[0002] Multicast / Broadcast Service (MBS) in cellular networks takes into account both broadcasting and multicasting. A broadcast communication service is to send data to all users in a broadcast service area. At the same time, in a multicast communication service, data is sent to a dedicated set of users (i.e., not all users within the coverage of the multicast service are authorized to receive the data). The MBS multicast service can operate regardless of where the UE (User Equipment, which is a wireless device connected to a cellular network) is in the Public Land Mobile Network, and data is sent at the location where the UE is located with respect to any user in the dedicated authorized set of users. However, so far, the reception of the MBS multicast service has been limited to UEs in the "home" Public Land Mobile Network (HPLMN) of the UE and the services provided by that HPLMN.
