[0004] Within the worldwide effort to prepare new radio (NR) Release 19 (Rel-19) TSs, a working item related to multiple input multiple output (MIMO) usage aims to extend and enhance MIMO performance built on legacy releases (i.e., previous TSs releases) . A NR Rel-19 MIMO objective is to implement a UE-initiated beam report. In conventional wireless communication systems (also known as “legacy” systems) , a network (NW) entity (which is an NW node in communication with the UE) configures and triggers the UE to submit a beam report that may lead to a beam switch procedure. The NW entity may configure the UE via a channel state information (CSI) report configuration (e.g., CSI-ReportConfig message) for the beam measurement and report. The NW entity may configure a list of synchronization signal block (SSB) or channel state information reference signal (CSI-RS) resources for beam measurement via the  CSI report configuration. The NW entity may transmit these reference signals (RSs) on different SSB / CSI-RS resources using different beams. The NW entity may configure the UE to report the beam quality (e.g., layer 1 reference signal received power (L1-RSRP) or layer 1 signal to interference plus noise ratio (L1-SINR) ) for plural beams. The NW entity may also configure the UE to measure the configured signals and transmit the beam report in a periodic, a semi-persistent or an aperiodic manner. Based on the received beam report, the NW entity may provide a beam activation / indication by providing a transmission configuration indicator (TCI) or spatial relation info.

1.A wireless communication method (800) performed by user equipment, UE, (102) , the method comprising:receiving (801) , from a network entity, NE, a control signal configuring UE-initiated beam report, UEI-BR, parameters for the UE to measure a current beam and a candidate beam for a UEI-BR;modifying (840) at least one of the UEI-BR parameters upon detecting that a relaxation criterion is met; andperforming (852) a UEI-BR procedure based on the modified at least one of the UEI-BR parameters.2.The wireless communication method of claim 1, wherein the relaxation criterion being met includes at least one of:a first criterion met when a rate of change of reference signal received power is below a first threshold,a second criterion met when a downlink radio quality on one or more configured resources exceeds a reference radio link quality by a second threshold,for an indicated transmission configuration indicator, TCI, state, a third criterion met when a downlink beam quality on the indicated TCI state is greater than or equal to a third threshold,a fourth criterion met when a downlink candidate beam quality is less than or equal to a fourth threshold, orfor an activated TCI state, a fifth criterion met when a downlink beam quality on the activated TCI state is greater than or equal to a fifth threshold.3.The wireless communication method of claim 1 or 2, wherein the control signal specifies the relaxation criterion.4.The wireless communication method of any of claims 1 to 3, wherein:the UEI-BR parameters include at least one of:a first period for measuring the current beam,a second period for measuring the candidate beam,a third period for measuring a beam associated with the activated TCI states, ora number of instances for detecting a triggering event before generating the UEI-BR, andthe modifying includes:extending at least one of the first period, the second period, or the third period, orincreasing the number of instances.5.The wireless communication method of claim 4, wherein:when the UE operates in discontinuous reception, DRX, mode, the extending is based on a DRX cycle duration.6.The wireless communication method of any of claims 1 to 5, wherein the performing the UEI-BR procedure based on the modified at least one of the UEI-BR parameters includes at least one of:delaying or refraining from measuring the current beam or the candidate beam,delaying or refraining from measuring a beam associated with the activated TCI states,refraining from transmitting the UEI-BR, ordetermining that the UEI-BR procedure does not occupy a channel state information-processing unit.7.The wireless communication method of any of claims 1 to 6, further comprising:transmitting the UEI-BR using a configured grant on a physical uplink shared channel, CG PUSCH, wherein a first number of layers usable for the CG PUSCH is different from a second number of layers usable for a dynamic grant, DG, PUSCH.8.The wireless communication method of claim 7, further comprising:receiving, from the NE, the first number of layers, ordetermining the first number of layers based on the second number of layers.9.The wireless communication method of any of claims 1 to 8, further comprising:selectively retransmitting the UEI-BR upon receiving, from the NE, a UEI-BR retransmission signal, or when a retransmission timer expires before the UE detects that the NE has received the UEI-BR.10.The wireless communication method of any of claims 1 to 9, further comprising:refraining from transmitting data using a first dynamic grant on a physical uplink shared channel, DG PUSCH, that overlaps with a configured grant, CG, PUSCH for transmitting the UEI-BR.11.The wireless communication method of claim 10, further comprising:storing the data;receiving scheduling for a second DG PUSCH with a hybrid automatic repeat request, HARQ, process identifier of the first DG PUSCH; andtransmitting the data using the second DG PUSCH.12.The wireless communication method of any of claims 1 to 11, further comprising:transmitting, to the NE, information on UE capability for supporting measurement relaxation for UEI-BR.13.A wireless communication method (900) performed by a network entity (104) , the method comprising:transmitting (901) , to a user equipment, UE, (102) , a control signal:configuring UE-initiated beam report, UEI-BR, parameters for the UE to measure a current beam and a candidate beam for a UEI-BR, andenabling the UE to modify the UEI-BR parameters when a relaxation criterion is met; andreceiving (950) , from the UE, an indication that the UE has modified at least one of the UEI-BR parameters.14.The wireless communication method of claim 13, further comprising:transmitting, to the UE, a UEI-BR retransmission indication using at least one of:a media access control, MAC, control element,a MAC packet data unit, PDU,a downlink control information, DCI, ora DCI field.15.The wireless communication method of claim 13 or 14, further comprising:transmitting, to the UE, scheduling for a first dynamic grant on a physical uplink shared channel, DG PUSCH, with a first hybrid automatic repeat request, HARQ, process identifier;receiving, from the UE, a notification of using a configured grant, CG, on the PUSCH for transmitting the UEI-BR, the CG PUSCH overlapping with the first DG PUSCH; andtransmitting, to the UE, scheduling for a second DG PUSCH with the HARQ process identifier.16.A wireless communication device (102, 104) comprising a processor (132, 142) and a communication interface (134, 144) configured to perform any of the methods recited in claims 1-15.
