The water solution of the water-based fire extinguishing agent is filled with a large amount of gas to form countless bubbles through chemical and physical actions, which are covered on the surface of flammable liquid, so as to achieve the purpose of extinguishing fire by taking away the heat of the liquid and making the flammable liquid not easy to contact with air. The fluorocarbon surfactant is an indispensable additive in the water-based fire extinguishing agent. In the prior art, the chemical formula of the fluorocarbon surfactant contains eight carbon atoms, which will produce perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA) after use. PFOS is the most difficult to decompose organic pollutants, which has been widely restricted in export product materials; PFOA has carcinogenic effect, which has been listed in the 2B carcinogenic list.
