The invention relates to a precise regulation and control device for fertilizer injection and mixing and a working method, the precise regulation and control device comprises a fertilizer injection unit and a fertilizer mixing unit, and the fertilizer injection unit comprises an irrigation branch and a fertilizer injection branch; the irrigation branch is used for feeding water required by irrigation into an inlet of the static mixer through a pipeline; the fertilizer injection branch is used for feeding a fertilizer into an inlet of the static mixer through a pipeline; the fertilizer mixing unit comprises a static mixer, a premixing tank, a buffer tank and a water and fertilizer pump which are sequentially connected through a pipeline, an EC sensor and a pH sensor are arranged in the static mixer, the premixing tank and the buffer tank, and stirrers are arranged on the premixing tank and the buffer tank; the water and fertilizer concentration control unit is configured to determine the duty ratio of a pulse width modulation electromagnetic valve according to the EC value and the pH value of the water and fertilizer solution in the buffer tank so as to realize regulation and control of the fertilizer injection amount; according to the EC value, the pH value and the corresponding deviation ratio of the water and fertilizer solution in the set time period in the static mixer, the fertilizer mixing uniformity condition is determined, and the operation condition of the stirrer is regulated and controlled.
