A resource management method, comprising: obtaining historical behavior information of a user and a reference user in a target time period and a usage amount increment of a target resource, the historical behavior information being used to represent a demand degree of the user for a quota of the target resource applied to a resource service platform, the reference user being a user in the resource service platform with a largest usage amount of the target resource; determining a behavior similarity between the user and the reference user based on the historical behavior information of the user and the historical behavior information of the reference user; determining a quota increment coefficient of the user based on the usage amount increment of the user and the usage amount increment of the reference user; adjusting a usable quota of the target resource of the user based on the behavior similarity between the user and the reference user and the quota increment coefficient of the user. 2.The method of claim 1, wherein the adjusting the usable quota of the target resource of the user based on the behavior similarity between the user and the reference user and the quota increment coefficient of the user comprises: determining a quota increment of the target resource that can be allocated to the user based on the behavior similarity between the user and the reference user and the quota increment coefficient of the user; and adjusting the usable quota of the target resource of the user based on the quota increment corresponding to the user and a total amount of the quota of the target resource that the user has. 3.The method of claim 2, wherein the determining the quota increment of the target resource that can be allocated to the user based on the behavior similarity between the user and the reference user and the quota increment coefficient of the user comprises: determining a quota increase reference ratio of an adjustable quota corresponding to the target resource, the quota increase reference ratio being a ratio of the usage amount increment of the target resource of the reference user in the target time period to a total amount of the usage quota of the target resource that the reference user has; and determining the quota increment of the target resource that can be allocated to the user in combination with the behavior similarity, the quota increase coefficient of the user and the quota increase reference ratio. 4.The method of any one of claims 1 to 3, wherein the determining the behavior similarity between the user and the reference user based on the historical behavior information of the user and the historical behavior information of the reference user comprises: determining a Pearson correlation coefficient between the user and the reference user based on the historical behavior information of the user and the historical behavior information of the reference user, and determining the determined Pearson correlation coefficient as the behavior similarity between the user and the reference user. 5.The method of claim 1, wherein the obtaining the historical behavior information of the user and the reference user in the target time period and the usage amount increment of the target resource comprises: detecting that an available amount of the target resource allocated to the user by the resource service platform is insufficient, and obtaining the historical behavior information of the user and the reference user in the target time period and the usage amount increment of the target resource. 6.The method of claim 5, wherein the detecting that the available amount of the target resource allocated to the user by the resource service platform is insufficient comprises: detecting that a ratio between a total amount of use of a target resource by a user and a total amount of quota of the target resource possessed by the user exceeds a first set threshold value; or, detecting that a ratio between an amount of use of the target resource by the user and the total amount of quota within a set monitoring time interval exceeds a second set threshold value.

The method of claim 1, wherein the determining the quota increment coefficient of the user based on the use amount increment of the user and the use amount increment of the reference user comprises: determining a ratio between the use amount increment of the user and the use amount increment of the reference user as the quota increment coefficient of the user.

The method of claim 1, wherein the historical behavior information comprises at least one of: an amount of use of the target resource by the user; an application quota value of the target resource applied for by the user to the resource service platform; a number of times of accessing a quota query page of the target resource in the resource service platform by the user.

The method of claim 2, wherein the adjusting the usable quota of the target resource of the user based on the quota increment corresponding to the user and the total amount of quota of the target resource possessed by the user comprises: if the quota increment corresponding to the user is a positive value, increasing the usable quota of the target resource of the user based on the quota increment corresponding to the user and the total amount of quota of the target resource possessed by the user; and if the quota increment corresponding to the user is a negative value, maintaining the total amount of quota of the target resource possessed by the user unchanged and storing the quota increment.

A resource management and control apparatus, comprising: an information obtaining unit configured to obtain historical behavior information of a user and a reference user and a use amount increment of a target resource within a target time period, the historical behavior information being used to represent a demand degree of the user for applying for a quota of the target resource to a resource service platform, the reference user being a user with a largest use amount of the target resource in the resource service platform; a similarity determining unit configured to determine a behavior similarity between the user and the reference user based on the historical behavior information of the user and the historical behavior information of the reference user; an increment coefficient determining unit configured to determine a quota increment coefficient of the user based on the use amount increment of the user and the use amount increment of the reference user; and a resource quota adjusting unit configured to adjust a usable quota of the target resource of the user based on the behavior similarity between the user and the reference user and the quota increment coefficient of the user.
