[Solution] A semiconductor light source (16) with a peak wavelength in the range of 260 to 330 nm and a light intensity detection means (17) for detecting the intensity of light are used. The solution to be measured is made alkaline to obtain a pH-adjusted solution. The semiconductor light source (16) is used to emit and transmit light through the pH-adjusted solution to obtain a first transmitted light intensity. Sodium thiosulfate solution is injected into the pH-adjusted solution to obtain a chemical-injected solution, and the semiconductor light source (16) is used to emit and transmit light through the chemical-injected solution to obtain a second transmitted light intensity. The hypochlorous acid concentration of the solution to be measured is calculated from the first and second transmitted light intensities.
