The irradiation assembly transmits cold light emitted by the cold light source into the inner ring so as to irradiate the interior of a prepuce cavity, the prepuce is fixed to the inner ring through the elastic line or the fixing binding belt, displacement of the prepuce in the circumcision operation can be avoided, the elastic line can stop bleeding of a prepuce wound, and the prepuce is prevented from being damaged. Therefore, the circumcision wound can be sutured and fixed conveniently, and the operation efficiency is improved.
