3. (B) The cosmetic composition according to claim 1 or 2, wherein component (B) has a linear silicone skeleton.

4. The cosmetic composition according to claim 1 or 2, wherein component (B) is PEG-12 dimethicone.

5. The cosmetic composition according to claim 1 or 2, wherein the content of component (B) is 0.1% by mass or more and 7% by mass or less, based on the total mass of the cosmetic composition.

6. The cosmetic composition according to claim 1 or 2, wherein the content of component (C) is 0.5% by mass or more and 30% by mass or less, based on the total mass of the cosmetic composition.

7. (E) The cosmetic composition according to claim 1 or 2, further comprising a moisturizer.

8. The cosmetic composition according to claim 7, wherein the content of component (E) is 5% by mass or more and 30% by mass or less, based on the total mass of the cosmetic composition.
