A paper holder that rotatably holds roll paper, comprising: a base portion fixed to a wall; a first locking portion provided on the base portion; a main body plate portion arranged opposite the base portion; a second locking portion provided on the main body plate portion and locked to the first locking portion; and a cushioning material interposed between the first locking portion and the second locking portion.

A paper holder as described in claim 1, characterized in that either the first engaging portion or the second engaging portion has a convex portion, and the other has a concave portion into which the convex portion is inserted, and the cushioning material is located between the convex portion and the concave portion.
3. 3. The paper holder according to claim 2, wherein the concave portion is positioned with the opening into which the convex portion is inserted facing upward, or the concave portion is positioned with the opening into which the convex portion is inserted facing sideways.
