To provide a battery monitoring device that can measure the AC impedance of a battery regardless of whether the battery is being charged or discharged.SOLUTION: A battery monitoring device 100 comprises: a first reference resistance 103 that is arranged on a path P2 other than a path P1 for a current flowing from a battery to a load 102; a transistor 104 for causing current to flow from the battery to the first reference resistance 103; a current measuring unit 112 that measures a first current flowing in the first reference resistance 103; a voltage measuring unit 115 that measures the voltage of the battery B; and a first calculation unit 118 that calculates the AC impedance of the battery on the basis of the measured first current and the measured first voltage.SELECTED DRAWING: Figure 1
