The method of establishing a candidate wireless access point list of claim 12, further comprising: transmitting, by the access point, the candidate wireless access point list to a mobile device; performing a channel scan based on the candidate wireless access point list; and generating a neighbor wireless access point list based on results of the channel scan.

The method of establishing a candidate wireless access point list of claim 12, further comprising: performing, by the access point, a channel scan based on the candidate wireless access point list after the access point receives a request transmitted by a mobile device; and generating a neighbor wireless access point list based on results of the channel scan.

The method of establishing a candidate wireless access point list of claim 12, further comprising: transmitting, by the access point, the candidate wireless access point list to the mobile device simultaneously with receiving a request sent by the mobile device; performing a channel scan based on the candidate wireless access point list; and generating, by the access point, a neighbor wireless access point list based on results of the channel scan.
