[0090] Video coding standards have evolved mainly through the development of well-known ITU-T and ISO / IEC standards. ITU-T developed H.261 and H.263, ISO / IEC developed MPEG-1 and MPEG-4 Visual standards, and the two organizations jointly developed H.262 / MPEG-2 video and H.264 / MPEG-4 Advanced Video Coding (AVC) and H.265 / HEVC standards. Since H.262, video coding standards have been based on a hybrid video coding structure, in which temporal prediction plus transform coding is utilized. To explore future video coding technologies beyond HEVC, VCEG and MPEG jointly established the Joint Video Exploration Team (JVET) in 2015. Since then, JVET has adopted many new methods and applied them to a reference software called the Joint Exploration Model (JEM). At the same time, JVET meetings are held quarterly, and the goal of the new coding standard is to reduce the bit rate by 50% compared to HEVC. The new video coding standard was officially named Versatile Video Coding (VVC) at the JVET meeting in April 2018, and the first version of the VVC Test Model (VTM) was also released at that time. Due to the continuous efforts in VVC standardization, new coding technologies have been adopted into the VVC standard at each JVET meeting. [0092] HEVC includes four different picture segmentation schemes, namely regular slices, dependent slices, tiles, and Wavefront Parallel Processing (WPP), which can be applied to Maximum Transfer Unit (MTU) size matching, parallel processing, and reduced end-to-end latency.

Each regular slice is encapsulated in its own NAL unit, and picture prediction (intra-sample prediction, motion information prediction, coding mode prediction) and entropy coding dependencies across slice boundaries are disabled.
