The first network device according to claim 65, wherein: The second communication unit is used to send a first indication to the first terminal, wherein the first indication is used to indicate at least one of the following: whether the first terminal is allowed to allocate UE policies related to the UE policies of the terminal to other terminals; whether it is allowed to allocate UE policies related to the UE policies of other terminals to the first terminal.

67. The first network device according to claim 65 or 66, wherein: The second communication unit is used to send third information, wherein the third information includes a UE policy of the first terminal that can be allocated to other terminals.

68. The first network device according to claim 67, wherein: The second processing unit is configured to generate a UE policy of the first terminal that can be allocated to other terminals based on the first capability of the first terminal.

69. The first network device according to claim 67 or 68, wherein: The indication of the first capability is carried by an uplink UE policy container; and the third information is carried by a downlink UE policy container.

The second terminal according to claim 73, wherein: The third communication unit is used to receive a second indication, wherein the second indication is used to indicate at least one of the following: whether the second terminal is allowed to allocate UE policies related to the UE policies of the terminal to other terminals; whether it is allowed to allocate UE policies related to UE policies of other terminals to the second terminal.

The second terminal according to claim 73 or 74, wherein: The third communication unit is used to receive fourth information, wherein the fourth information includes a UE policy corresponding to the second terminal, and the UE policy corresponding to the second terminal includes a UE policy that can be allocated to other terminals.

76. The second terminal according to claim 75, wherein: The third communication unit is used to send a policy update indication, wherein the policy update indication is used to determine a UE policy used by the second terminal in a UE policy corresponding to the second terminal.

77. The second terminal according to claim 75 or 76, wherein: The indication of the first capability is carried by an uplink UE policy container; and the fourth information is carried by a downlink UE policy container.

The second terminal according to claim 77, wherein: The uplink UE policy container includes at least one of the following: an uplink UE policy container in a registration request message, an uplink UE policy container in a registration update message; the downlink UE policy container is a downlink UE policy container in a UE configuration update UCU process.

A second network device, comprising: A fourth communication unit is used to receive an indication of a first capability of a second terminal, wherein the indication of the first capability is used to indicate that the second terminal has a first capability, and the first capability includes at least one of the following: the ability to support or allow UE policies related to the UE policies of this terminal to be allocated to other terminals, and the ability to support or allow UE policies related to UE policies of other terminals to be allocated to this terminal.

The second network device according to claim 79, wherein: The fourth communication unit is used to send a second indication, wherein the second indication is used to indicate at least one of the following: whether the second terminal is allowed to allocate UE policies related to the UE policies of the terminal to other terminals; whether it is allowed to allocate UE policies related to UE policies of other terminals to the second terminal.

The second network device according to claim 83, wherein: The uplink UE policy container includes at least one of the following: an uplink UE policy container in a registration request message, an uplink UE policy container in a registration update message; the downlink UE policy container is a downlink UE policy container in a UE configuration update UCU process.
