A scalp protecting composition to be used before using a hair coloring agent or a perm agent, (A) one or more selected from O-[2-hydroxy-3-(trimethylammonio)propyl]hydroxyethylcellulose chloride and O-[2-hydroxy-3-(trimethylammonio)propyl]guar gum chloride; (B) one or more selected from hydroxyethyl cellulose and hydroxypropyl cellulose; (C) one or more selected from 1,3-butylene glycol, glycerin, and ethylene glycol; (D) ethanol, (E) one or more selected from lactic acid and malic acid; a total content of the component (A) and the component (B) of 0.8 to 2.4% by mass, a content of the component (C) of 5 to 15% by mass, a content of the component (D) of 15 to 45% by mass, a content of the component (E) of 0.01 to 0.1% by mass, and a mass ratio (A) / (B) of the contents of the component (A) and the component (B) of 0.6 to 1.
