead, and there is a need to support conditional lower layer triggered mobility (LTM) for seamless cell switches without network intervention.

Method used

The introduction of conditional LTM allows user equipment (UE) to evaluate and initiate cell switches based on configured conditions, using layer 1 (L1) measurements and signaling, reducing latency by enabling RACH-less or RACH-based transitions to candidate cells with UE-based timing advance and beam configuration.

Benefits of technology

Conditional LTM enables efficient, low-latency handovers by allowing UE to autonomously trigger cell changes based on predefined conditions, minimizing network intervention and maintaining network connectivity.

[0013] The example embodiments may be further understood with reference to the following description and the related appended drawings, wherein like elements are provided with the same reference numerals. The example embodiments relate to operations to support conditional lower layer triggered mobility (LTM) .

[0014] The example embodiments are described with regard to a user equipment (UE) . However, reference to a UE is merely provided for illustrative purposes. The example embodiments may be utilized with any electronic component that may establish a connection to a network and is configured with the hardware, software, and / or firmware to exchange signaling and / or data with the network. Therefore, the UE as described herein is used to represent any electronic component.

[0015] The example embodiments are also described with reference to a 5G New Radio (NR) network. However, reference to a 5G NR network is merely provided for illustrative purposes. The example embodiments may be utilized with any network implementing handover functionalities similar to those described herein. Therefore, the 5G NR network as described herein may represent any type of network implementing functionalities similar to the 5G NR network, e.g., 5G-Advanced networks, 6G networks, etc.

[0016] The example embodiments are further described with regard to handover (HO) . A traditional handover is performed by L3 (RRC) and may be initiated by a UE or by a serving cell. In UE-initiated HO, the UE may evaluate various predefined conditions in view of its radio resource management (RRM) measurements and, when the conditions are met, may request a HO.  The serving cell receiving the HO request may evaluate whether a handover should be performed for the UE based on various potential factors, including the RRM measurements reported by the UE. If it is determined that a handover should be performed, the serving cell initiates the handover process. In network-initiated HO, the serving cell may determine the handover should be performed without first receiving the UE request, e.g., for purposes such as load balancing or radio resource optimization. The serving cell (source cell) may select a target cell and the target cell may be prepared for HO of the UE. The serving cell may then transmit a handover command to the UE via radio resource control (RRC) reconfiguration and provide parameters for the target cell so that the UE may switch to the target cell without significant interruption to the network connection, e.g., without requiring an RRC reestablishment procedure.

[0017] The example embodiments are further described with regard to conditional handover (CHO) . Conditional handover (CHO) relates to operations in which the network provides the UE a list of one or more candidate target cell (s) for CHO and a corresponding configuration for these target cell (s) , which are prepared for handover in advance. For each target cell, the source gNB provides at least one condition for the UE to perform CHO. The condition (s) may relate to a radio quality for the source cell and / or the target cell as determined by the UE, e.g., whether the radio conditions on the current serving cell fall below a threshold RSRP / RSRQ / SINR, determine whether the radio conditions of a neighbor cell meet a threshold RSRP / RSRQ / SINR, and / or whether a differential between the radio conditions on the serving cell and the neighbor cell meet a threshold RSRP / RSRQ / SINR. The UE performs measurements on the  serving / target cells and, when the condition is satisfied for a target cell, the UE starts CHO and applies the preconfigured target cell configuration immediately. With CHO, the UE is able to execute the handover process without the involvement of the source cell, e.g., even when a radio quality of the connection with the source cell has degraded such that a source cell-initiated handover is not possible.

[0018] For HO and CHO, the UE can measure L3 radio conditions, e.g., cell quality conditions, such as RSRP, RSRQ, SINR, hysteresis, and offset for the current serving cell and / or candidate cells and evaluate a configured measurement event or combination of measurement events including, e.g., Events A1, A2, A3, A4, A5, A6 (intra-RAT measurement events) , Events B1, B2 (inter-RAT measurement events) , and Event-T (time) , Event-D (distance) (non-terrestrial network (NTN) measurement events) . In HO, the UE reports the event (or combination of events) while in CHO, the UE can initiate the CHO when the event (or combination of events) is detected. To provide some illustrative examples, Event A3 comprises a configured candidate cell becoming offset better than the serving cell; Event A4 comprises a configured candidate cell becoming better than a RSRP / RSRQ / SINR threshold; Event A5 comprises the serving cell becoming worse than a first threshold and a candidate cell becoming better than a second threshold.

[0019] As described above, a handover may be triggered by layer 3 (L3) measurements and is performed via radio resource control (RRC) signaling. The L3 handover may cause reconfiguration of upper layers (e.g., RRC or PDCP) and / or resetting of lower layers (e.g., PHY or MAC) .

[0020] Lower layer triggered mobility (LTM) was introduced in Rel-18 to support a serving cell switch via L1 or L2 signaling. In LTM, a reconfiguration of upper layers is not required and minimal changes are made to the configuration of the lower layers, thus reducing the latency and overhead of the handover process.

[0021] In Rel-18, a LTM switch may be triggered by a L2 LTM Cell Switch Command MAC-CE. The LTM switch of Rel-18 is for intra-CU (centralized unit) only. Because the CU remains the same, there is no change in security keys or context and no change in PDCP. The LTM switch may be inter-DU (distributed unit) (RLC and MAC reset) or intra-DU (MAC reset alone) . The UE confirms the L2 trigger with a L3 RRC message (RRCReconfigComplete) . No RRC messages to the UE are expected between LTM cell switches, even for subsequent LTM switches.

[0022] Fig. 1 shows a signaling diagram 100 for lower layer triggered mobility (LTM) according to Rel-18 procedure. The signaling diagram 100 includes a UE 101 and a gNB 102. In this example, the gNB 102 deploys multiple cells via one or more distributed units (DU) controlled by a single CU. The gNB 102 can provide a first one of the cells as a serving cell for the UE 101 and configure one or more of the cells as LTM candidate cells for the UE 101. The LTM procedure generally comprises an LTM preparation phase 110, an early sync phase 120, an LTM cell switch execution phase 130 and a LTM cell switch completion phase 140.

[0023] In the LTM preparation phase 110, the UE 101 in the RRC Connected state (111) in a first serving cell of the gNB 102 transmits a RRM measurement report (112) . Based on the RRM measurement report (and / or other considerations) , the gNB 102  can decide to configure one or more LTM candidate cells for the UE 101 and initiate LTM candidate preparation (113) . The gNB 102 provides an LTM configuration including one or more candidate LTM cells and LTM measurement resources to the UE 101 in a RRC reconfiguration (114) , to be described in greater detail below with regard to Fig. 2. The LTM L1 measurement is configured in LTM-config. The UE 101 stores the LTM configuration and transmits a RRC reconfiguration complete (115) .

[0024] In the early sync phase 120, the UE 101 performs DL sync with the LTM candidate cell (s) (121) . Optionally, the gNB 102 may use the MAC CE to inform the UE 101 of activated and deactivated TCI states of the LTM candidate cell (s) . The UE 101 may perform UL Sync with the LTM candidate cell (s) (122) by UE-based TA measurement or by network-triggered early sync to LTM candidate cell (s) . In the network-triggered early sync, the gNB 102 uses a PDCCH order to trigger the UE 101 to perform CFRA in LTM candidate cell and the UE 101 transmits the RACH preamble (Msg1) to the indicated cell. In this case, the UE does not receive a random access response (RAR) (Msg2) or any further RACH messages and does not maintain a TATimer. The network can acquire the TA and provide the TA to the UE 101 in the LTM cell switch command.

[0025] In the LTM cell switch execution phase 130, the UE 101 performs L1 LTM measurements on the LTM candidate cell (s) and transmits an L1 measurement report to the gNB 102 (131) . Based at least in part on the measurement report, the network decides to execute LTM (132) and transmits a LTM Cell Switch Command MAC CE to UE (133) . The UE detaches from the source cell and applies the target cell configuration (134) . If the UE does not  have a valid TA in the indicated target cell then the UE performs RACH in the target cell (135) . Otherwise, the UE performs UL transmission according to CG / DG schedule to transmit the RRCReconfigComplete message.

[0026] In the LTM completion phase 140, the UE updates the current serving cell configuration and keeps LTM-config for the subsequent LTM procedure (141) . For LTM failure handling, the UE starts a handover failure (HOF) timer when receiving LTM CS command, and when HOFTimer expires the UE declares the HOF and initiates a CBRA based LTM completion message in the target cell.

[0027] Fig. 2 shows a RRC configuration structure 200 for LTM according to Rel-18 procedure. The RRC reconfiguration can comprise information elements (IE) including LTM-Config 201, the LTM-Config 201 including a list of ltm-CandidateConfig 202, each ltm-CandidateConfig 202 including an ltm-SSB-Config 203, an EarlyUL-SyncConfig 204 and an LTM-TCI-Info 205, the LTM-Config 201 further including a list of ltm-CSI-ResourceConfig 206. The RRC reconfiguration can further comprise a ServingCellConfig including a CSI-MeasConfig 207, the CSI-MeasConfig including a list of LTM-CSI-ReportConfig 208.

[0028] Fig. 3 shows a LTM cell switch command medium access control (MAC) control element (MAC-CE) (MAC-CE 300) according to Rel-18 procedure. Fig. 4 shows a table 400 describing the fields of the MAC-CE 300. The MAC CE 300 includes, in its first octet, a C field 301 (1 bit) indicating the presence of a CFRA field (Octets 5-7) and a target config ID field 302 (3 bit) . The target config ID field 302 informs the UE to initiate LTM execution procedure. The MAC-CE 300 includes a timing advance command (TAC) field 303 (12 bit) across its first and second  octet. The TAC field 303 informs the UE that RACH-less LTM should be performed with the indicated TAC. If the indicated TA is not valid, and if UE is configured to allow performing the UE-based TA measurement to acquire TA of the target cell, the UE may apply the available UE measured TA to perform the RACH-less LTM in target cell.

[0029] The MAC-CE 300 includes a TCI state ID field 304 (7 bit) in its third octet and a UL TCI state ID field 305 (6 bit) in its fourth octet. The TCI state ID field 304 indicates the TCI state to apply, the SSB associated with the TCI state being used to determine the CG resource or for DG monitoring for RACH-less LTM. When the CFRA field is present, the MAC-CE 300 includes a RA preamble index field 306 (6 bit) in its fifth octet, a SS / PBCH index field 307 (6 bit) across its fifth and sixth octet, a PRACH mask index 308 (4 bit) in its sixth octet, a S / U field 309 (1 bit) in its seventh octet, and a repetition number field 310 (2 bit) in its seventh octet. The CFRA field is used to trigger CFRA in target cell if the indicated SSB RSRP > threshold, otherwise, trigger CBRA.

[0030] In Rel-19, it is an objective to support conditional LTM cell switches including subsequent conditional LTM cell switches. Similar to CHO, in conditional LTM, the UE evaluates LTM condition (s) and initiates the cell switch without a trigger command from the network.

[0031] In Rel-19, L1 measurements can be designed for LTM purposes including selecting the candidate beam / cell to trigger early synchronization and for selecting the target beam / cell and triggering the LTM cell switch procedure.

[0032] The L1 measurement event for triggering LTM can be based on a beam-specific quality of the serving cell and / or of the candidate cells. Event LTM2 can comprise the beam of the serving cell becoming worse than an absolute threshold; event LTM3 can comprise the beam of a candidate cell becoming some amount of offset better than the beam of the serving cell; event LTM4 can comprise the beam of a candidate cell becoming better than an absolute threshold; event LTM5 can comprise the beam of the serving cell becoming worse than an absolute threshold1 and the beam of a candidate cell becoming better than another absolute threshold2. It is an objective to support the beam config of both SSB and CSI-RS in L1 measurement resource configuration in LTM config. In some cases, it can be assumed that the same RS type is to be used for both the serving and candidate cell (s) for event LTM3 and event LTM5. Similar to Rel-18 described above, the LTM measurement resource configuration can be provided in LTM-config and the event triggered report config can be provided in serving cell config.

[0033] The L1 measurement event evaluation can comprise a beam level measurement result, rather than a cell measurement result. The conditional LTM case is for future study. For LTM event evaluation, time to trigger (TTT) , hysteresis for entering / leaving, and / or beam specific offset can be applied.

[0034] The cell specific offset and the need of measurement reporting once leaving condition is met are for future study. For event triggered L1 measurement, the use of beam level measurement results for event evaluation is baseline. The current beam of serving cell (a beam corresponding to the indicated TCI state) is used for event evaluation in L1 measurement report. Any beam in candidate RS configuration for candidate cell can be used for LTM event evaluation. The MAC layer handles the event  evaluation and L1 measurement report triggering. Event-triggered L1-measurements are reported by the UE to the network via UL MAC CE. The RS resource for the event evaluation may be dynamically updated by MAC CE.

[0035] As described above, in Rel-18 LTM, the LTM execution is triggered by the network via LTM Cell Switch Command MAC CE. The network decides to initiate LTM execution based on several factors, e.g., UE L1 measurement report. When the UE performs the RACH-less LTM in target cell, the UE acquires the following information from LTM Cell Switch MAC CE: target cell information; TA command (if UE based TA measurement is not applied) ; activated TCI state for the 1st UL transmission / scheduling in target cell. When the UE performs the RACH-based LTM in target cell, the UE acquires the following information from LTM Cell Switch MAC CE: target cell information; and CFRA resource information.

[0036] When introducing the conditional LTM design, the UE can initiate the LTM execution by itself, without the network explicit indication via LTM Cell Switch Command MAC CE. Accordingly, for conditional LTM, the information typically carried in the LTM cell switch command MAC-CE must be received and / or determined in different ways.

[0037] Open issues on the conditional LTM design include 1) conditions for the UE to determine the candidate cell for LTM cell switch; 2) for RACH-less conditional LTM, how the UE receives and / or determines the initial UL TA value for initial UL transmission in target cell; 3) for RACH-less conditional LTM, how the UE receives and / or determines the activated TCI state / beam for initial UL transmission / scheduling in target cell; 4) for RACH-based conditional LTM, how the UE acquires the  CFRA resource for the initial access in target cell; 5) how the UE determines and / or selects to perform RACH-based or RACH-less LTM; 6) UE behavior upon conditional LTM failure.

[0038] According to various example embodiments, operations are described for supporting RACH-less and RACH-based conditional LTM (CLTM) and subsequent CLTM.

[0039] Fig. 5 shows a signaling diagram 500 for conditional LTM and subsequent conditional LTM according to various example embodiments. The signaling diagram 500 comprises one example scenario that is enabled according to the example embodiments described further below. The signaling diagram 500 includes a UE 501, a first cell 502 (initial source cell) , a second cell 503 (first initial candidate cell) and a third cell 504 (second initial candidate cell) . The signaling diagram 500 includes a LTM preparation phase 510, a first CLTM cell switch phase 520, and a second (subsequent) CLTM cell switch phase 530. In general, the network provides the LTM condition configuration for each LTM candidate cell; the UE performs the LTM condition evaluation; and, when the condition is met, the UE can initiate the LTM cell switch to the corresponding LTM candidate cell.

[0040] In the LTM preparation phase 510, the UE 501 establishes an RRC connection with the first cell 502 as a serving cell (source cell for LTM) (511) . The first cell 502 configures the UE 501 for LTM (512) including at least the second cell 503 and the third cell 504 as candidate LTM cells (potential target cells for LTM) .

[0041] In the first CLTM cell switch phase 520, the UE 501 evaluates the configured LTM conditions (521) and determines that the LTM condition (s) for switching to the second cell 503  are met (522) . The UE 501 detaches from the first cell 502 and applies the configuration of the second cell 503 (523) . The UE 501 transmits a RRC reconfiguration complete to the second cell 503 (524) and receives a LTM cell switch completion from the second cell 503 (525) . An RRC connection is established between the UE 501 and the second cell 503 as a new serving cell.

[0042] In the second CLTM cell switch phase 530, the UE 501 evaluates the configured LTM conditions (531) and determines that the LTM condition (s) for switching to the third cell 504 are met (532) . The UE 501 detaches from the second cell 503 and applies the configuration of the third cell 504 (533) . The UE 501 transmits a RRC reconfiguration complete to the third cell 504 (534) and receives a LTM cell switch completion from the third cell 504 (535) . An RRC connection is established between the UE 501 and the third cell 504 as a new serving cell.

[0043] In some aspects of these example embodiments, the LTM condition (s) to initiate the LTM cell switch can comprise one or more L1 measurement events and / or one or more L3 measurement events. In other words, the LTM conditions can be based on L3 and / or L1 measurement event or event combination.

[0044] In a first option, the LTM condition is an L3 measurement event or combination of L3 measurement events. The LTM condition is configured as a L3 event or event combination, e.g., Event A3 / A4 / A5, Event-T / Event-D, similar to CHO conditions. When the L3 measurement event (or both for the combination) is met, it can be assumed the LTM condition is met. The L3 beam which is above the measurement threshold can be used for the initial access to target cell.

[0045] In a second option, the LTM condition is an L1 measurement event or combination of L1 measurement events. The LTM condition is configured as a L1 LTM event (combination) , e.g., LTM event 3 / 4 / 5. When the L1 measurement event (or both for the combination) is met, it can be assumed the LTM condition is met. The beam of the candidate cell used for the L1 event evaluation can be used for the initial access to target cell.

[0046] In a third option, the LTM condition is a combination of L1 and L3 measurement events. The LTM condition is configured as the combination of L1 LTM event and L3 measurement event. In one example, the cell quality condition is based on an L3 measurement event and the L1 beam condition is based on an L1 LTM event. In another example, the time / distance condition is based on an L3 measurement event, and the L1 beam condition is based on an L1 LTM event. The beam of the candidate cell used for the L1 event evaluation can be used for the initial access to target cell. Optionally, if the L1 beam condition is not met, but the L3 condition is met, the UE may trigger conditional LTM or conditional HO.

[0047] In some example embodiments, the above example embodiments may also be extended in the LTM event triggered measurement report for a normal LTM.

[0048] As discussed above, in Rel-18 RACH-less LTM, the UE can acquire an initial TA value in the LTM MAC-CE provided by the network. In CLTM, the LTM MAC-CE is not available. Thus, in the present embodiments, if RACH-less conditional LTM is allowed, the UE can acquire TA value for the initial UL transmission in target LTM cell according to the following options.

[0049] In a first option, the UE relies on a UE-based TA measurement. The first option can be used when the UE supports UE-based TA measurement and the UE-based TA measurement for the LTM candidate cell is configured by the network. When the UE initiates the conditional LTM cell switch procedure, the UE can use the UE-acquired TA value (based on UE based TA measurement) if available for the first UL transmission in target cell.

[0050] In a second option, the UE assumes the initial TA value = 0 or current TA value (source = target) of one TAG. The network can configure one of the following TA information for the LTM candidate cell which is allowed for the conditional LTM: 1) TA=0, or 2) TA is source TA (source pTAG) , or 3) TA is the source TAG#X’s TA. When the UE initiates conditional LTM cell switch procedure, the UE applies the TA according to the configuration for the first UL transmission in target cell.

[0051] In a third option, the network informs the UE of the TA value of candidate LTM cell within a valid time period. The network informs the TA value of the candidate LTM cell to UE via current serving cell, and UE uses it in target cell if it’s available.

[0052] In some embodiments, the network can provide the absolute TA value and the UE can apply the TA in the target cell directly. In other embodiments, the network can provide the delta TA value and the UE can apply the TA value based on the current TA or based on the TA info (of the second option) . In either case, the C-TATimer timer is started when the TA value is received. If the C-TATimer expires before the CLTM cell switch is executed, the UE may trigger RACH based LTM in target cell.

[0053] In some embodiments, the network can provide the LTM candidate cell TA value via RRC configuration (candidate LTM cell config) or via TAC MAC CE.

[0054] When the TA value is provided in RRC configuration, the network can provide the TA configuration normally based on network deployment (considering the serving TRP / DU difference) . The TA configuration could be provided per the source / target cell pair. The TA value is normally the delta TA value which is based on source cell’s TA. The TA information is always available.

[0055] When the TA value is provided in TAC MAC CE, the network can provide the candidate cell info and the TA value. The TA value could be the absolute TA value or the delta TA value (based on current cell’s TA value) . The TA information is available within a time period (based on configuration) . The available time period is controlled by network via a C-TATimer. The C-TATimer can be predefined in spec or configured by network. The timer value can be 1) common across all LTM candidate cell; or 2) per LTM candidate cell; or 3) per LTM source-target cell pair. UE can maintain the timer per candidate cell or across all candidate cells.

[0056] When the UE receives candidate cell’s TAC info in RRC, the UE can store the candidate cell and the TA info. When the UE receives candidate cell’s TAC info via MAC CE (i.e., C-TAC MAC CE) , the UE can store the candidate cell and the TA info and (re) start the C-TATimer.

[0057] When the UE executes CLTM cell switch procedure, for the target cell, if the UE has the stored available TA info, the UE can apply for the initial access in the target cell.

[0058] For RACH-less conditional LTM, the UE can determine the activated TCI state / beam for initial UL transmission / scheduling in target cell according to various options.

[0059] In some embodiments, the UE selects the TCI state and informs the network. When the LTM condition is met, the UE can detect the best / suitable beam in target cell which can be used for initial access. For the best / suitable beam selection, the following options are described.

[0060] In one option, if the LTM condition is L3 event, the UE can select the beam based on the L3 beam level measurement (beam > threshold) . In another option, if the LTM condition is L1 event, the UE can select the beam based on the L1 beam which is to trigger the event. In still another option, if the LTM condition is not beam / radio quality based event, the UE can select the beam by itself via implementation, or by the non-LTM L1 measurement.

[0061] The UE can inform the network of the beam selected for the initial access in target cell via explicit signaling which could be L1, L2, or L3 signaling. In some embodiments, the network follows the UE indication to use the beam for the first UL transmission related scheduling. The UE uses the selected beam for initial access in the target cell. In other words, the UE uses the beam to select the UL CG occasion or use the beam for DG scheduling reception.

[0062] In other embodiments, the network informs the UE of the activated TCI state of the candidate LTM cell for the UL transmission / scheduling. The network can provide the first  activated TCI state via L3 or L1 / L2 signaling. For L3 signaling (RRC) , the network provides the activated TCI state in LTM configuration per candidate cell, which may be based on network deployment. For L1 / L2 signaling, the network can decide the activated TCI state of the candidate cell based on UE L1 / L3 measurement report, and informs UE (e.g., L2 signaling: Candidate Cell TCI State MAC CE) . When the UE initiates the CLTM cell switch, the UE can use the indicated TCI state associated beam to perform first UL transmission.

[0063] In still other embodiments, the network configures the CG configuration and associated SSB for initial access in target cell. For CG based initial access in target cell, the network configures the CG config associated with a certain beam. UE can select the CG for initial access if the associated SSB measured by UE meets the requirement.

[0064] For RACH-based conditional LTM, the network can provide the CFRA resource for LTM initial access purpose via various options.

[0065] In some embodiments, the CFRA resource for LTM cell switch purpose is configured via RRC. The network can provide the CFRA resource for CLTM cell switching according to the following options. In a first option, the configuration is provided in the dedicated RACH configuration within the LTM candidate cell config. In a second option, the configuration is provided in the CFRA resource in LTM config, which is common across all LTM candidate cell config. In these options, since the CFRA resource is associated with SSB, the UE follows the legacy principle and performs CFRA via the CFRA resource if the associated SSB is available. Otherwise, the UE will perform CBRA in the target cell.

[0066] In other embodiments, the CFRA resource for LTM cell switch is provided via new L1 / L2 signaling via current serving cell. The network can provide the CFRA resource in current serving cell. The network can indicate the CFRA resource is particular for some candidate cells, or for all candidate cells. The UE stores the configuration and uses it for the initial access in target cell if CLTM cell switch procedure is initiated.

[0067] In some embodiments, when both RACH-less CLTM and RACH-based CLTM are supported and / or allowed by the UE and / or network, operations are described for selection between RACH-based and RACH-less Cond LTM when the conditional LTM cell switch procedure is initiated.

[0068] In one embodiment, if the UE has valid information for RACH-less LTM (i.e., TA, TCI state / beam) and the network allows it, the UE performs the RACH-less LTM. In another embodiment, if the network provides CFRA resource for target cell, UE performs CFRA in target cell if the resource is available. In still another embodiment, if the LTM condition is met but the conditions for the preceding embodiments are not met, the UE performs CBRA in target cell.

[0069] When CLTM cell switch is initiated by the network, the priority between RACH-less LTM, CFRA LTM, CBRA LTM can be according to the following options. In one option, a predefined priority is used for the method of CLTM cell switch. The priority can comprise RACH-less LTM > CFRA LTM > CBRA LTM. If the precondition is met for RACH-less LTM, then the UE performs RACH-less LTM. If the precondition is not met for RACH-less LTM, but the precondition is met for CFRA LTM, then the UE  performs CFRA LTM. If the precondition is not met for RACH-less LTM or CRFA-LTM, then the UE performs CBRA LTM.

[0070] In another option, the network can configure the priority for the method of CLTM cell switch. The network can configure whether RACH-less LTM or CFRA LTM is allowed or not for some particular candidate cell by RRC signaling. In one embodiment, the network can configure the CFRA is always prioritized if UE has the available CFRA resource.

[0071] In some aspects, when CLTM cell switch procedure is initiated, UE starts the failure detection timer upon initiating LTM execution. When CLTM cell switch procedure is completed successfully, UE stops the timer. When CLTM cell switch procedure expires, UE performs cell selection. If LTM candidate cell is selected, UE can perform condition LTM execution, at least for the first failure.

[0072] In some aspects, operations are described for supporting coexistence between CHO and CLTM. The network can configure the CHO and CLTM together. In some embodiments, the same candidate cell is configured for CHO and CLTM. In other embodiments, different candidate cells are configured for CHO and CLTM.

[0073] If the same candidate cell is configured for CHO and CLTM, in some embodiments, the condition for CHO and CLTM are different for the same candidate cell. In this case, the UE follows the corresponding condition to trigger CHO or CLTM independently. In other embodiments, the condition for CHO and CLTM are the same for the same candidate cell. In this case, the UE can determine to perform CHO or CLTM according to the  following options. In one option, it is up to UE implementation to perform CHO or CLTM. In a second option, the UE prioritizes performing the CLTM cell switch procedure over CHO. In a third option, the network configures a priority between CLTM and CHO.

[0074] If a different candidate cell is configured for CHO and CLTM, in some embodiments, the UE performs the condition evaluations separately and initiates the CHO and CLTM independently. When both CHO and CLTM conditions are met, the options described above can be applied.

[0075] When the UE decides to switch to the target cell where both the CLTM and CHO conditions are met, the UE may inform the network whether the UE initiates the CHO or CLTM to switch to the target cell. (Especially when the configurations are different) . The UE can indicate to the network whether UE applies the CHO or CLTM in target cell to NW, e.g., in the RRCReconfigurationComplete message. Optionally, the UE can inform the network of the CHO candidate config index or the LTM candidate config index.

[0076] Fig. 6 shows a method 600 for conditional LTM according to various example embodiments. In 605, the UE processes an LTM configuration including LTM conditions for one or more candidate LTM cells. The LTM condition for a given one of the candidate cells can comprise a L3 measurement event or L3 measurement event combination; a L1 measurement event or L1 measurement event combination; or a combination of L1 and L3 measurement events, as described above.

[0077] The LTM configuration can include various additional configuration parameters according to various example embodiments described above, the configuration parameters  including: a UE-based TA measurement; a TA value to use (per cell or per source / target cell pair) ; a duration of a CLTM TA timer; an activated TCI state (per cell) ; CG resources for a CG-based initial access; a RACH configuration; a CFRA resource; a priority amongst RACH-less and RACH-based LTM; and / or a CHO configuration independent from or as part of the LTM configuration.

[0078] In optional 610, the UE processes a MAC CE (e.g., a LTM cell switch MAC CE) prior to initiating a cell switch. In various embodiments, the MAC CE can dynamically inform the UE of various parameters relevant to the LTM cell switch including: an initial TA value; an activated TCI state; and / or a CFRA resource.

[0079] In 615, the UE evaluates the LTM conditions for the candidate cells. In 620, when the LTM condition for a candidate cell is satisfied, the UE initiates the LTM cell switch. In various example embodiments, the UE can select a TCI state (beam) for initial access based on the L1 / L3 measurements and / or measurement events or based on an indication from the network. In some embodiments, the UE can use an initial TA based on UE-based TA measurement, can assume an initial TA based on a TA-related configuration from the network, or can be provided the TA directly in L3 or L2 signaling. In some embodiments, the UE performs RACH-less LTM or RACH-based LTM (CFRA / CBRA) based on predefined priority rules or based on a network configuration. In some embodiments, the UE performs CHO instead of CLTM when conditions are met for both types of HO. In optional 625, the UE indicates to the network: a TCI state used for the cell switch; and / or whether CHO or CLTM was applied in the cell switch.

[0080] Fig. 7 shows an example network arrangement 700 according to various example embodiments. The example network arrangement 700 includes a UE 710. The UE 710 may be any type of electronic component that is configured to communicate via a network, e.g., mobile phones, tablet computers, desktop computers, smartphones, embedded devices, wearables, Internet of Things (IoT) devices, etc. An actual network arrangement may include any number of UEs being used by any number of users. Thus, the example of one UE 710 is merely provided for illustrative purposes.

[0081] The UE 710 may be configured to communicate with one or more networks. In the example of the network arrangement 700, the network with which the UE 710 may wirelessly communicate is a 5G NR radio access network (RAN) 720. However, the UE 710 may also communicate with other types of networks (e.g., 5G cloud RAN, a next generation RAN (NG-RAN) , a legacy cellular network, etc. ) and the UE 710 may also communicate with networks over a wired connection. With regard to the example embodiments, the UE 710 may establish a connection with the 5G NR RAN 720. Therefore, the UE 710 may have a 5G NR chipset to communicate with the NR RAN 720.

[0082] The 5G NR RAN 720 may be portions of a cellular network that may be deployed by a network carrier (e.g., Verizon, AT&T, T-Mobile, etc. ) . The RAN 720 may include cells or base stations that are configured to send and receive traffic from UEs that are equipped with the appropriate cellular chip set. In this example, the 5G NR RAN 720 includes the gNB 720A and the gNB 720B. However, reference to a gNB is merely provided for illustrative purposes, any appropriate base station or cell  may be deployed (e.g., Node Bs, eNodeBs, HeNBs, eNBs, gNBs, gNodeBs, macrocells, microcells, small cells, femtocells, etc. ) .

[0083] Any association procedure may be performed for the UE 710 to connect to the 5G NR RAN 720. For example, as discussed above, the 5G NR RAN 720 may be associated with a particular network carrier where the UE 710 and / or the user thereof has a contract and credential information (e.g., stored on a SIM card) . Upon detecting the presence of the 5G NR RAN 720, the UE 710 may transmit the corresponding credential information to associate with the 5G NR RAN 720. More specifically, the UE 710 may associate with a specific cell (e.g., gNB 720A) .

[0084] The network arrangement 700 also includes a cellular core network 730, the Internet 740, an IP Multimedia Subsystem (IMS) 750, and a network services backbone 760. The cellular core network 730 manages the traffic that flows between the cellular network and the Internet 740. The IMS 750 may be generally described as an architecture for delivering multimedia services to the UE 710 using the IP protocol. The IMS 750 may communicate with the cellular core network 730 and the Internet 740 to provide the multimedia services to the UE 710. The network services backbone 760 is in communication either directly or indirectly with the Internet 740 and the cellular core network 730. The network services backbone 760 may be generally described as a set of components (e.g., servers, network storage arrangements, etc. ) that implement a suite of services that may be used to extend the functionalities of the UE 710 in communication with the various networks.
